HomeMy Public PortalAbout12/18/75 CCM1.62 The Council of the City of Medina met in regular session on December 18, 1975 at 8:40 P.M. Members presrmt: Mayor Wayne Neddermeyer; Councilmen, William Reiser, Robert Franklin, Donald DesLauriers, Arthur Theis; Clerk, Donna Roehl; Attorney, Richard Schieffer. Motion by Donald DesLauriers, seconded by Arthur Theis to approve the minutes of December, 2, 1975 with the following correction: Page 161, Item 18: change the word "complaint" ' to"report". Motion carried unanimously 1., 1976 AUDITOR Merrill Hansen gave resume of his auditing background and time schedules followed in municipal auditing. The field work is completed by February and report delivered in March or April. Rates charged are standard with all auditors. Ron Guttormson presented similar information plus the fact that they arealso specialists in bonding. Appointment was tabled until January when appointments are made. 2. HAMEL WATER TOWER Ambrose Brown reported that the tower repainting had been completed and discussed the repair work necessary to secure from vandals. He also presented information regarding work that needs to be done to the inside of the water tank. There are 3 types of finishes that may be used: A no oxide grease, costing approximately $$1800; Zinc -Aluminum primer $2200; and Epoxy $3800. He also presented information regarding a contract plan whereby the tower and tank are cleaned and painted inside and out and then approximately $1000 is paid each year for 5 years; after which time the tank would again be refinished inside and out. Matter was tabled until sometime during the winter of 1976. - 3. REMOVAL OF SCHOOL BITS FROM CHIPPEWA RD. Leo Leuer explained what had happened regarding removal of a school bus, owned by Wayzata Transportation, that was stuck in the snow on Chippewa Rd. He stated, that to the best of his knowledge, he had done the proper thing by having the bus removed by using city and his private equipment. Mr. Dave Mayer of Wayzata Transportation stated that he had gotten the children home by other means and intended to have the bus removed the following morning. Denis Jordan had requested removal of the bus so that he could get out of his driveway to do private plowing and he felt it was the responsibility of the city to see that the road was opened. Mr. Schieffer stated that the city would not be held liable if an emergency occured and if the road department was doing everything within reason to keep the roads open. Robert Franklin quoted ordinance that authorizes police or road superin- tendent to order any vehicle removed from a roadway. Motion by Robert Franklin, seconded by Arthur Theis to accept Dave Mayers' contribution of $30.00 toward removal of the school bus from Chippewand. Motion carried unanimously 4. DOCKSIDE INN BONDS Mr. Schieffer reported that the Greentree Agency would continue coverage of the Dockside Inn liquor bonds until December 22, 1975, at which time new bonds must be delivered to city offices. 5. ANNE DORWEILER Medina Estates Anne Dorwe'ler presented Wm. Mortons site plan for division of 40 acres of property purch* ased from tirgil Eisinger. Property to be divided into 6 parcels iti.th 4 entrances off of Tamarack Dr. and 2 from Co. Rd. 24. Permits have been secured from Hennepin County for these 2 entrances. Lots are so located that there will be sufficient property for septic systems. Motion by Arthur Theis, seconded by William Reiser to approve land division of Medina Estates and to approve Hennepin County recommendations as to entrances from County Rd. 24' on Lots a and B. Motion carried unanimously 163 Diversified Insulation Discussion of the land division request of Earl Wanha and Diversified Motionby Robert Franklin, seconded by William Reiser to deny the land Terry Wanha and Diversified Insulation and to request that the County of the Council decision. Motion carried unanimously Insulation. division of Earl and notify those involved Minnesota Exteriors Reviewal of Planning Commissions December meeting recommendations regarding property being purchased by Minnesota Exteriors from Adeline DesLauriers and Mrs. Don DesLauriers. Dis- cussion as to whether or not platting would be required as property has been previously divided. Mr. Schieffer stated that in such cases if platting is not required justification must be made and if it is required then all other similar cases will need to be treated the same. A building permit could be issued subject to platting, if council should deem it necessary and after the Planning Commission had completed their work regarding site and building plans. Motion by Robert Franklin, seconded by William Reiser to secure the Attorneys opinion as to whether platting is required. Motion carried. Abstaining, Donald DesLauriers 6. WOODLAKE Robert Franklin presented a news article regarding leaching of Woodlake Landfill. Council will ask the County, who inspect such landfills, what t'.ey are doing toward enforcing ord- inances if leaching is occuring. 7. FIRE CONTRACTS Discussion of changes to be made in contracts. Motion by Robert Franklin, seconded by Arthur Theis to authorize the payment of $150 per hour, per fire and $100 per hour after 4 hours, excluding car fires. Motion carried unanimously Robert Franklin will revise for the January 6th meeting. 8. MAPLE PLAIN LIONS CLUB Motion by Robert Franklin, seconded by William Reiser to approve, without charge, a non - intoxicating malt liquor license to the Maple Plain Lions Club for February 1, 1976 on Lake Indpendence, provided that State and Federal laws are complied with. Motion carried unanimously 9. NURSING SERVICE Arthur Theis reported that he has not found another agency that will provide nursing ser- vices for Medina residerts. 10. SEWER AND WATER ORDINANCE Explanation by Richard Schieffer of amendments to present sewer and water ordinance No.128 providing for a service charge to be added to past due sewer and water bills. Motion by Robert Franklin, seconded by Arthur Theis to set penalty amount at $6.00 and approve Ordinance No. 157 which will become effective upon publication. Motion carried unanimously 11. BILLS Motion by Arthur Theis, seconded by William Reiser to approve payment of the bills. Order checks in the amount of $6435.42 and Payroll in the amount of $3992.49. Motion carried unanimously 12. POLICE CAR Discussion of quotes obtained on the purchase of a new police car. Motion by Donald DesLauriers, seconded by William Resier to award quote for police car to Lupient Olds on a 1976 Olds for $4398.24.
