Reiman, hursday, January 12, 2006, 6:30 P.M., Municipal Court/Police Fa lity, 230 January 12, 2006 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call vote, the following were noted esent: ROLL CALL Councilmember Vincent Bellino " Jorge Diaz " Randy Krum " Susan Naples Noted Absent was Council President Ronald G. !Os and Councilmember Joseph W. Sitarz. Also noted present was Borough Attorney Robert Berge The meeting was opened with a minute of silent pray r and the Silent Prayer/ Pledge of Allegiance led by Mayor Daniel J. Reiman. I JANUARY 12, 2006 Adam Rosanski Adam Rosanski, 225 Roosevelt Avenue . He questioned when the road by his house will be fixed because ery time a truck goes by it shakes the house. The Mayor said they cannot put the top c urse and a tack coat until the weather breaks but they will fill it in ith cold or hot patches. Susan Gaydos Susan Gaydos asked if anything happen d with the re-negotiating of the contract with the cablevision. - Mayor Reiman told her it was Comcast able and that they have a franchise with Carteret which expired proximately twelve (12) months ago and that we are still negoti ing with them . We were hoping with the new franchise law in Tr nton it would have given us more authority to deal with Comcast. t would have given us the option of saying if they don't negotiate irly with the Borough we could go to another cable franchise, bu that has failed so we are basically stuck. Now it is a matter ofw t we can do to help them benefit the community. Susan Gaydos asked if we could get mor channels. Mayor Reiman told her they were disc ssing that with them. He explained the way the statute reads the are very limited to what they can negotiate for. He said for c nnel 36 we pay for the maintenance on it but they supply the ch el. Sara Hur-tado Sara Hurtado, lives on 59 Roosevelt enue. She is a Section 8 tenant. She spoke saying that she is ne of the tenants who is - being affected by this development. S e spoke about relocation money which would include security r the next apartment that Section 8 does not cover and an extensi of time because they are trying to move in February and she fe Is it is not fair for her to move because she has a daughter in hool and she has health Issues. She said it was told there wou be $5000.00 re-Iocation money and now it is being told there ill only be $500.00. She said they want what was promised. Mayor Reiman explained to her that e City Council does not oversee the Redevelopment Agency or t e Relocation Agency. H is an independent autonomous agency. T ey handle re-Iocation and they hold a meeting once a month and is open to the public. He said they will share her concerns with t e Redevelopment Agency. He said other properties have been acq ired and under the statute the re-Iocation or assistance for mo ng is $500.00 or actual expenses. The rental assistance for re- cation is up to $4000.00 over a two (2) to three (3) year peri . For people who are on Section 8 they fall under a diffe nt criteria because the government subsidizes part of that rent o that entire amount is not available based upon rental assistance. hat is only geared towards if you pay $1000.00 a month now and our new residence will be - $1l00.00 a month, they subsidize at $10 . 00 for up to $4000.00. He told her he would provide her with the me of the Director. 2 JANUARY 12, 2006 Sara Hurtado said she personally does not have security d asked Sara Hur-tado Cont: who would pay for that. She explained that when she ved into her place it was an emergency because her place had bu d down. She had public assistance and other agencies help her t at that time. Public Assistance and Catholic Charities and DYF feels she should be taken care of. Mayor Reiman told her to leave her number where we an get a hold of her and this will be discussed with her and Eric ubenko, - the Revedelopment Director and the Relocation Officer. here are certain forms to be filled out. In terms of security depos it is not unexpected that they would be able to ask the agency to ssist her with the security deposit. Sara Hurtado then asked if that would be for the other ection 8 tenants because she told the Mayor that a while back at meeting he had said that fifty-four (54) tenants wi II be taken care f and she asked him if he had recalled saying that and asked if e would honor his word. Mayor Reiman said he did not recall what meeting she would be referencing, but what he had said and continues to say . s that all tenants and commercial businesses will be offered elocation assistance. In most instances, not only at the level that required by state law, but in every instance so far, it is above th level that is required by state law. He said it is a difficult time r anyone who has to move. We have continued to work and fa ilitate the discussion with the Redevelopment Agency and it i also the obligation of the resident to begin to look for other apa ents. He - said she probably would have received a notice that s d she has ninety (90) days to vacate. That is a standard letter that s sent out by the Redevelopment Agency at the time that they t over the property. They don't lock anyone out when the ninet (90) days come. Their obligation to them is to provide a list of po ible units available within the area as well as in and out of count H will be her choice where she will be re-Iocated and provide the rental assistance as required by the law. He again asked her t leave her number and asked if she was provided with a list possible apartments. Sara Hurtado said she has got nothing in writing. The inety (90) days were only verbal. Mayor Reiman told her the $4000.00 is not a cash inc tive. The person will get $500.00 in moving expenses and the rson may get up to $4000.00 if the rent is different for up to two ) to three (3) years. Attorney Bergen said the maximum is up to four (4) ye s. Mayor Reiman said it is capped at $4000.00. He t d her the - Redevelopment Agency will help facilitate that din< ence with her. 3 JANUARY 12, 2006 Mary Fontaine Mary Fontaine from Roosevelt Village t n asked where and when is the next Redevelopment Meeting. Mayor Reiman told her it is at the com unity center on the first Tuesday of the month. Larry Johnson Larry Johnson, 85 Roosevelt Avenue, th spoke. He said he is a tenant and he is not a Section 8 person nd asked what would be done to take care of his needs. - Mayor Reiman told him it