The Regular Meeting of the Mayor and Council of the rough of REGULAR MEETING
Carteret was called to order by Mayor Daniel J. Reiman, hursday,
February 2, 2006 at 6:30 P.M., Municipal Court, Polic Facility, February 2, 2006
230 Roosevelt Avenue, Carteret, New Jersey.

The meeting was opened with a minute of silent pray and the Silent Prayer/

Mrs. Gaydos Mrs. Gaydos spoke about Roose ,elt Avenue needing
improvements.
Mayor Reiman told her that today the County was in for the
improvements for this side of Roosevelt 'venue. In there was the
improvements for West Carteret. They :11 do some cold patch
starting in March or April. They have alre dy okayed a streetscape
project for Roosevelt A venue similar o what was done on
Washington Avenue. He said the repavin will probably be done
the end of2006 or the beginning of2007. -

Mrs. Gaydos then asked the Mayor if he found out wher the pipe Mrs. Gaydos Cont:
line that was dug from around the corner of the Amoco G s Station
leads to.
Mayor Reiman told her that Woodbridge Township was nstalling
that and he commented that he was not one hundred per cent
familiar with that.
Mrs. Gaydos asked if they would ever have to make an eement
- down the line with Woodbridge because Blair Road is we ring out.
Mayor Reiman told her that we are responsible for the ea tern side
of the road, Federal and Omar to Roosevelt and Randolp He said
he just signed a contract the other day and Woodbridge i going to
come in and re-stripe the entire length of Blair Road an we will
reimburse them for labor and materials.
Mrs. Gaydos also said the lines by some of the sc ols and
churches should be re-done.
Mayor Reiman told her they do it towards early spring. .
Mrs. Gaydos said the fence on the back wall by W shington
School really needs to be replaced and spoke about th need of
wrestling mats for the wrestling team in the High Scho I saying
they cannot have any home games because of this.
Mayor Reiman commented that he thought they should nsider it
but he did not know about the funding.

Councilmember Krum said the Middle School does have restling
mats and said that these matters were for the School ard.He
commented that this is just getting to the High School.
Mrs. Gaydos asked if it was legal to put a TV Dish in a ree. She
said there is one across the street from the American Legi n.
The Mayor said according to FCC regulations a person n put as
many as they want on their house. He told her they wou make a
note of it.
Upon MMS&C by Councilmembers Sitarz and ¡az and Meeting Closed
unanimous affirmative vote of the five (5) Counci embers to the Public
present, the public portion of this meeting was closed.
Mayor Reiman asked if there were any questions from th Council RESOLUTIONS
on Resolutions #06-50 thru #06-63.
Mayor Reiman then asked for a motion to approve th Consent Consent Agenda
Agenda.

Communication from the City of Perth Amboy-Resolu 'on urging COMMUNICATIONS
municipalities to refrain from permitting activities, events or
permits to be held on September 11th. Upon M S&C by City of Perth
Councilmembers Sitarz and Diaz and unanimous affi ative vote Amboy
of the five (5) Councilmembers present, it was ord red to be
received and placed on file.
Upon MMS&C by Councilmembers Diaz and Sitar , all bills PAYMENT OF BILLS
appearing on the prepared list, properly audited and s· ed, were
ordered to be paid. Upon individual roll call vote, Coun ilmembers

REPORTS Departments-
Clerks Office-January 2006.
Upon MMS&C by Councilmembers Sitarz and Diaz and
unanimous affirmative vote of the e (5) Councilmembers
present, this report was received and plac d on file.

COMMITTEES BUILDINGS & GROUNDS - In th absence of Committee
Chairperson Naples, Councilmembe Krum reported that
Councilmember Naples met with the arc itect for Borough Hall to
go over the interior for colors and wood rk. Progress.
FINANCE & ADMINISTRATION - Co mittee Chairperson Diaz
reported that the Building Department s recently trained in the
use of online requisition system. Now t e Police Department and
Building Department are on line. It wi go to each department.
This past week they have also received he State Special Purpose
Grants; a quarter of a million dollars or a new Public Works
Building, $300,000.00 for upgrades for Roosevelt A venue
Intersection in West Carteret, $75,000. o to convert the former
Library on Carteret A venue to a museu and historical center and
$20,000.00 to create a Computer Learn g Center at the Library.
We have also been working on the 2006 unicipal Budget and we
anticipate its introduction on February 9' Progress.
FIRE & DOMESTIC PREP ARDNESS Committee Chairperson -
Krum reported last Saturday the Fire D artment was featured on
Channel 7, Operation Save a Life, fi r our morning checkup
program. It went so well on televis n that Fire and EMS
Departments around the tri -state area c ling to learn more about
our morning check up program. We hav a 9:00 call on all seniors
to make sure they are all right. Progress.
PARKS, RECREATION & PUBLIC PROPERTY -Committee
Chairperson Bellino reported we are eparing for the Carteret
Pond's renovation and for Public Pro erty the tree cutting is
ongoing. Progress.
PUBLIC WORKS - Committee Chairpe on Rios reported that the
Streets and Roads Department has been putting up street and stop
signs that are missing. Patch crews hav patched 285 holes since
January 2nd At the Waterfront Park th boat ramp is cleaned up
from the debris that have been floating a ,d washing off shore. The
Municipal Garage Services have made pairs to the salt spreader
and serviced our senior buses and mai ained various police cars
and other vehicles. As far as the Sewag ! Department they cleaned
the sewer lines getting ready for the P06 Road Program, they
cleaned the top of catch basins before it ~ins so we don't have any -
flooding and the pumps at the Dor thy Pump Station were
repaired. Progress.

Chairperson Naples Counci1member Bellino report ed t ey had re-
discussions on grants for the education of student s , d there is
continued progress in the ongoing prograIlls that are happening
now. The school play started Wednesday night. Pro gre

Mayor Reiman said he recently signed a cont ra t with the
Cornacopia Princess cruise liner. They will e leasing
approximately seventy-five (75) foot section by the p r. Up until
the Spring they will be providing private and dinner ruises. Once
the Spring and Summer come they will be providin dinner and
lunch cruises on Friday, Saturday and Sunday it will 1 open to the
public. They will be there for one (1) year and they m Y be signing
a ten (10) year contract which we are waiting on.
POLICE: Committee Chairperson Sitarz reported hat we have COMMI'ITEES Coni
two (2) new recruits going to the police academy. - is will bring
our total up to sixty-nine. Patrolman Kitz reti r d. They are
awaiting the three (3) new police cars to come in. e went on to
say they are looking into expanding the police depar nent, they are
looking for funds and other designs. Progress.
Mayor Reiman said they have one item a perso el matter, of MAYOR
which they will talk about at the next Council M ting, they are
-- awaiting written decision from the Administrative 1 w Attorney. It
will be stamped "Confidential" and placed in the C uncilmembers
mailbox for discussion in the Executive Session at t e next Council
Meeting.
