HomeMy Public PortalAboutConservation Minutes 2010-04-27 Orleans Conservation Commission C�k CDTIZ;� Town Hall, Nauset Room CD Work Meeting, Tuesdav, April 27, 2010 c-n m-nr CD PRESENT: Adrienne Pfluger, Bob Royce, Arnold Henson, Chairman; Judith Bruce, Vice-Chairman; Harry Herrick, James Tranior, (Members); Jamie Ballieft, Jim O'Bri&R-, (Associate Members); and Jennifer Wood, Conservation Administrator. ABSENT: Steve Phillips, (Member). The Meeting opened at 8:30 a.m. Information Alan McClennan discussed possible open-space acquisition of the Matthews property and the Putnam property. The Conservation Commissioners will hold a conservation restriction on the Matthews property in Brewster. CONTINUATION Daniel &Andrea Schmieq (SPI), 13 Kincisbury Lane by Gregory Lombardi Design, Inc. The proposed demolition of an existing dwelling & construction of a new dwelling & swimming pool. Work will occur within 100' of the Top of a Coastal Bank. David Lyttle submitted revised plans showing the pool and patio have been moved outside the 75' buffer. He discussed the letter from Vanessa Fiori, abutter. There will be no fire pit and the pool will be filled from water off site. The water will be trucked out when it is drained so will have no effect on her well. The Schmieg's are considering putting up an evergreen fence as a border between neighbors. Judith Bruce said there are many trees between this project and the river. Seth Wilkinson said fill from the new home would be used as beach nourishment . A pathway will be left to allow trucks to go through. He is adding many new maritime grasses to the bank that are now available. They will need to submit a new landscape plan showing these changes. MOTION: A motion to approve the proposed,plan dated April 22nd subject to the pool water being trucked in and trucked out and the submittal and approval of a revised landscape plan was made by Judith Bruce and seconded by Bob Royce Vote: Unanimous PAGE 2-MINUTES-WORK MEETING-TUESDAY, APRIL 27. 2010 ADMINISTRATIVE REVIEWS Franklin Moss, 46 Old Field Road. This is a request to fill and plant eroded areas above the gabion revetment and to remove 1 red cedar that could fall over on the bank. The work is on a Coastal Bank and within the ACEC. This filing is by Ryder and Wilcox. David Lyttle said there is erosion above the gabion which they will fill in. MOTION: A motion to approve this was made by Judith Bruce and seconded by Adrienne Pfluger. VOTE: Unanimous. James Studley, 64 Tides End Lane. This is a request to elevate the existing dwelling, add three rows of concrete block, and then lower the house down on the raised foundation. The work is on a Coastal Bank, a Beach, Land Subject to Coastal Storm Flowage, and within an ACEC. This filing is by Ryder and Wilcox. The septic and water line may have to be disconnected and reconnected. Three additional steps to the deck would be added as well. Jenny Wood has requested a site visit. The commissioners agreed. Tim Root, 3 Boulder Lane. This is a request for the construction of a second-story deck over an existing patio. There is no Site Plan for this property. The work appears to be just outside the 100' buffer to Shoal Pond. The work will be done by Adam LaBonte. MOTION: A motion to approve was made by Adrienne Pfluger and seconded by Judith Bruce VOTE: Unanimous. PAGE 3-MINUTES-WORK MEETING-TUESDAY, APRIL 27, 2010 Karen Marcarelli, 651 South Orleans Road. This is a request to remove 4 trees near the dwelling. Two are large pitch pines; the other two are small oaks. The Applicant also wants to remove I small fir, a branch off a large oak, and to prune down some oak saplings for a narrow view to Deep Pond. Motion: A motion to approve was made by Bob Royce and seconded by Arnold Henson VOTE: Unanimous. Town of Orleans (Parks and Beaches Det)artment), Nauset Beach. This is a request to replace the stairs at the main boardwalk to Nauset Beach. Motion: A motion to approve was made by James Tranior and seconded by Judith Bruce. VOTE: Unanimous.
