Reiman approximately 6:30 P.M. on Thursday, March 9, 2006, unicipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New J rsey. I Upon individual roll call, the following were noted present. -- ROLL CALL Councilmember Vincent Bellino " Jorge Diaz " Randy Krum " Susan Naples " Ronald Rios " Joseph Sitarz Also noted present was Borough Attorney Robert J. Bergen, sq. I The meeting was opened with a moment of Silent Prayer and ~Iedge of PM YER, PLEDGE Allegiance led by Mayor Daniel J. Reiman. OF I\ILEGIANCE The Clerk stated that the 2006 Annual Notice was mailed to he Home News Tribune, The Star Ledger and posted on the bulleti 'board on STATEl\ŒNT Of January 3, 2006. MEETING NOTICE - Mayor Reiman presented a Mayoral Commendation to C rrles Kitz l\il\ YORi\L who was a Police Officer in the Borough for thirty years He said COMMEND/\'nON Officer Kitz will be missed and wished him the best on his r brement. CHARLES KITZ ! I ORDINANCE #06-18 was introduced and adopted on Fir Reading ORDINANCE #06-18 and the Clerk authorized and directed to advertise same or Public BOND ORDINANCE Hearing upon MMS&C, by Councilmember Rios and Sit rz. Upon PROVIDING FOR individual roll call vote, Councilmembers Bellino, Di Krum, WATERFRONT & PARK Naples, Rios and Sitarz voted in the affinnative. IMPROVEMENT, ,\PPROPRL\TING $1,600,000.00 ORDINANCE #06-18 "BOND ORDINANCE PROVIDING FOR W ATERFRON & PARK ***CLERK'S NOTE*** IMPROVEMENTS, APPROPRIATING $1,600,000. 0" Although this Ordinance was introduced it "-7<:\8 not -- received by the Clerk. I M;\RCH 9, 2006 MEETING OPENED A copy of each Resolution was placed 0 the table for public review PUBLIC INPUT ON prior to the meeting in accordance wJth t Rules of Councll and upon 1\LL RESOLUTIONS MMS&C, by Councilmembers Diaz d Krum and unanimous affinnative vote of the full membershi present, the meeting was opened for public input on all Resolut' ns/Agenda items and new business. Susan Gaydos, Hennann Street thanked the Mayor and Council for COMMENTS putting Hennann Street on the list to be aved. She said there was a tractor trailer behind Bella's Pizza in est Carteret. She said the tractor trailer was driving there illegally nd asked if there were signs saying that trucks should not be back th e. She said they pulled out the power to the sump pumps in the are during the rainstonn which she said she felt were needed by the West arteret residents. Mayor Reiman said he and Commission Sitarz will look into having the Police Department put up signs. Ms. Gaydos said there is crime in West arteret and said she felt with the new officers they should have som ne in the area in unmarked cars. Mayor Reiman said we have seventeen more officers and there are more summonses and arrests in the town s well as in West Carteret. I --- ! Mrs. Gadyos, Hennann Street said May Sica told her years ago that that road behind the stores on Gennak ive was supposed to be used as an exit from Carteret in case there was emergency. Mayor Reiman spoke about the details r the area and said the only access is to Hennann's warehouse, it is I pd-Iocked right now. Mrs. Gaydos said she came down Jack on Avenue and out by CVS and on to Carteret Avenue and she saw someone advertising "House For Sale". She said she thought people ere not allowed to have signs up. Mayor Reiman said the Public Works a Police Departments remove signs on public property and utility pole .1 He said since the Ordinance was passed a few months ago there have þeen a significant decrease in the amount of signs around the Borough. ! . , Mrs. Gaydos said in Seaside, New Jer y they passed an Ordinance that homeowners can not do a lot of adv ising on their property. , , Mayor Reiman said the Borough Ordi ance does not restrict signs '- placed on private property it only restric the signs on public property and public buildings. ! Mrs. Gaydos said in West Carteret there Is a van with a "for sale" sign parked up by the stores. She said it has Þ license plate. Mayor Reiman said ifit is not licensed o' registered it will be towed. 2 MARCH 9, 2006 Susan Gaydos asked about Milik and Blair where the mark 0 u s are. Mayor Reiman briefly explained that it was part of the ro pavmg project and spoke about the stonn water improvements th will be happening in that area. - MEETING CLOSED There being no further comments or objections to the Resolutions/Agenda items or new business, the Mayor de ared the Public Hearing to be closed, upon MMS&C, by Councilme ers Rios and Sitarz and unanimous affinnative vote of the full m bership present. i I . REPORTS The Clerk stated that she was in receipt of he following reports: DEPARTMENT 1 1. Clerk's Office-February 006 2. Inspection of Buildings- uary & February 2006 3. Office for the Disabled- 05 Annual Report - Upon MMS&C, by Councilmembers Di and Sitarz and unanimous affinnative vote of the full membershi present, all reports were ordered to be received and placed on file. 6 MARCH 9, 2006 BUILDINGS & GROUNDS: Committee Chairperson Nap said at STANDING this time she had nothing new to report. COMMI1TEES - FINANCE & ADMINISTRATION: Committee Chairp son Diaz thanked Councilmember Naples and her work study studen from the high school for helping the Finance Department stuff envelo es for the sewer bill mailing. He said they are working on th state aid application which is due on March 30th He said the chnology Department has upgraded the Channel 36 system and briefl went over some of the things that would be possible for future broadc ting. He said there are a number of new businesses that are intereste in corning to the lower Washington Avenue area incJuding a Subway estaurant and a Spanish/Hispanic Restaurant. He reported progress. FIRE: Councilmember Krum spoke about the tractor tra er that hit the tension wires and caused power outages. He com ended the Firefighters and OEM members for doing a great job evac ting some homes. He reported progress. -- , i PARKS & RECREATION: Committee Chairperson Bell o said the Parks Department is starting their spring projects by oving the backstop from Grant Avenue Park to Sullivan Field. said they would be making Chrome Park field into a cricket field. He spoke about the minor fire at the park which was put out quic Y by some residents before the Fire Department arrived and said a fe pieces of wood burned at the Hot House. He said they would have ore police presence in the area during the wanner weather months. e reported progress. POLICE: Committee Chairperson Sitarz said the two poli cadets are in the academy and will be graduating on June 8, 200 . He said approximately one hundred and fifty students attended the annual D.A.R.E. dance held at the high school. He said the orough has received a check for $9,117.25 from Motor Vehicle for tor vehicle inspection fines collected which will be used to purchas equipment for the new police cars. He said six members of the Police epartment - participated in "Read Across America" at Minue School He spoke about the new police cars which will be blue and white a should be on the streets in about two weeks. 7 MARCH 9, 2006 STANDING COMMITTEES PUBLIC WORKS: Committee Chai erson Rios said the Road Department is patching potholes and t sweepers are going out as long as the weather holds up. He sa Streets and Roads is also changing signs that are defaced or wea ered and the Public Works Committee will be revising the Refuse dinance. He said Municipal Garage Services has been scrapping ju vehicles and old equipment. He said the Sewer Department is cleani the catch basins in Chrome - and have t.v.'d and cleaned the sewe lines in West Carteret and Jackson Avenue for the 2006 Progr for the roads that will resurfaced. He said Scafar started w k on the Hayward Avenue Pump Station and Force Main. He sug sted the Council consider a local Ordinance for sex offender otification by the Police Department. He reported continued pro ss. BOARD OF EDUCATION: Committee ~hairperson Naples reported progress.
