The motion passed unanimously. Approval of Regular Meeting Minutes Ms. Ward moved and Ms. Patterson seconded a motion to approve the minutes from November 14, 2023 regular meeting as written. The motion passed unanimously. Old Business Mr. Wheat verified that there is no old business to be covered. New Business Demolition Application Review- 1014 Stadium Drive - Ms. Senzee gave the staff report for 1014 Stadium Drive. The request is to demo the structure at Stadium Drive. The structure is not listed on the national register or listed as a local landmark. The structure is not in any historic districts. Nor national register districts. No known significant events occurred on the property. According to Section 8-43, the property is in a state of deterioration and significant disrepair. The property has 2 significant black mold. Staff is recommending the commission approve the property at 1014 Stadium Drive. Mr. Jesse Lange of Mid MO Land Specialties stepped to the podium to speak on the condition of the property. He stated that you were hit immediately by the smell when you walked into the home. The homeowner has had problems with squatters. The home has been vacant for four years and is “nasty.” The steps are collapsing and there is standing water in the basement. There were questions about architectural salvage in the home. Mr. Lange stated that there were no salvageable items in the house that he could see. Councilman Mealy asked what the intentions were for the lot. Mr. Lange stated that he plans on either selling it or donating it to Trinity school. Dr. Greene made a motion to accept the demolition application for 1014 Stadium Dr. as presented. Dr. Boston seconded the motion. Roll call vote was taken. Dr. Greene – Aye Mr. Warren – Aye Dr. Boston – Aye Ms. Deetz - Aye Mr. Wheat – Aye Ms. Patterson – Aye Ms. Ward – Aye The vote was unanimous. City staff will contact the owner about approval. Ms. Senzee next presented the information on the demolition application review for 711 Jefferson Street. 711 Jefferson was a commercial structure, but has had some residential use over the years. After some research, it was determined that the structure was constructed between 1923 and 1934. The structure is not listed on the national register, nor is it listed locally. During the course of research, city staff found newspaper articles that outlined the structure being used as Runkle’s Antique Shop in 1971, Holland Furnace Company in 1958, and the oldest reference was for W.T. Sons Poultry Company in 1934. Buildings on the property were added and demolished according to Sanborn Maps. In reviewing Section 8-44C, the structure does contain character, but there is nothing around it and it doesn’t really embody any specific characteristics or style. Section 8-43 states that condition of the building should be considered by the HPC and this property is in a state of deterioration or disrepair and the structure is failing. It is staff recommendation that the application for demolition be recommended for approval by this commission. Ms. Ward asked if demolition of this building would have any impact on the nearby local historic district. Ms. Senzee stated that since there is a lot of parking and vacant lots near to the property, the integrity of a potential district would be impacted. Ms. Deetz asked if any of the tunnels in the area are connected to this building. Ms. Senzee stated 3 that she had not heard anything of this. Mark Ewers, owner of the building, spoke to the commission. He stated that they have owned the property for four years. The engineer that examined the building four years ago said that the property had “negative” value. The foundation of the building is crumbling. The north side of the building has wood floors that are separating from the stone foundation. The stone foundation has cracks on three sides. The building is falling apart. The building is too far gone. Mr. Ewers is hoping to salvage the stone and maybe some of the wood, but will wait for this until the structure is demoed. Mr. Wheat asked Mr. Ewers what his plans were for the property after the demolition. Mr. Ewers stated that he has some ideas and wants to put an outside patio on the back of the Ecco building and maybe four or five parking spaces. Eventually he would like to have an outdoor pavilion area. Ms. Ward asked if Mr. Ewers would consider a partial demo. Mr. Ewers stated that when he discussed trying to save part of the building with the contractor, he did not think it would be salvageable. There were no other questions for Mr. Ewers or Ms. Senzee regarding this project. Ms. Deetz made a motion to approve the demolition application for 711 Jefferson St. as presented. Dr. Greene seconded the motion. Roll call vote was taken. Dr. Greene – Aye Mr. Warren – Aye Dr. Boston – Aye Ms. Deetz - Aye Mr. Wheat – Aye Ms. Patterson – Aye Ms. Ward – Nay The motion carried unanimously. City staff will contact Mr. Ewers about next steps. Other Business HPF Grant updates a. Phase II – W. Main Survey – There are not a lot of updates since last month’s meeting. Stantec and DNR discussed the use of City Directories to do additional research on dates for some of the structure. The SHPO will extend more funding for Stantec to do this research. This project is on hold until the paperwork is finalized. An extension has been granted. b. Design Guidelines – A 70% completed copy has been sent to the city. We are currently working with H3 Studios on reviewing those designs. If commissioners have any comments, please forward them to Dawn or Ms. Senzee and they will make sure that H3 Studios receives those comments. Staff will forward updates to the commission as they become