Call to Order
Dr. Greene called the meeting to order at 6:00 p.m.
Adoption of Agenda
Ms. Patterson moved to adopt the agenda as printed and Ms. Ward seconded the motion. The motion passed
unanimously.
Approval of Regular Meeting Minutes
Mr. Warren moved to approve the minutes from January 9, 2024 regular meeting as written and Ms.
Patterson seconded. The motion passed unanimously.
Old Business
Dr. Greene confirmed that there is no old business to be covered.
New Business
Section 106 Review – 715 Clark Avenue
Any project that is utilizing federal funds is required to go through Section 106 of the National Historic
Preservation Act. One of the requirements is that we engage the tribes as well as the State Historic Preservation
Office to make sure that we are not negatively impacting cultural resources. This project is a Community
Development Block Grant Project. It came through our emergency home repair program.
Property owner is seeking to make the bathroom more accessible for her wheelchair bound child.
Property owner can barely fit the wheelchair through the doorway and has issues with transferring her child
from wheelchair to shower and move around in the bathroom. She is asking for ADA retrofits to her home. In
order to increase the area, it would involve removing an interior wall and relocating the plumbing and
electrical fixtures and adding a wall back by taking up floor space from an adjoining room.
One of the requirements before we send this off to the state historic preservation office and tribes for review
is that we bring it before the Historic Preservation Commission. In the packets is the criteria that we would
submit along with the recommendation from staff. Since this property is not in a National Register Historic
District or within a local historic district, the adequate documentation has been provided and there will be
no historic properties affected by the current project.
Ms. Patterson had a comment about the language, “It doesn’t matter if it is a local landmark or eligible, listed
in the National Register, or “eligible” for listing in the National Register under Section 106 of the National
Historic Preservation Act. I would say that there might be an eligible district in that neighborhood and then I
would say I don’t think this would have an adverse effect on that property, but I don’t think that the language
provided is accurate under Section 106. Not sure how to address that but in the future, we might want to
address the wording because it does not match the wording of Section 106. But I don’t think redoing the
bathroom will have an adverse effect on that property.”
Rachel clarified. This is a document the City produces, so it can be changed. Within the checklist it
states, “Property is designated a Local Landmark by the City of Jefferson and/or is listed, or eligible for listing,
on the National Register of Historic Places.”
Rachel stated that the edit would be made and if that was the vote of the commission, it would go to Dr.
Greene for signature.
After some discussion, it was decided to change the wording to, “The property is designated a City of Jefferson
Landmark and/or is eligible for listing on the National Register of Historic Places. There will be no adverse
effect by the current project if approved by this Commission.”
Ms. Patterson made the motion to approve the amended language. Ms. Ward seconded the motion. The
motion was passed.
Dr. Greene requested a motion to approve the Section 106 submission for 715 Clark Avenue with
amendment. Ms. Ward made the motion, Ms. Patterson seconded the motion. The motion was passed
unanimously.
HPF Grant updates
a.Phase II – W. Main Survey – An amended grant agreement was received from the State Historic
Preservation Office (SHPO). Staff are preparing to formally go through the process to accept that
amendment. Then we will have to send a change order through City Council because it pushed the project
over $25,000. A grant extension through July 15 was also received.
b.Design Guidelines – A final draft of the guidelines was received from H3 Studios today. Rachel will send
that out to the commission for comments, and questions so it can be processed. Staff will be reviewing
the document. All comments/ questions will be shared with the consultant. Once the product has been
finalized, it will be held until the Code has been updated, because some of the design guidelines are
contingent upon the Code.
MSP Updates
The city has been working with the State Office of Administration. They received a report from PGAV of what
the planning document would look like for the Missouri Penitentiary. That plan has been made public. There
was a $93 million budget request from the state legislature, broken up into phases. This budget request still has
to go through the state budget cycle.
Paul Bruhn Grant Updates
City staff have the ability to work with the National Park service to request an extension for this grant
Of the four projects;
One project is completely underway and has already submitted a reimbursement request.
The other three projects are still within their procurement phase so they are trying to find consultants and
contractors. They are having struggles with the window restoration and finding contractors that will do
smaller bid jobs.
One project, 300 East high is still in environmental review because of the turret and roofline.
Rachel has approached the subrecipients about updating the HPC about their projects and they were
agreeable. This will probably occur at the April/May meeting depending on availability.
HPC Code Revision Updates
Legal has returned the draft to Rachel. He did have a couple of questions. Rachel anticipates that the code will
go out for public comment within the next two weeks. The document will go to the Code Revision Committee
and have them disseminate the information to their stakeholders. We will also do a press release to solicit
general public comment for 30 days. Once all of those public comments are received, we will have a Code
Revision Stakeholders committee meeting to address comments or concerns.
Missouri American Water Filter Building Project Updates – Staff received feedback from Missouri American
Water regarding the conditions we placed on the new filtration building. They want to incorporate some of
the design elements from the old building to the new building. It was also requested that they update the
fence to be more visually friendly in the residential setting. Th ere were no questions on the water plant.
Dr. Greene asked, if, under the Paul Bruhn Grant, had the money for the JC Penney building been de -
obligated? Rachel said no, not yet. Staff have reached out to the property owner and they indicated that
there was some delay in getting their engineering report back so we gave them until March. Essentially, if
there is no progress by March, then we would go ahead and de-obligate and their project is no longer
considered a Federal Project.
With the time left, there are three likely options: 1) Give the money back to the Federal Government; 2) Open
it up for another competitive round; 3) Assigning those funds to already existing projects.
The four active projects are experiencing cost overruns so Option 3 would be her recommendation to the
Commission. It would be approximately $31,000 each if it was divided among the remaining projects.

