Whitney has made a good start with her recent communication but has left broader issues as well as some important specifics unaddressed. You made undergraduate community building a significant focus of your tenure; committing significant resources. Nevertheless, equal or even greater attention needs to be given to the postgraduate levels and above, recognizing that the university is part of a larger community and that its actions may have unintended consequences, for example, the removal of a significant number of housing units from the Palo Alto housing stock with the reservation of oak creek apartments for post doc and other Stanford affiliates. The university should explore large scale housing program in cooperation with Palo Alto, bringing its academic, financial and land resources to bear in cooperation with the city to develop a joint solution, utilization of the city’s bonding capacities and its potential to create a municipal housing development program and authority Oak Creek, with a reasonable percentage of its units kept “open access” provides a model to draw upon, recognizing that a multi generational community provides significant social benefits for its students and post-docs. Rather than unintentionally destroying this unique feature of what is now becoming a university oriented community, Stanford together with Palo Alto should make this principle integral to the co-creation of future oak creek-like communities. See previous suggestions for developing vertical oak creeks on the site of the shopping center parking garages, utilizing existing infrastructure. Message from our Co-Presidents Welcome to the dog days of summer… and any belief that our League is taking a break, is mistaken! The Board is strategizing for a Summer Orientation Annual Retreat (SOAR). This will take place on August 5 from 9 a.m. to 1 p.m., hosted by Hilton's Homewood Suites in Palo Alto. We encourage all Off-Board chairs and committee members to join the Board for a special planning session. At SOAR we will prepare our League to reconnect using team-building strategies that support our work, orient new board members, and welcome the 2023-2024 year. After a long period of Zoom meetings, we can already feel the new energy for this work with lively meetings and preparations for our Kickoff on October 1st, when all our members come together. We want to welcome a new member, Rene Morgan, who sought us out to make an honorarium donation in the name of her cousin who passed away last month at 95. Faye Grossman was an extraordinary woman, the first in her family to go to college, earning a BA and an MA from the University of Illinois. She became active in the Illinois League of Women Voters after a teaching career in Philadelphia. Our League is honored to receive this donation and inspired by Faye's commitment to education and democracy. Thank you, Rene, for sharing Faye’s story with us. Judy Kleinberg & Nancy Shepherd Co-Presidents LWVPA Updates LWVPA Virtual Speaker Event Wednesday, August 23, 2023 12:00 p.m. - 1:00 p.m. Featuring our Guest Speaker Palo Alto Police Chief Andrew Binder How is Our Police Department Prioritizing Service to Palo Alto? Since being confirmed by the Palo Alto City Council in August 2022, Chief Binder has been leading the Police Department’s efforts in recruiting and hiring, connecting with the Palo Alto community, and providing professional police services to the public. Chief Binder is excited to discuss his strategies for addressing public safety and crime, departmental challenges and opportunities, the Public Safety Building, and how community members can contribute to public safety. BIO: After being selected by City Manager Ed Shikada and confirmed by City Council, Andrew Binder began serving as Palo Alto’s 11th Police Chief on August 8th, 2022. Andrew’s 26 years of law enforcement experience include serving eighteen years with the City of San Jose and more than eight years in Palo Alto. Andrew is a Bay Area native and holds a bachelor’s degree in criminal justice administration from San Jose State University and a master’s degree in criminal justice from Arizona State University. In the summer of 2016, Andrew attended the FBI National Academy for Law Enforcement Managers in Quantico, Virginia. He has also completed the POST Executive Development Course and attended the Stanford Local Governance Summer Institute. Andrew is a member of the International Association of Chiefs of Police (IACP), California Police Chiefs Association (CalChiefs), Federal Bureau of Investigation National Academy Association (FBI NAA), Police Executive Research Forum (PERF), International City/County Managers Association (ICMA), and the Association of Workplace Investigators (AWI). How a Student Became Aware of theIssue of Gun Violence By Chloe Chan, Rising Sophomore, Palo Alto High School Register Now During my academic career, my focus revolved around academic and school related activities. It wasn’t until I stumbled upon news about the Texas elementary school