The motion passed unanimously. Approval of Regular Meeting Minutes Mr. Schaefer moved to approve the minutes from December 12, 2023 regular meeting as written and Dr. Greene seconded. The motion passed unanimously. Old Business Mr. Wheat verified that there is no old business to be covered. New Business Demolition Clearance Application Review – 225 Flora Drive – There were no requests for continuances, no requests to reorder the agenda. 2 Ms. Senzee provided the format of the hearing and the order of testimony. Mr. Wheat opened the public hearing portion of the meeting for 225 Flora Drive. Ms. Senzee then gave the staff presentation for 225 Flora Drive. It is required that any demolition request for a property over 100 years old go through a public hearing before the Historic Preservation Commission before a demolition permit can be issued. The request is to demolish the structure at 225 Flora Drive. The property is currently owned by the Community Health Center of Central Missouri. The request is for the residential structure that is located behind a larger warehouse building. The building was there before Flora Drive was there. The building was originally accessed off of Highway 50. The property was sold to the Dulle family from General Minor. It was 157 acres of farmland. Census records for the Minors indicated that they did not live at this location and it was primarily used for agricultural purposes. Research indicated that the house was built by Henry Dulle sometime between 1895 and 1910. The applicant indicated that the most recent use of the structure has been for office space and storage and the structure has been vacant for the past seven years. As per Section 8-43, staff found that the structure is notable with respect to historic value by reason of its association with an event or events that significantly contribute to the history or architectural heritage of the city/county or state. It was also found during our research that the building was originally part of the Dulle Farm. The highway commission filed condemnation on parts of the farm in 1926 as part of the creation of Highway 54. Henry Dulle was likely the third owner of the property and he likely constructed the house. He was the Cole County Collector and the part owner of Capital Star Mills and Victoria Mills and the farmsite was used to grow wheat. The building does have an embodiment of distinguishing characteristics, however, with the modern addition, most interior details have been removed. Its association with the life of lives of a person or persons significant in the history of Cole County also make it notable with respect to historic value. Based on the findings, considerations for the nature of the surrounding area and the compatibility of the structure to existing adjacent structures, land uses and redevelopment should be considered. The current zoning of the area is C-2 Commercial. The property owner has plans to redevelop the property for a Women’s and Children’s Medical Center. That concluded the staff report and Rachel opened it up to questions from the commission. No questions were asked. Mr. Wheat called the property owner to the podium. Mr. Dave Williford is the facilities manager for the Community Health Center. He gave a basic background of the property. They received a federal grant in 2023 enabling them to build a Women’s and Children’s facility. They purchased the property, unaware of its historical nature. They have no other place to build and since their grant is federal, there was an urgency in attaining a property and building. Following the presentation, Mr. Wheat opened the floor up to questions. Councilman Mealy asked Mr. Williford if he has connected with anyone concerning the salvage of the property? Mr. Williford stated that they have not done that. He stated that the history and age 3 of the property was a surprise to them. They could find no information on the history of the property. They have had some inquiries about the limestone foundation for reuse. They are not opposed to reusing anything out of the structure. They do have a grant deadline that is tight, but if they move quickly, they could pull items out that could be reused and they would be glad to connect with the proper people regarding salvage of the historical items. Councilman Mealy offered to help Mr. Williford with this. There were no other questions for the applicant and no public comment was offered. Mr. Wheat closed testimony and requested a motion to approve the application. Mr. Warren made the motion to approve the demolition application for 225 Flora Drive. Dr. Greene seconded the motion. There was no further discussion. A roll call vote was taken. Mr. Wheat – Aye Dr. Greene – Aye Mr. Schaefer – Aye Dr. Boston – Aye Mr. Warren – Aye The vote was unanimous and the motion carried. Ms. Senzee explained to Mr. Williford that he will receive a letter from the City and he will have a year to apply for a demolition permit from the date that letter is issued. The letter will be sent within the week. Next item on the agenda is demolition review of a building 50 to 99 years old. This review is for the demolition of 210 Monroe Street, which is the News Tribune building. Mr. Wheat requested that Ms. Senzee give the staff report for the structure. The purpose of the demolition will be to make room for a new Conference Center, Hotel and parking structure. The City of Jefferson is the current owner of the structure. An artist rendering of the proposed conference structure was shown. Ms. Senzee reported that 210 Monroe is located within the boundary of the Missouri State Capitol Historic District, but was not included in the original survey documentation in the 1978 survey and since the building was constructed in 1931, Ms. Senzee thinks that it would not have been included in the survey documentation due to it not being over 50 years old. The city is the current owner and applicant for the demolition application, therefore, city staff will remain neutral and will not provide a recommendation to the commission for or against. Ms. Senzee reviewed the findings as per Section 8-43. The property was designated as a landmark in 2014. Mr. Robert C. Goshorn purchased the building and rebranded the publication as the News Tribune. His daughter, Betty Goshorn-Weldon operated the News Tribune following her father’s death. The