6.Old Business
A.Capital Area Active Transportation Plan
•Ms. Williams stated that Ms. Kelso with the consultant group had gone over the plan
in detail in the December meeting, so she was going to give a brief overview. She
stated that the 25-day public comment period had concluded with no comments. She
then stated that once approved by the CAMPO Board of Directors, staff will then go on
to the cities and counties pursue adoption locally.
o Mr. Landwehr stated that he would like to commend staff for all of their effort
on this.
o Mr. Bange motioned and Mr. Landwehr seconded to close the public comment
period and adopt the Capital Area Active Transportation Plan.
The motion passed unanimously.
7. New Business
A.Metropolitan Planning Area Boundary Review
•Mr. Barron stated that staff is looking to the board to review, discuss, and vote to
adopt the new planning area boundary. He then gave an overview of the new
boundary with the minor changes. He stated that after the 2020 census, the new
adjusted urban area boundary was found to be outside the metropolitan planning
area. H stated it is necessary to move the CAMPO MPA boundary to include these
small areas. He stated that staff had made the necessary, very minor, adjustments to
the boundary.
o Mr. Fisher asked what qualifies an urban area to be in CAMPO?
Mr. Barron explained the reason for urabn areas in the MPA
boundary and stated that it is usually areas that are expected to have
growth.
Mr. Fischer asked about making further adjustments to the MPA
boundary and requested that staff look into a larger analysis of the
boundary.
Mr. Barron then stated that boundaries can be amended at any time
and that staff could set a timeline for later in the year if the board
wishes to review the boundaries in detail. He stated that this could
be added as a work task in the FY25 UPWP.
o Mr. Bange motioned and Mr. Landwehr seconded to approve the proposed
2024 Metropolitan Planning Area Boundary.
The motion passed unanimously.
B.Federal Functional Classification Reviews
•Mr. Barron gave details stating that the federal requirement in urban areas is to have
review and update if necessary the federal functional classification of roadways. He
state that there are no new classification changes. He stated that the board is voting
to carry over the existing federal functional classifications.
o Mr. Landwehr motioned and Mr. Bange seconded to approve the Functional
Classification maps.
The motion passed unanimously.
C.FY 2024 UPWP Amendment – Proposed Tri-Level Study
•Mr. Barron stated that this was a carryover topic from the December 2023 meeting
and that staff had put a packet together that includes required actions and timeline to
pursue a study for the Tri-Level Interchnage. He then stated that the Technical
Committee voted to forward an amendment to the FY 2024 UPWP to accommodate
the study. He stated that staff has prepared a UPWP Amendment and that City and
County have dedicated funds to match the CAMPO CPG grant fund. He then stated
that a 7-day public comment period is required and that will open today and a special
meeting will be held 7 days from today, on January 24, 2024.
o Mr. Landwehr motioned and Mr. Spencer seconded to open a 7-day public

comment period and schedule for a special meeting of the Board of Directors

8.Other Business
A.2025-2029 Transportation Improvement Program (TIP) – Annual Update of the TIP is
underway
•Ms. Williams gave an update stating that the TIP annual update is underway
o There were no questions regarding her update.
B.FY 2025 Unified Planning Work Program (UPWP) – Annual development of the UPWP is
underway
•Ms. Williams stated that the annual development of the UPWP is underway. She
gave a list of the work elements and examples for each element.
o Mr. Spencer stated that the extended boundary review and the ADA
transition planning should be a high priority for the next fiscal year.
o There was discussion about pursuing an SS4A safety plan and about a levee
to protect the 54 corridor.
C.CAMPO 2045 & Beyond Metropolitan Transportation Plan – 2023-2024 Update
•Ms. Williams stated that the plan continues to be updated and a draft document is
being prepared. Staff is working to integrate data, research, and public comments
into a draft document. She stated the public survey ended with approximately 268
responses.
D.Status of Current Work Tasks
•Ms. Williams showed a slide displaying that status of the following items and stated
that there were no additional updates that were not previously discussed throughout
the meeting.