Demolition Application. Application for demolition of two structures located at 2900-2909 West Truman Blvd.
NATURE OF REQUEST
The purpose of the request is to demolish two industrial buildings located at 2900-2909 West Truman Blvd. The Upper Plastics building is the larger structure located at 2900 West
Truman Blvd. and was constructed in 1965-1966. and the smaller, Lacquer building was constructed c. 1970. Unilever acquired Chesebrough-Ponds in December 1986.

STAFF RECOMMENDATION
In reviewing criteria in Section 8-43F , staff find the structure is notable with respect to historic value by reason of:
a. Its association with an event or events that significantly contributed to the broad patterns of the history or architectural heritage of the City, County, and State.
Based of the findings, consideration for the nature of the surrounding area and the compatibility of the structure to existing adjacent structures, land uses, and redevelopment
should be considered. Current zoning of this area is M-2 General Industrial District. The property owner has plans to redevelop the property for future manufacturing and
distribution use.
FORM OF MOTION
Motion that the Demolition Clearance Application for 2900-2909 West Truman Blvd. is recommended for approval by this commission.

Eight years later, Wheatley sold to David and Elizabeth Agniel, who sold to
Theodore and Madonna Agniel in 1978.
In 1993, the home was sold to B&M partnership and in 2003 to Go Property
LLC.
Current owners Tony and Jenny Smith bought it 2011 from Carrie Armstrong
and Matt Walston.

RE: Landmark Award – Nomination – 612 E McCarty
Staff Report
The Historic Preservation Commission (HPC) received a Landmark Award application
for 612 E McCarty. The building is included in the School Street Local Historic District.
For local landmark status, the HPC is tasked with providing a recommendation to City
Council based on the designation criteria specified in Sec. 8-44 C. of the City Code. Staff
found designation of 612 E McCarty could be eligible based on the following criteria:
1. Its character, interest or value as part of the development, heritage or cultural
characteristics of the community, county, state or nation.
2. Its location as a site of significant local, county state or national event.
3. Its embodiment of distinguishing characteristics of an architectural style valuable
for the study of a period, type, method of construction or use of indigenous
materials.
4. Its embodiment of elements of design, detailing, materials, or craftsmanship that
render it architecturally significant.
Enclosed is the Landmark Award application, photos, and relevant property research.
The nominated building is located within the Regulatory Floodway. Design standards to
preserve cultural resources poses the potential to negatively impact the property owner’s
ability to be in compliance with historic design standards, floodway regulations, and
local ordinance. That stated, all compliance conditions have already been imposed on
the property through its inclusion in the School Street Local Historic District.
Staff recommendation is approval of the designation of 612 E McCarty as a local
Landmark.

The City of Jefferson Historic Preservation Commission has reviewed the
information submitted on the above referenced project. Based on this review, we
have made the following determination:
❑After review of initial submission, the project area has low potential for the
occurrence of cultural resources.
❑Adequate documentation has been provided. There will be “no historic properties
affected” by the current project and is approved by this commission .
❑Property is designated a Local Landmark by the City of Jefferson and/or is listed,
or eligible for listing, on the National Register of Historic Places. There will be an
“adverse effect” by the current project and is not approved by this commission.
❑Property is designated a Local Landmark by the City of Jefferson and/or is listed,
or eligible for listing, on the National Register of Historic Places. There will be a
“no adverse effect” by the current project and is approved by this commission.
