Council Approves Russell Branch Retail Amendment
Leesburg, VA (July 27, 2018) – The Leesburg Town Council voted 6 to 1 Tuesday night to
approve an amendment to the Town Plan for the proposed land use and design of Russell Branch
Retail. The property is located directly west of Lowes on East Market Street.
Council members evaluated the amendment with respect to the current Town Plan guidance on
design of retail development. They also considered the proposed amendment in light of the draft
Eastern Gateway District Small Area Plan, which if approved, will supersede the Town Plan
guidance in this area of East Market. Based on feedback received at the July 10, 2018 Town
Council public hearing, Council members had concerns about proposed land uses and design
detail in the Small Area Plan.
Following discussion, Council members concluded that the proposed amendment provided a
more compatible land use pattern that promotes the health, safety, convenience, prosperity and
general welfare for Leesburg.
