HomeMy Public PortalAbout2024-02-201 REGULAR COUNCIL MEETING, FEBRUARY 20, 2024 CALL TO ORDER Mayor Ron Fitzwater called the February 20, 2024 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Absent: None ADOPTION OF THE AGENDA Councilmember Wiseman motioned and Councilmember Lester seconded the motion to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS • Mayor Fitzwater introduced Eric Landwehr, Immaculate Conception Boy Scout Leader who then introduced boy scout, Sam Kreutz. Sam is working on his Citizenship and Community merit badge. • Mayor Fitzwater then introduced Molly Bryan, the City’s new Public Information Coordinator. • Mayor Fitzwater presented a proclamation to the Jefferson City Jays Football Team and Superintendent Bryan McGraw, congratulating them on their season’s accomplishments including their first, home-hosted, Final 4 game in 22 years. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR a. Recommended Appointments to the Following Boards and Commissions: Board or Commission Recommended Appointment New Term Expires Term Full/Partial Housing Authority Cecile R. Landrum Nov 2026 Full MOTION: Councilmember Wiseman motioned and Councilmember Mealy seconded the motion to approve the above recommended appointment. The motion passed unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS • Katrina Williams, City Planner, gave a brief overview of the Capital Area Transportation Plan. She then turned the presentation over to the consultant on the plan, Julie Kelso, 2 REGULAR COUNCIL MEETING, FEBRUARY 20, 2024 Crafton Tull. There were no questions from the Mayor or City Councilmembers. The Mayor thanked City Staff for their work on the plan. • Mayor Fitzwater and City Councilmember Erin Wiseman introduced the three visiting crew members from the USS Jefferson City submarine. Alexander Franz, Commanding Officer, Frank Cook, Chief of Boat, and Nicholas Robinson, Electrician’s Mate-Nuclear and Missouri native each received a proclamation declaring a day in their honor, as well as a City coin. Marty Thurston, chair of the USS Jefferson City Submarine committee was in attendance and thanked fellow committee members for coordinating the crew’s visit. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – The next meeting is March 6th, 7:30 A.M. in the Boone- Bancroft Room at City Hall. • Finance Committee – The next scheduled meeting is February 22nd, 7:30 A.M. in the Boone-Bancroft Room at City Hall. • Public Safety Committee – The next scheduled meeting is February 29th, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is March 14th, 7:30 A.M. in City Council Chambers. Mayor’s announcements: • Mayor Fitzwater thanked public safety workers for recent events, where they were called on to protect both groups expressing their beliefs via protests and the general population. He also acknowledged and expressed his gratitude to public safety workers who responded to the recent shooting at the Kansas City Chiefs, Superbowl championship celebration. • Mayor Fitzwater announced a documentary film, The Foot, being shown on Monday, February 26th, 7:00 P.M., at Lincoln University’s Pawley Theater. The documentary film is about Jefferson City’s historic African American neighborhood “The Foot” as described through memories of former residents. Authorizing Fire Personal Protective Equipment Purchase from Banner Fire Equipment in the Amount of $97,055.00 c. Authorizing an Agreement with Rush Truck Centers of MO for City Vehicle and Equipment Parts Purchases 3 REGULAR COUNCIL MEETING, FEBRUARY 20, 2024 d. Authorizing FY2023 State and Local Cybersecurity Grant Acceptance in the Amount of $39,818 e. Authorizing $33,934.46 Purchase of Robotic Forensic Mapping System from Collision Forensic Solution f. Authorizing Grant Acceptance in the Amount of $125,865.34 from the Jefferson City Police Foundation for the Purchase of Crime Scene Investigation Technology Councilmember Spencer requested item f. be taken up separately. MOTION: Councilmember Lester motioned and Councilmember Spicer seconded the motion to approve items a. through e. on the Consent Agenda. The motion passed unanimously. Councilmember Spencer said after touring the Evidence Division of the Police Department building, he noticed first-hand the upgrades needed after years since the building was built. He wanted to call special attention to item f. MOTION: Councilmember Spencer motioned and Councilmember Spicer seconded the motion to approve item f. on the Consent Agenda. The motion passed unanimously. RESOLUTIONS RS2023-45 sponsored by Councilmember Hensley A RESOLUTION SELECTING GARFIELD PUBLIC/PRIVATE LLC AS THE CITY’S LEAD DEVELOPMENT PARTNER FOR THE CITY’S CONFERENCE CENTER/HOTEL/GARAGE DEVELOPMENT PROJECT Ryan Moehlman, City Attorney, presented the resolution. Mr. Moehlman turned the presentation over to Luke Holtschneider, President of Jefferson City Regional Partnership (JCREP). Ray Garfield and Steve Galbreath, representatives from Garfield Public/Private LLC gave a presentation on the project. Councilmember Deeken motioned and Councilmember Hensley seconded the motion to adopt RS2023-45. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Wiseman, and Wright Nay: None Abstain: Spicer Councilmember Spicer abstained due to a professional conflict of interest. RS2023-46 sponsored by Councilmember Hensley AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE A LETTER OF ENGAGEMENT WITH GILMORE & BELL, P.C. 5 REGULAR COUNCIL MEETING, FEBRUARY 20, 2024 Ryan Moehlman, City Attorney, presented the resolution. Councilmember Spencer motioned and Councilmember Wright seconded the motion to adopt RS2023-46. RS2023-47 sponsored by Councilmember Spencer A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A LICENSE AGREEMENT WITH GOOGLE FIBER MISSOURI LLC Ryan Moehlman, City Attorney, presented the resolution. Rachel Merlo, head of Government and Community Affairs for Google Fiber was available for questions and answers. Councilmember Schwartz motioned and Councilmember Wiseman seconded the motion to adopt RS2023-47. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. APPROVAL OF FEBRUARY 5, 2024 CLOSED SESSION MINUTES MOTION: Councilmember Wiseman motioned and Councilmember Mealy seconded the motion to approve the February 5, 2024 closed session minutes. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None NEW BUSINESS There was no new business at this time. 6 REGULAR COUNCIL MEETING, FEBRUARY 20, 2024 UNFINISHED BUSINESS Councilmember Mealy thanked Councilmember Wiseman for her time with the USS Jefferson City Submarine committee. Councilmember Wiseman noted that Councilmember Schwartz is the City Council liaison to the committee, and Councilmember Schwartz asked her if she ’d like to introduce the crew since she has been so involved with the committee in the past. Councilmember Wiseman graciously accepted. ADJOURN / CLOSED SESSION Councilmember Wiseman motioned and Councilmember Mealy seconded the motion to adjourn the regular session and go into closed session pursuant to Sec. 610.021 of the Revised Statutes of Missouri, to discuss the following: i. Attorney client privilege [Sec. 610.021(1)] ii. Negotiated contracts and sealed proposals [Sec. 610.021(12)] The motion passed by the following roll call vote at 7:41 P.M.