modern façade was placed over what is likely an Art Deco styled commercial structure. The architect and designer are unknown. The property does contain the character interest or value as part of the 4 development heritage of the community. The News Tribune Press Offices and printing press provided regional news coverage. The property was also significant on the local, county and state press coverage of all events in Jefferson City from 1931 to current day. Ms. Senzee next introduced Mr. Jon Fitch as the representative applicant from Public Works. Mr. Schaefer asked Mr. Fitch if the City retains the contents of the building. Mr. Fitch replied that he is not familiar with the actual legal language, it is his understanding that everything in the building is the property of the News Tribune and they can remove it when they move out. Mr. Warren asked if they have a plan for the metal siding. Mr. Fitch replied that typically, what is done is specify the removal of the entire building and the demolition contractor will take whatever is economically beneficial for them to remove prior to the demolition. The commission had no other questions for Mr. Fitch. Mr. Schaefer the motion to approve the demolition application for 210 Monroe Street. Dr. Greene seconded the motion. A roll call vote was taken. Old Business No additional old business HPF Grant updates a. Phase II – W. Main Survey – There are not a lot of updates since last month’s meeting. Additional funding from the State Preservation Office has been approved for Stantec to use City Directories to confirm some of the construction dates for some of the structures in the Lower Jefferson area that are being surveyed. City staff are waiting for the grant amendment to come through and then we will execute a change order and that project will resume. b. Design Guidelines – Ms. Senzee will be following up with H3 Studios to get an update on this project. At this juncture, most of the work is finished and it is just a matter of finalizing the final document. MSP Updates Ms. Senzee provided an update to members of the commission about some of the projects and a shift in the scope. She spoke of next moves of the Community Revitalization Grant through the Department of Economic Development. A site control agreement that was supposed to end in July of 2023 but an extension was granted to 2025, however, DED needs it to be extended through the 5 period of performance which is through October of 2026. The City is currently working with the state to get that agreement extended. City staff have also been told that they cannot spend State ARPA funds on state owned property, so this knocks out some of the demolitions the city had planned. The demolitions include: Housing Unit Five and Housing Unit Two. The demolition that can be completed is the Saddle Tree Factory. The asbestos inspection report has come back, the city will start the abatement and then demolish that structure. The City is also working with the state on demolishing parts of the wall. They will keep parts of the wall and some of the corner towers. The City is looking at potentially keeping a guard tower along Lafayette Street that has overgrown. A request for a contract to do brush removal for it. Trees 12” tall or larger will be kept, but the brush will be removed. The State of Missouri is working on a budget request, exact details are unknown, in order to keep the upper yard in its historic state. The report of this will be shared with the commission as soon as it becomes available. Ms. Senzee opened it up for questions at this time. Paul Bruhn Grant Updates The 206-210 High Street (JC Penney Building) were given until December 31 to provide the city with some sort of structural assessment. This building has some structural issues and the National Park Service had some concerns with us executing a conservation easement with the building in its current status. That project will likely be de-obligated. If that happens, she would like for the commission to redistribute the funds to the other applicants since the deadline for that grant is September. She was not requesting that in this meeting, she will contact the current applicant about their intentions and begin the process to formally de-obligate the funding and bring it up at a future meeting to formally redistribute it to the other projects. One applicant has already presented their first reimbursement request. The applicant at 300 East High is still in the environmental review process and city staff are waiting for the State Historic Preservation Office to comment. The remaining three are in the middle of getting contracts and bids to move forward with their projects, so we hope to see a flurry of activity in the spring as these projects get underway. Dr. Greene asked, “If the JC Penney building is de-obligated, since they got the largest amount of grant funds, will City staff bring a plan as to the distribution of those funds to the other grantees before the commission, or will it be up to the commission to work it out as it was with the original distribution?” Ms. Senzee replied that is will probably be a little bit of both. City staff will get solid confirmation of what the project costs are for each project and what components of their projects they could still fit in if they had a little bit of extra money. The project being de-obligated is either $126,000 or $122,000. That money, when divided between the remaining projects would not amount to a lot, but it could mean enough extra to complete more of the components of those projects. 6 Mr. Wheat asked if the Commission could have the applicants come in to the commission and give those updates directly to the commission. Ms. Senzee indicated that could definitely be arranged for a future meeting. HPC Code Revision Updates The code is currently with legal for formatting and updates. She has ensured that all members of the committee will receive updates as required. Public Comment No public comments were received. Property owner can barely fit the wheelchair through the doorway and has issues with transferring child from wheelchair to shower and move around in the bathroom. In order to increase the area, it would involve removing an interior wall and relocating the plumbing and electrical fixtures and adding a wall back by taking up floor space from an adjoining room.
