Call to Order and Introduction of Members, Ex-officio Members and Staff Chair Dale Vaughan called the meeting to order. Eight regular members and two alternates were present. A quorum was present. Designation of Voting Alternates The Chair announced that seven regular members and one alternate, Mr. Hoselton, are present and eligible to vote. 2. Procedural Matters and Procedures Explained Ms. Bliss explained the procedures for the meeting. The following entered as exhibits. Adoption of Agenda Ms. Hawk moved and Mr. Robinett seconded to approve the agenda as printed. The motion passed 8-0 with the following votes: Aye: Cotten, Fretwell, Hawk, Hoselton, Quigg, Robinett, Vogt, and Young. Nay: None 4. Approval of the Regular Meeting Minutes of December 14, 2023. Ms. Cotten moved and Ms. Quigg seconded to approve the regular meeting minutes of December 14, 2023 as printed. The motion passed 8-0 with the following votes: Aye: Cotten, Fretwell, Hawk, Hoselton, Quigg, Robinett, Vogt, and Young. Nay: None 5. Communications Received None received 6. New Business/Public Hearing Case No. P24001 — Adoption of Capital Area Active Transportation Plan, Comprehensive plan amendment. Request filed by City of Jefferson staff for the adoption of the 2023 Capital Area Active Transportation Plan as a component of the Activate Jefferson City 2040, 2021 Comprehensive Plan Update. Ms. Kelso from Crafton and Tull gave a slideshow presentation of the completed plan. She described what an active transportation plan is and said that they go through a discovery process to see what would make walking/biking more appealing for citizens. She stated that they take demographics into account, as well as roadway networks. They then develop a plan based on all of the information that they gather in the discovery process and they give plans for both on and off-street networks. She then stated that they finally give their recommendations based on 12 different points. Ms. Bliss went through the staff report and stated that the plan is a means of access for citizens to get to grocery stores, recreational areas, doctor's offices, and many more locations. She stated that the plan is available online review and also shows the comments from staff review. She then went on to state that staff recommends approval. There was further discussion on how the plan has a large impact on our community. Mr. Hoselton then asked if changes can be made to the plan as we go along. Mr. Barron and Ms. Kelso confirmed that changes and decisions can be made throughout the process. Mr. Barron stated that he would like to recognize that Ms. Williams out a lot of work into this plan and that she is currently contacting the smaller towns around Jefferson City to gauge interest in the plan. He went on to state that this same slideshow will be presented to City Council on February 20'h, but that the final decision is made and voted on by the Planning and Zoning Commission today. The final thing he mentioned was that Mr. Bange had also been hugely involved in the plan as well. There was no one present to speak in favor of this request. There was no one present to speak in opposition of this request. No one else spoke regarding the request; the Chair closed testimony. Mr. Robinett moved and Ms. Cotten seconded a motion to approve Resolution RSPZ2024-01 in order to approve the requested comprehensive plan amendment to adopt the 2023 Capital Area Active Transportation Plan as a component of Activate Jefferson City 2040 comprehensive plan. The motion passed 8-0 with the following votes: Aye: Cotten, Fretwell, Hawk, Hoselton, Quigg, Robinett, Vogt, and Young. Nay: None 7. Other New Business 8. Other Business A. Request filed by Schrimpf Brothers LLC, property owner, for a Preliminary PUD Development Plan to permit construction of a 10-plex residential apartment building. The property is located 300 feet south of the intersection of Old Lohman Road and Trade Center Parkway and is described as Lot No. 3. Jefferson City West Commercial Park Section 1, in the City of Jefferson, Cole County, Missouri. (Central Missouri Professional Services, Consultant). Nature of Request A Preliminary Planned Unit Development (PUD) Plan is requested for a residential 10-plex having two stories and a total floor area of 12,478 square feet with each unit having 1,248 square feet. A narrative and visuals describe other details about the proposal. The subject property is zoned PUD and consists of 1.27 acres. Review and Approval Process: Preliminary PUD Plan requests are reviewed by the Planning and Zoning Commission. The Planning and Zoning Commission makes a recommendation to the City Council. The City Council