REGULAR COUNCIL MEETING, MARCH 18, 2024
CALL TO ORDER
Mayor Ron Fitzwater called the March 18, 2024 City Council meeting to order at 6:01 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman,
and Wright
Absent: None
ADOPTION OF THE AGENDA
Councilmember Mealy motioned and Councilmember Spicer seconded the motion to adopt
the agenda. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
There were no miscellaneous agenda items at this time.
OPPORTUNITY FOR PUBLIC COMMENT
1. Jeff Kelley with Keeley Restoration voiced his concerns with the bid award for pending bill
2023-083. Councilmember Spencer said bill 2023-083 will be placed on the informal
calendar so Mr. Kelley and City Staff can have a conversation explaining the awarded bid
to another vendor.
2. Nelson Otto expressed his appreciation to the Mayor and City Council for a closer review
of funds directed toward Parks vs City infrastructure needs during last year’s budget
process. He also expressed his concerns with the possible conference center / parking
structure planned for the Madison Ave. parking structure/News Tribune site. He wants to
make sure the City Council also takes into consideration entertainment possibilities for
conference attendees. Are there enough things to do in Jefferson City? Mayor Fitzwater
thanked Mr. Otto for his comments. The Mayor informed him of the conference center’s
feasibility study which will be conducted by Garfield Public/Private. The study will give
answers to those types of questions.

MOTION: Councilmember Spencer motioned and Councilmember Ahlers seconded the
motion to approve the above recommended appointme nts. The motion passed
unanimously.

City Council committee announcements:
• Committee on Administration – There were no announcements at this time.
• Finance Committee – The March meeting has been cancelled.
• Public Safety Committee – The next scheduled meeting is March 28th, 7:30 A.M. in the
Police Training Room.
• Public Works & Planning Committee – The next meeting is April 11th, 7:30 A.M. in City
Council Chambers.

COMPANY FOR THE SLOPE STABILIZATION PROJECT.

CONTRACTORS, IN THE AMOUNT OF $337,985.00 FOR THE PARKING GARAGE
REHABILITATION PROJECT.
Jeff Kelley of Keeley Restoration raised questions about the bids submitted and the selection
of Western Specialty. City Staff is going to follow up with Mr. Kelley again before the next City
Council meeting.
With no objection, Councilmember Spencer placed the bill on the informal calendar.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE A $12,693,100 PHASE II DESIGN/BUILD AGREEMENT
WITH BURNS AND MCDONNELL ENGINERING COMPANY, INC. FOR THE BIOSOLIDS
IMPROVEMENTS PROJECT.
Public Works Director Matt Morasch presented the bill. The City received approval today, from
the State of Missouri on this project. The funding for the project is in bill 2023-085. Bond
counsel will need time to prepare documentation for bill 2023-085.
At the request of City Staff and with no objection, Councilmember Spencer placed the bill on
the informal calendar.

ISSUANCE OF NOT TO EXCEED $14,285,100 PRINCIPAL AMOUNT OF THE SEWERAGE
SYSTEM REVENUE BONDS (STATE OF MISSOURI-DIRECT LOAN PROGRAM) SERIES
2024 OF THE CITY OF JEFFERSON, MISSOURI, FOR THE PURPOSE OF IMPROVING
THE CITY’S SEWERAGE SYSTEM; PRESCRIBING THE FORM AND DETAILS OF THE
BONDS AND THE AGREEMENTS MADE BY THE CITY TO FACILITATE AND PROTECT
THEIR PAYMENT AND PRESCRIBING OTHER RELATED MATTERS.

Public Works Director Matt Morasch presented the bill. The City received approval today, from
the State of Missouri on this project. Bond counsel will need time to prepare documentation
for this bill.

JEFFERSON, MISSOURI, TO ISSUE ITS TAXABLE INDUSTRIAL DEVELOPMENT
REVENUE BONDS (UNILEVER – REAL PROPERTY PROJECT), SERIES 2024B, IN A
PRINCIPAL AMOUNT NOT TO EXCEED $33,000,000, AND ITS TAXABLE INDUSTRIAL
DEVELOPMENT REVENUE BONDS (UNILEVER – PERSONAL PROPERTY PROJECT),
SERIES 2024B, IN A PRINCIPAL AMOUNT NOT TO EXCEED $50,000,000 TO FINANCE
THE COSTS OF SUCH PROJECT; AUTHORIZING AND APPROVING CERTAIN
DOCUMENTS; AND AUTHORIZING CERTAIN OTHER ACTIONS IN CONNECTION WITH
THE ISSUANCE OF THE BONDS.
City Attorney Ryan Moehlman presented the bill. Mike Whelen, Director of the Jefferson City
Unlivelier facility answered questions from City Councilmembers. Representatives from
JCREP were also in attendance to answer questions. There were no questions for JCREP.
Bill 2023-087 was read third time by title, placed on final passage, and passed by the
following roll-call vote as Ordinance 16415.

REMOVAL OF MONROE STREET STOP SIGNS AT WOODLAWN AVENUE.

A RESOLUTION AUTHORIZING THE CITY TO EXECUTE A CONTRACT WITH
JEFFERSON CITY REGIONAL ECONOMIC PARTNERSHIP
Ryan Moehlman, City Attorney presented the resolution. Mr. Moehlman pointed out a
scrivener’s error on page one of the contract. The spelling out of the dollar amount was
incorrect. The resolution can be passed as is, and the error will be corrected befor e executed.
Councilmember Hensley motioned and Councilmember Spicer seconded the motion to adopt
RS2023-51. The motion passed by the following roll-call vote:
