The Regular Meeting of the Mayor and Council of the þrough of COUNCIL MEETING
Carteret was called to order by Mayor Daniel J. Reiman app þximately
6:30 P.M. on Thursday, March 30, 2006, Municipal C urt/Police
Facility, 230 Roosevelt Avenue, Carteret, New Jersey.

COMMENTS Borough Attorney Bergen suggested information regarding this
Ordinance be put on the website for any ne who is considering buying
one of these vehicles.
Mayor Reiman agreed and said paperw rk from the state Department
of Motor Vehicles asked that towns pi ing to adopt an Ordinance -
regarding these vehicles inform people their websites.

MEETING OPENED A copy of each Resolution was placed n the table for public review
PUBLIC INPUT ON prior to the meeting in accordance with e Rules of Council and upon

COMMENTS Larry Chaya said he had a question abo Eminent Domain. He asked
what percentage of Eminent Doma n IS being used for the
redevelopment.
Mayor Reiman said it is a tool that is sed in certain redevelopment
areas. He said Eminent Domain exist by Constitution and can be
used by any governmental entity for cquisition of property for a
public purpose. He said in terms of re evelopment it is a last resort. -
He said in the Washington Avenue Rev talization Redevelopment, no
Eminent Domain was used, in the Land III Project it is being used on
one out of six properties. He said in th Chrome Project or Roosevelt
Avenue Project it is probably being used about fifty to sixty percent of
the time. He said what is happening is he appraisals are being done,
the offers are being made, it is being egotiated between a private
developer, the city and the property own r.
Mr. Chaya asked if anyone was given' Fair Market Price" for any of
their property.
Mayor Reiman said everyone has recei d at least Fair Market Value
and in most instances considerably highe than Fair Market Value.
Mr. Chaya asked if this would benefit th taxpayer in town.
Mayor Reiman briefly explained that t overall benefit would be to
rid the community of a blighted area an revitalize the old downtown
business district which would bring in jobs and neighborhood
commercial space. He said this would bring in about one and a half
million dollars in taxes. He said it has been determined by the New -
Jersey Department of Community De elopment Division of Smart
Growth, the Borough Council, the B rough Planning Board and
Redevelopment Agency that this a ea meets the criteria for
redevelopment and that Eminent Domai will be used as a last resort.

I. Health/Office on Aging-Janu y & February 2006.
Upon MMS&C, by Councilmembers Ri sand Krum and unanimous
affirmative vote of the full members p present, all reports were
ordered to be received and placed on file.
S'I'ANDING COMMITTEES BUILDINGS & GROUNDS: Committe Chairperson Naples said the
wiring at Borough Hall and the refurbis ing of the gazebo in Chrome
Park was done in house which saved the orough a lot of money. She
said chess tables were installed at Wat rfront Park and they put in
wiring for the new Library computer lab d felt the department did an
excellent job. She thanked Joe Novako ski from the senior group for
suggesting that they install an outside ou let for a portable microphone
at the Community Center.

FINANCE & ADMINISTRATION: ommittee Chairperson Diaz
said the State Aid Application was mai d yesterday requesting nine
hundred fifty thousand dollars in discreti nary aid. He said early next
week the Finance Office will be sendi g Tax Delinquency Notices.
He said senior citizens who are eligibl to receive the $250.00 tax
deduction should complete a form and turn it to the Tax Office as
soon as possible. He said the Cons ction Department will be
continuing their Community Workshop which will be held for five
weeks beginning on April 27'h and wi I be held on Thursdays the
topics will be posted on the Carteret we site and TV36. He reported
continued progress.
FIRE/DOMESTIC PREPAREDNESS: ommittee Chairperson Krum -'
congratulated Firefighters Sam Godd ss and Kevin Gomm for
successfully completing their New Jer y State Police training for
hazardous material technicians. He said wo more Firefighters will be
starting their training as HAZMA T tec IClans. He said they will be
training the Boy Scout Troop Leaders in PR this month. He reported
progress.

Mayor Reiman suggested that Councilmember Krum check
training classes for Borough residents. I
PARKS & RECREATION: Committee Chairperson Bellin I said they STANDING
- are getting the parks ready for baseball season and said Sui van Field COMMITTEES
has a new backstop which was utilized from Chrome Park. He said if
everything goes the right way Chrome Park will becom a cricket
field. He said things are starting to sprout and they wil I have the
mowers out very soon. He said the park employees are c þaning up
Industrial Highway. He reported progress.

Mayor Reiman said they should have had an Ordinance on For Public COMMENTS
Hearing appropriating two million dollars from the Open Sp e Fund.
Borough Clerk Kathleen Barney said she never got the Ordi ¡¡nce.
Mayor Reiman asked Borough Clerk Barney if she follow up with

Borough Clerk Kathleen Barney said she did and he told er he was
waiting for it and she could not advertise it without the Ordi ance.
Mayor Reiman told the Borough Clerk to make sure that he checks
- with him tomorrow.

PUBLIC WORKS: Committee Chairperson Rios spoke labout the STANDING
preventative maintenance the Municipal Garage employee I are doing COMMITTEES
to various Borough equipment. He said everyone is anxiously
awaiting the new street sweeper. He said the Sewer De ¡¡rtment is
continuing to tv the sewer lines for the 2006 Road I rovement
Program and they wash down the fishing pier at the waterfj þnt once a
week. He said the work is beginning at the Beverly S eet Pump
Station and they installed a new pump at the Dorothy S eet Pump
Station. He said Streets and Roads is patching potholes an replacing
signs that are faded. He reported continued progress.
- POLICE: Committee Chairperson Sitarz said the eight w k training
course started today for sixteen Police Recruits and said the ew police
cars should be in any day, there was a problem with the I go on the
door. He said we were losing Deputy Chief Hojecki wh I would be
moving to Florida. He reported progress.

COMMITTEES BOARD OF EDUCATION: Committee Chairperson Naples said she
addressed the Cadet group recently and t e kids were very excited and
said she felt the Police Department was oing a good job running the
program. She spoke about the schools having Open House for the
elementary schools on April 3'd & 4t\ th Middle School April 5th and
the high school on April 6th

COMMENTS Mayor Reiman directed Borough Cle k Barney to have Patrick
DeBlasio and the auditor request a copy f the budget and any backup
documents from the School Board so t e Borough auditor can start
reviewing their budget in anticipation of its defeat. He briefly
explained the cost to the taxpayers if the udget passes on April 18th as
is. He said the Borough wanted the oppo unity to review their budget
before making significant cuts.
MAYORAL
COMMENDATIONS:
DET MICHAEL Mayor Reiman who was joined by Coun ilmember Sitarz presented a
I\IA TERAZZO Mayoral Commendation to Detectiv Michael Materazzo who
witnessed a car accident on the Park ay and Turnpike and was
instrumental in helping the State Police pprehend the individual who
caused the accident. Mayor Reiman brie y gave the details according
to the Police Report Det. Materazzo sub itted.

IT£\LIAN AMERIC.'\N Mayor Reiman presented a Mayoral Co mendation to Louise Kascur
CLUB-LOUISE KASCUR for a five thousand dollar donation to th Mayor's Children's Charity
& JOHN ¡\SHBY Trust Fund, he explained the Trust Fund nd how one hundred percent
of the money is returned to the children. Ms. Kascur is a Trustee for
the now closed Italian American Club of arteret. John Ashby who is
also a Trustee for the Italian American C ub was not able to attend the
meeting this evening.
MA YOR REIMAN Mayor Reiman said S.LD.; the Sp cial Improvement District
Partnership which is a non-profit busine s entity in the Borough was
created at the end of 2003 that provides bout eight hundred thousand
dollars a year to the Borough in capital i provements at no cost to the
residential homeowners. He explained t is a non-profit make up of
business owners with industrial and co mercial property owners in
Carteret they are the group that was co vinced to invest six million
dollars of their own money to update t e Streetscape Project and to
finish Washington Avenue and to do Roosevelt A venue in West
Carteret, Roosevelt A venue in the Hill istrict and from the Police
Department into Chrome. He said they ave also decided to purchase -
two sidewalk sweepers and vacuums tha have already been delivered
and he explained how they would be u ed. He said the Middlesex
County Freeholders have invited the Ma or and Council to their next
meeting to receive a five hundred thousa d dollar Open Space Grant to
be used for Civic Center Park Improvem ts.