6. Old Business
A. FY 2024 UPWP Amendment – Proposed Tri-Level Study
• Mr. Barron stated that this was a continuation from the January 17th Board of Directors
meeting. He reiterated that the UPWP amendment is necessary to allocate funds to
conduct the study. He said that the project stems from a request by JCREP asking for
the study to be completed. He went on to say that the 7-day public comment period is
complete as of this meeting. No comments were received. He then stated that the
estimated budget is around $500,000 and went into detail on where each part of that
budget is stemming from. He stated that that the packet in front of the board has
required actions and timelines, along with the UPWP Amendment details. He said, if
approved, an RFQ would be written up and a selection committee would need to be
formed to select the consultant. He then went on to provide an overview of the timeline
to move towards hiring a consultant and starting the study.
o Mr. Hoelscher stated that he would like to thank staff for all of their effort on
this project and expedited timeline.
o Mr. Landwehr motioned and Mr. Morasch seconded to approve the proposed
FY 2024 UPWP Amendment.

US 54/63/50 Tri-Level Interchange Study – RFQ Selection Committee
March 20, 2024
Summary
Staff are seeking formation of an RFQ selection committee to review and make recommendation on RFQ responses for
the US 54/63/50 Tri-Level Interchange Study.
Request for Qualifications
The CAMPO Board of Directors approved a UPWP Amendment to move forward with the Tri-level interchange study at
a special Board of Directors meeting on January 24. JCREP and CAMPO/City Staff have prepared an RFQ notice, which
was vetted by the Technical Committee and will be released pending receipt of the CPG amendment notice to proceed
from MoDOT.
RFQ Selection Committee
After receipt of RFQ responses, a selection committee will review and score responses and make recommendation to the
Board of Directors. The Technical Committee recommended a committee made up of representatives from the City of
Jefferson, Cole County, Callaway County, and MoDOT.

2025-2029 Transportation Improvement Program Update
March 20, 2024
Summary
The Transportation Improvement Program (TIP) is a 5-year financial program of transportation projects to be
implemented within the Metropolitan Planning Area (MPA), which are funded by the Federal Highway Administration
(FHWA) and Federal Transit Administration (FTA), or are deemed ‘regionally significant. The TIP is updated annually
by CAMPO in cooperation with local jurisdictions, the Missouri Department of Transportation, and local public
transportation operators.
The FY 2025-2029 TIP will be developed according to the schedule below:
Call for Projects Issued: January 11th, 2024
Project Submission Deadline: February 28th, 2024
Preliminary Review of TIP Draft March 7th, 2024
MoDOT/OneDOT TIP Draft review March 22nd, 2024
TIP Draft Review, Open Public Comment April 17th, 2024

Progress Report
A draft 2025-2029 TIP document is under review by the Technical Committee, MoDOT, and Federal Partners.
The current draft document includes 48 Projects totaling approximately $90 Million:
• 10 Bridge Projects – MoDOT(8), Cole County(2)
• 11 Road Projects – MoDOT(all)
• 4 Other Projects – i.e. work zone enforcement, paybacks – MoDOT(all)
• 7 Scoping Projects – MoDOT(all)
• 8 Pedestrian/Bicycle Projects – MoDOT(2), Jefferson City(3), Wardsville(1), Holts Summit(1), and Cole County(1)
• 8 Transit Projects – JEFFTRAN(6), OATS(2)
A draft map of the projects is attached. A full draft document will be provided to the Board of Directors once comments
have been integrated and the CAMPO Technical Committee has recommended moving it forward for approval in April.

FY 2025 Unified Planning Work Program (UPWP)

Summary
Staff has begun work on the FY 2025 UPWP. This annual process starts very early due to the City of Jefferson’s
budget process. The FY 2025 UPWP is anticipated to be adopted by May 2024.
The UPWP is CAMPO’s annual statement of work identifying the budget, planning priorities, and activities to be
carried out for the year (November 1 to October 31). The UPWP contains many ongoing activities required to perform
the essential functions of CAMPO, as well as, periodic and/or one-time activities. The UPWP serves as the basis for
funding agreements with the Missouri Department of Transportation (MoDOT) and stands as the divisional budget
within the City of Jefferson’s annual budget.
Staff is in the process of developing objectives and activities for FY2025. Input from the Technical Committee,
Board of Directors, stakeholders, and the general public will be used throughout the process. These activities are
categorized into six work elements:
• Work Element 521 - Program Support & Administration
• Work Element 522 - General Development and Comprehensive Planning Coordination
• Work Element 524 - Short Range Transportation Planning & Programming
• Work Element 525 - Long Range Transportation Planning
• Work Element 526 - Public Transportation Planning
• Work Element 527 – Safe/Accessible Transportation Planning
(No local match required. This causes overall local match requirements to fall slightly less than 20%.)

The estimated draft budget for FY 2025 is approximately $482,933 with $386,993 (~80%) funded through the
Consolidated Planning Grant (CPG) and $95,940 (~20%) funded through local match. The 20% local match is
provided by Jefferson City (15%) and Cole County (5%).
It is projected that CAMPO will have a balance of approximately $341,429 in unprogrammed CPG funds at the end
of FY 2025, ased on the anticipated FY 2024 expenditure and estimated FY 2025 draft budget. Tri-level Study is
excluded from the FY 2024 expenditure, and included in the FY 2025 expenditure. The project is anticipated to
begin in FY 2024, but most of the expenditure will likely occur in FY 2025. It is anticipated to cost up to $500,000,
with $200,000 in Consolidated Planning Grant funds being utilized and local funds for the remainder. Local match
is split between Jefferson City (50%) and Cole County (50%). The following chart details the estimated trajectory
of the CAMPO CPG balance. All totals are subject to change during the development of the UPWP.
Staff will continue to develop other activities through April of 2024 and any input is welcome. A full draft document
will be provided to the Board of Directors once comments have been integrated and the CAMPO Technical
Committee has recommended moving it forward for approval in April.

CAMPO 2045 & Beyond Metropolitan Transportation Plan – 2023-2024 Update

Summary
The update of the CAMPO 2045 & Beyond Metropolitan Transportation Plan (MTP) began in mid-2023. The MTP, is a
long-range plan that assesses regional transportation needs over a twenty-year planning horizon. The MTP sets goals and
defines policies, programs, strategies, and projects to meet the transportation needs of the CAMPO region. The MTP is
federally required to by updated every 5 years and utilize a minimum 20-year planning horizon. The MTP was last
updated in 2019.
Progress Report
A draft MTP document is under review by the Technical Committee, MoDOT, and Federal Partners. A full draft
document will be provided to the Board of Directors once comments have been integrated and the CAMPO Technical
Committee has recommended moving it forward for approval in April.
February
Staff focused on research, mapping, and writing the draft plan during the month of February. The draft document,
provided in the link below, includes updates to several sections of the previous plan. The draft is very much a working
draft document. Updates thus far include integration of survey results, text updates, and changes to several charts, maps
and graphics. New requirement stemming for the Bipartisan Infrastructure Law (BIL) have been added to meet
regulations.
Staff will provide an update on these changes and recommendations for edits to the illustrative list and implementation
strategies, stemming from public/stakeholder input and analysis of new GIS data.

December/January
Staff focused on public engagement, research, and writing the draft plan during the month of January. Staff closed the
public survey January 12th. Survey results were reviewed and integrated into the plan. Staff and Technical Committee
have produced a draft Illustrative Projects Section using input provided by the Technical Committee, Jurisdiction Staff,
and stakeholders.
October/November
In October and November staff worked with the Technical Committee and local jurisdictions to review and update the
Goals and Strategies, MTP Illustrative List, and Major Thoroughfare Plan. This process included discussion of new
projects, completed projects, and the tier system used to categorize road and bridge projects. The Major Thoroughfare
plan was updated and has been moved from the appendix to the Illustrative List section of the MTP.
Public Engagement - In October a meeting for local jurisdictions was held with discussion focused on projects outside
of Jefferson City. In November three general stakeholder meetings were held requesting in put on the Goals and
Strategies, Illustrative List, and Major Thoroughfare Plan. Two public meeting were held in December; one in Jefferson
City and one in Holts Summit.
In November a public survey was released via email, social media, and during public presentations. As of December
14th, 190 responses have been received. Survey results will be presented at future CAMPO meetings and will inform that
updates to the MTP goals and strategies. The survey will remain open through January 12th. Staff will continue
presenting to all local jurisdictions in the CAMPO region throughout December and January. Additional presentations to
other stakeholder groups will happen during this time.