is the same ipulation, the same state statute that all tenants and owners fall der. He explained if he was a tenant he is entitled to a $500.00 ving cost and is eligible for rental assistance up to $4000.00. The etters have been sent out by the Redevelopment Agency to any a ected property owner. If the property owner turned over the n es of the tenants to the Redevelopment Agency then they hav also sent out letters to those tenants and they are requesting at a meeting be set up between the individual tenant and the R evelopment Agency and the Relocation Officer. The Redevelopm nt Agency has to provide the list of apartments within the area for hich it is his choice and it will be a comparable apartment. Harold Seymout:" Harold Seymour, 59 Roosevelt Avenue. e said he is handicapped and lives in an efficiency apartment. He id he doesn't know what to do. Mayor Reiman told him he has an effi ency apartment and Mr. Raia owns the building and it has been acquired by the Redevelopment Agency, who now own he building. He said Mr. - Raia and him had a discussion on that uilding and commented that Mr. Raia owns other buildings n Carteret and he has expressed that he is more than welcom to have them move into the other buildings. Mr. Seymour asked what if he wanted to ove out of state. Mayor Reiman told him he had the optio Attorney Bergen told him what the Red elopment Agent and the Relocation Officer will give them the quirements followed by law and regulated by state statute. The Mayor told Mr. Seymour ifhe wants o move out of state in all likelihood it could be a lump sum amoun to handle that assistance. He said under the statute it is fifty (50) les, but it could be out of state depending on where you are going. The Assistant Clerk stated that sh was III receipt of a Township of Communication from the Township of oodbridge -Resolution Woodbridge requesting all levels of government to re in from allowing certain activities on September 11th and decla it a National Day of Remembrance. - Car-teret The Assistant Clerk stated that sh was in receipt of a Planning Board Communication from the Carteret Planni g Board - Resolution of Findings and Conclusions recommend g the adoption of the "West Carteret Minue Street Retail Rede lopment Area Plan." Upon MMS&C by Councilmembers JaZ and Bellino and unanimous affirmative votes of the £; r (4) Councilmembers present, all Reports were ordered to be re ived and placed on file. <XMtITl'EE BUILDINGS & GROUNDS: Commi ee Chairperson Naples reported the restoration of Borough H II is on schedule. The Administrative Office and the Clerk's ffice are scheduled to move over first. FINANCE & ADMINISTRATION: Co mittee Chairperson Diaz reported that the online requisition proce s was completed for the first time yesterday. They haven't gone t ough the three (3) levels of approval. They are rolling out the syst m to the Police and Fire Departments. The Finance Department s been working on the budget and it should be introduced in bruary. The employees W2's are being processed. Progress. - 6 JANUARY 12, 2006 FIRE & DOMESTIC PREPAREDNESS - Committee C aJrperson <XH1ITl'EES Cont: Krum reported that the Fire Department is about to arm unce that Channel 7 will be doing a report on their morning checkup program. H is part of Charmel 7 Annual Operation S e a Life Show. H will be aired January 28,2006 at 7:30 P.M. He ent on to say that at the end of this month three (3) firefighters would be going to the University of Texas for specialized traini . This is made possible by the sponsorship of Kinder Morga and BP Amoco Company. He then congratulated their new vol nteer line - officers. Progress. PARKS, RECREATION & PUBLIC PROPERTY- ommittee Chairperson Bellino reported that they received new owers for the streets. He said the reconstruction for Veterans an Mustillo Fields will immediately following this season in 2006 oughly in July or August. Progress. POLICE - In the absence of Committee Chairper n Sitarz, Councilmember Krum reported he sat down with the C ef and the Deputy Chief and had interviews at 5:00 P.M., for t (2) new police officers. Progress. PUBLIC WORKS - In the absence of Committee alrperson Rios, Councilmember Bellino reported that recycling a d garbage pickup will be cancelled on the 16th because of a h iday. The recycling will be picked up on the next day. The pot les in the streets are being patched up daily. He reported that pairs and regular servicing are being done to all the Borough's ehicles at the Municipal Garage. He reported in the Sewage Dep rtment the - stations are checked daily and all the catch basins are being cleaned and this year they pumped out a couple of basements because of the weather. Progress. BOARD OF EDUCATION: Committee Chairper n Naples reported that the School Base Student Services Progra should be starting up in Carteret High School on February 1st. A rector will be appointed at the next Board Meeting and they will st rt out with a small amount of services and expand. Progress. MA YOR- Mayor- Mayor Reiman announced to the people and resid nts in the audience this evemng, they have opemngs for per diem Dispatchers and Crossing Gurards and part time EMT' He said if anyone has an interest to contact the Police Depart ent or the Clerk's Office for an application. He then said they would be closing the meeting to th public. He said they had already had their public portion. He as d that any - residents that have raised questions and concerns about the relocation to please leave their names and numbe with the 7 JANUARY 12, 2006 Mayor Cont: Clerk's Office and his office wil make sure that the Redevelopment Agency, Relocation Offi er sits down with them. Mayor Reiman said that Councilmember m mentioned that two (2) more police officers will be appoint d Administratively or by Resolution. We have a police officer tiring at the end of the month and one scheduled for June. He s id that with these two (2) officers and the six (6) that graduated . January it should bring our ranks to sixty-nine, (69) police 0 Icers from fifty-one (51) from years ago and said they are hopi g to reach their goal of - seventy-five (75) by 2007. He then com ented that they would be going into a Closed Executive Sessio for discussions with the Emergency Services on Policy, Proced es and the possibility of Negotiating. Resolution #06-39A was introduced by e Mayor and referred to the Council for action.