comes to a final decision. Zoning History The property has had few cases over the last 14 years. A Preliminary and Final Subdivision Plat for the property was reviewed and approved in 2010. A rezoning of the property from M-1 Light Industrial to PUD Planned Unit Development occurred in 2017. Allowed Uses: Permitted uses for the PUD Planned Unit Development zoning district are dependent upon the approved PUD Plan. Thus, permitted uses vary. It is recommended that approved PUD Plans often include an underlying zoning district. Staff recommends an underlying zoning designation RA-2 High Density Residential. Building Composition: The exterior of the building is proposed to measure 34.5' by 180.83'. Brick veneer and siding will be used for the exterior of the building. Asphalt shingles will be utilized for the roof finish. There 10 units are proposed and each unit having 1,248 square feet for a total of 12,478 square feet. The units per acre ratio is 7.87. Landscaping_ Seven trees are proposed to line the west side of the parking lot to meet City Code standards. Lighting: Lighting is proposed to be mounted to the building. Mail Service: A cluster box is shown on the site plan. Parkin: To fulfil the parking requirements for the use as laid out in the Zoning Code (2 spaces per each unit), the site is proposed to have a surface parking lot encompassing 30 parking spots with one parking space being ADA compliant. Sidewalk: A 5' sidewalk is shown along the east side of Trade Center Parkway, going along the front of the subject property. Traffic and Traffic Analysis_: Daily average peak hour trips are anticipated to be 6.2 trips for a 10 unit apartment per ITE traffic analysis. The anticipated number of trips to be generated from the use does not exceed 100 peak hour trips that would trigger a site specific. A traffic analysis is not required and traffic impact is expected to be manageable by the existing street network. Utilities: Utility services are noted on the site plan. All alterations or additions to sanitary sewer, plumbing, electrical work, and etc. will need to meet City Code standards. Preliminary PUD Plan Recommendation - Staff Analysis The area consists of a mixture of both single family and multi -family uses. The proposed 10-plex should be compatible with the residential nature of the area. The proposal appears to be in alignment with the intent and standards of the Zoning Code. The development will need to meet all other City Code requirements. Staff recommends approval of the Preliminary PUD Plan. Form of Motion 1. Motion to recommend approval of the requested Preliminary PUD Plan for a single, two story 10-plex residential building with the following condition: a. Establish the RA-2 High Density Residential zoning district as the underlying zoning designation for the purpose of determining permitted uses, signage, and lighting. b. Preliminary PUD Site Plan - Existing Infrastructure Summary • Public infrastructure exists in the vicinity. • Storm water facilities exist in the vicinity. • Sanitary sewer facilities exist in the vicinity. • Old Lohman Road and Trade Center Parkway are existing, thru roadways serving the western area of Jefferson City/ the County of Cole. Improvements Summary Roadway Access • A new driveway from Trade Center Parkway will provide access for the proposed complex. Storm Water / Erosion Control • Storm water will be directed to the system constructed with the Trade Center Parkway roadway. • Storm water quality treatment will be needed for the property. The will be needed as a part of the final site plan submittal. • An erosion and sediment control plan will be needed for the development, as a part of the final site plan submittal. Sanitary Sewer • The proposed buildings will be served by an existing sanitary sewer main that runs along Trade Center Parkway. Sidewalk • Sidewalk is required for this project along Trade Center Parkway. Fire Hydrants / Street Lights/ Utilities RE Fire hydrants and water lines are installed in accordance with City standards. Other utilities, such as street lights, electric, telephone and gas mains and services were proposed with the subdivision/ development and street extension. The roadway has not yet been accepted by the City for maintenance of infrastructure. Some utilities proposed previously may still need to be extended into the subdivision to serve this development. Review Status of Documents- * The preliminary PUD site plan has been reviewed and is generally in good order. • Some technical comments will be sent back to the consultant, prior to the Planning and Zoning Meeting, and can be addressed with the final plan submittal of the project.
