MEDINA CITY COUNCIL MEETING MINUTES OF DECEMBER 18, 2007
The City Council of Medina, Minnesota met in special session on December 18, 2007 at
6:17 p.m. in Medina City Hall.
I. Call to Order
Members present: Johnson, Weir (arrived at 6:22 p.m.), Crosby, Cavanaugh, Smith
(arrived at 6:32 p.m.)
Members absent:
Also present:
City Administrator Chad Adams, Finance Director Jeanne Day,
Police Chief Ed Belland, City Engineer Tom Kellogg, and
Financial Consultant Dave Callister.
II. Hamel Road Reconstruction
Kellogg provided an overview of the revised draft feasibility report. He discussed the
process for moving forward with the project, scope of the project, and the possible
assessments for properties within the project area.
Callister discussed the Tax Increment Finance analysis under various scenarios.
Discussion was held on the options to move forward with the project and the potential
risk to the City if tax increment is not generated due to slow or no development. Scope
of project to include or exclude the burial of utility lines was discussed as well as the
project area and level of streetscaping. The level of special assessments and method of
assessments were discussed.
Adams provided an overview of the options for consideration during the regular meeting.
The meeting was adjourned at 6:58 p.m.