available. MSP Updates Conversation centered around the Community Revitalization Grant. The original Grant was to demolish the saddle tree factory, housing unit 5, parts of the wall, still to be determined. DED had 4 trouble with the City using ARPA funds on state owned property. Where it stands right now is that we will work with the Office of Administration on extending that agreement out past the grants period of performance which is September of 2026. Paul Bruhn Grant Updates We still have one project in its environmental review process. This is 300 East High, and it is just taking a little while longer than originally anticipated. The National Park Service did agree to grant an extension. There are four projects that are currently undergoing their procurement work. These include the Cole County Historical Society and the row house next door, Subway Building. The old JC Penney building has been given until December 31 to produce an engineer’s stabilization report for us to send to National Park Service. If they do not produce this by the end of the month, the city will likely de-obligate the funding and split it between the other projects in this grant. We are giving those property owners ample time to produce the report. HPC Code Revision Updates The code has been sent to legal for formatting and updates. It will then go out to stakeholders. In 2015, the company will celebrate 150 years in business, though its name and ownership have evolved. The downtown building, constructed in 1931, has stood as many of its news and print neighbors have come and gone. And, the newspaper is one of the few remaining under a family tradition and not a corporate operation. Alongside Hawthorn Bank and Lincoln University, the News Tribune Company can trace its roots in the community to just after the Civil War, when Jefferson City had a population of only 3,000. Downtown Printing Neighbors of the News Tribune Company, when it moved to 210 Monroe Street, included the Capitol City Water Company, Mrs. Berth Thurman, Thomas Antrobus and physician Joseph Summers. Around the corner on Capitol Avenue was the Capital News, the United Press Bureau, the Tribune Printing Company, the Associated Press Bureau, and Missouri Farm Bureau News. At its backdoor on Madison Street was the Hugh Stephens Printing Plant and another block over housed bureaus for the Kansas City Star, the Kansas City Journal, the St. Louis Globe Democrat, the St. Louis Times, the St. Louis Star and the St. Louis Post-Dispatch. When the pressroom opened, they printed with the dangerous hot-type process. By the 1940s, they used the cumbersome linotype. And cold-set printing came in the 1970s. In 2006, they opened a second location for the MAN Roland Uniset 75 press, which provides safer, cleaner, faster and more versatile digital technology. Even though the new building was built for the advanced presses, the News Tribune Company did not hesitate to leave the news and advertising operations in the heart of the government and business district. The building is only blocks from the municipal, county and state government executive offices. The location is “indispensable” for reporters covering issues, actions and meetings of those public bodies. Family Tradition The first newspaper, “The Jeffersonian Republican,” was established by Calvin Gunn in 1826, the same year of the first legislative session in Jefferson City. Today’s publication can be traced back to the “State Tribune,” which began as the People’s Tribune” in 1865, then became the Daily Tribune in 1871, before Edward Winter and Robert Goshorn bought and combined it in 1927 as the “Post-Tribune.” Robert C. Goshorn, native lowan and son of a newspaper publisher, came to Jefferson City in 1927, after buying the “Jefferson City Tribune” with Edward Winter, a Warrenton newspaper publisher. The duo also purchased the “Daily Post” later that year, combining the two as the “Jefferson City Tribune Post.” By 1933, Goshorn had bought out his partner and “The Capital News.” His wife, Lenore, and daughter Betty continued the newspaper business after his death in 1953. Betty Weldon became publisher when her mother died in 1959. Her husband William also was active in the operations. A third-generation newspaper woman, Weldon held the same interest and vitality as her father in the community and issues of the day. As publisher of the News Tribune, she continued the commitment to give the community “an independent voice.” After her death in 2007, a county official said, “No longer will the problems of the day be worked out in her office.” “The family had a good sense of business and media that gave them credibility to stand on an issue that was good for the community,” said the late Bob Blosser, who started with the company as a printer’s devil in 1932. The Goshorn-Weldon family operated the business for 81 years before the 2008 purchase. Walter Hussman Jr., a third-generation newspaperman, privately owns the newspaper under WEHCO Media Group. The News Tribune joins the Fulton Sun, the California Democrat and the Lake Today as Central Missouri Newspapers Inc. The newspaper has been essential in keeping residents informed of progress and setbacks within their community, as well as national and international news. The News Tribune and its predecessors have captured significant community moments in ink, including the 1896 completion of the city’s first Missouri River bridge, the 2nd Capitol burning in 1911, the 1954 riot following the death of Martin Luther King Jr., the 1954 riot at the Missouri State Penitentiary, and the Great Flood of 1993. The City’s intention is to build a conference center, parking structure and hotel on the site.