The MTP is central to the MPO planning process and defines policies, programs, projects to meet regional needs for all
transportation modes, including:
• Surface Transportation (roads and bridges)
• Pedestrian and Non-Motorized
• Transit
• Air
• Waterways & Ports

• Rail
The planning process will consider and incorporate several local and regional topics including transportation system
development, land use, employment, economic development, human and natural environment, and housing and
community development.
Per federal regulation, the MTP addresses the following ten planning factors:

5. Environmental Protection and Quality of Life

The current plan, adopted in 2019, utilized an in-depth Scenario Planning process that analyzed how transportation, land
use, resources, demographics, and other factors may affect connectivity, mobility, and resiliency throughout the region.
A preferred scenario was chosen and then used in the development of a Travel Demand Model (TDM). The TDM took
the preferred land use scenario and analyzed the impacts of development on the transportation system, highlighting
points of congestion, capacity, and increased demands on the road network. CAMPO staff then worked with the general
public and stakeholders to develop a list of illustrative projects, combining public comments and the TDM outputs.
The 2023-2024 planning process will use the preferred scenario and TDM from the 2019 planning process. This data,
along with outreach to member jurisdictions, stakeholders, and the general public will be used in the update of the MTP.
Staff anticipates that the planning process will be complete in Summer 2024. A general timeline of the project is
provided in Figure 1.

CAMPO Board of Directors Staff Report
Status of Current Work Tasks
March 20, 2024
Summary
The following list includes work tasks that are currently in progress or have been completed since the previous
meeting:
• Metropolitan Transportation Plan (MTP). See staff report. The update of the MTP is anticipated
to be complete by May 2024. Planning process information can be found at:
www.jeffersoncitymo.gov/campo.
• CAMPO Metropolitan Planning Area (MPA) Boundary Review. At their January 17th meeting,
the CAMPO Board of Directors approved the new MPA boundary. The Governor approved the
boundary revisions on January 31.
• US 54/63/50 Tri-Level Interchange Study. See staff report. At the December 17th CAMPO Board
of Directors meeting, JC REP proposed using CAMPO funds for a study of the Tri-Level. The
CAMPO Board of Directors approved an amendment to the FY 2024 UPWP to accommodate
project. The project is outlined in the draft FY 2025 UPWP.
• 2025-2029 Transportation Improvement Program (TIP) Development. See staff report. Staff
has begun update of the TIP, with anticipated completion and adoption in May. The annually
updated TIP is a 5-year financial program of transportation projects to be implemented within the
Metropolitan Planning Area (MPA), which are funded by the Federal Highway Administration
(FHWA) and Federal Transit Administration (FTA), or are deemed ‘regionally significant.
• FY 2025 Unified Planning Work Program Development (UPWP). See staff report. Staff has
begun update of the FY2025 UPWP, with anticipated completion and adoption in May. This annual
process starts very early due to the City of Jefferson’s budget process. The UPWP is CAMPO’s
annual statement of work identifying the budget, planning priorities, and activities to be carried out
for the year (November 1 to October 31).
• Capital Area Active Transportation Plan. The Active Transportation Plan was approved by the
CAMPO Board of Directors January 17th. Staff is moving forward with assisting jurisdictions in
adoption of the plan as requested. Staff is working to close out the project, including delivery of
final GIS data and then updating CAMPO and City databases.
• GIS/Technical Assistance. Staff continues providing technical assistance regarding GIS data
and mapping to member jurisdictions for various projects, including:
o JEFFTRAN Transit Route Guides - Updates
o Zoning Map Updates as requested
o Crash data
o GIS data maintenance (sidewalks, trails, and other data as needed)
• JEFFTRAN Transit Facility Feasibility Study. A final document has been completed and is under
review by Federal Transit Administration and Jefferson City Public Works Staff. An updated
presentation will be given to the Technical Committee at a future meeting.