shooting in 2021 that I truly began to pay attention to the issue of gun violence. Witnessing the devastating impact on innocent children through news reports and articles deeply affected both me and my family. At that moment, I felt a strong desire to take action, but I didn't know where to begin. Upon entering high school as a freshman, I was aware that every student had to complete a certain amount of volunteer hours in order to graduate. Therefore, I began researching various local organizations, eventually coming across the Palo Alto League of Women Voters. To my delight, I had the opportunity to get involved in the Gun Violence Prevention Committee. Throughout my time working in this committee, I delved into the significance of gun violence prevention and became aware of the staggering number of individuals affected by this issue. With each new discovery, my passion for advocating against gun violence grew stronger. Today, I am an active volunteer for the League of Women Voters, dedicating my time to a cause that resonates deeply with me. In addition, I have taken the initiative to establish a chapter of Students Demand Action in Palo Alto, as I believe education and outreach are crucial to combating gun violence. In essence, my journey from being a normal high school student to an advocate against gun violence has been life-changing. By participating in the League of Women Voters and starting a Students Demand Action chapter, I intend to raise awareness about the pressing need to prevent gun violence. Through engaging with others and increasing our shared knowledge, I hope to contribute to a safer and more secure future for everyone. Here are ways all of us can help reduce the risk of gun violence in our community: June 2023 Board Meeting Highlights The bulk of the June Board meeting focused on planning for our Board orientation and team- building meeting scheduled for Saturday, August 5. All Board and Off-Board members are encouraged to attend as we revisit our operation building blocks and look forward to improving critical areas of operation. Please reach out to any Board member for details and join us! Approved Motions: To elect Erika Buck to the 2023-24 Nominating Committee. To approve Consent Calendar including May minutes. We will not hold a Board meeting in July. Our next Board Meeting is on Tuesday, August 22. All members are welcome to join the meeting by emailing contact@lwvpaloalto.org. - Megan Swezey Fogarty, Secretary Advocacy Reports National The Supreme Court issued two important decisions strengthening voting rights. LWVUS filed amicus briefs in these cases, blocking attempts by state legislatures to use partisan or racial gerrymandering to violate the Voting Rights Act and state constitutions. Moore v. Harper involved a claim that the North Carolina legislature could— entirely free from state judicial oversight—draw congressional districts which gave one party an advantage based on party affiliation, violating the state constitution which guaranteed “fair and free elections.” The Supreme Court rejected that claim, holding that state courts did have the right to review what the legislature had done. The Court reinforced the long-held rule that state legislatures regulating federal elections are bound by checks and balances in state constitutions and enforced by state courts. This decision will be important in a case filed by the LWV of Utah and Mormon Women for an Ethical Government challenging Utah’s gerrymandered congressional voting map and asking the court to reinstate Prop 4, an initiative prohibiting partisan gerrymandering. The Utah Supreme Court will hear this case on July 11. In Allen v. Milligan, the LWVUS, LWV of Alabama and allies filed an amicus brief supporting a lower court ruling that Alabama must create a second Black congressional district in compliance with Section 2 of the Voting Rights Act. LWVUS argued that Black Alabamians in Mobile and an area named the Black Belt constitute a community of interest which has been deprived of their right to elect candidates of their choice, representing their interests. The Supreme Court’s ruling held that lower courts correctly found that Alabama’s maps diluted voting power based on race, reaffirming the crucial role of Section 2 of the Voting Rights Act. Local Stacey Ashlund, chair of LWV Palo Alto’s Gun Violence Prevention Committee, spoke to the City Council in favor of an emergency ordinance establishing gun- free areas in the city, including government buildings and schools. LWV Santa Clara County Council plans to begin work on updating its housing position by incorporating LWV San Diego’s Housing Action Policy, which was based on extensive input from regional planning experts. Lisa Ratner, Advocacy Chair of LWV Palo Alto, hopes to lead the effort. Hilary Glann, chair of LWV Palo Alto’s Natural Resources committee, helped plan a successful June 15 citizen education event on the link between reducing greenhouse gas emissions and allowing infill housing. - Lisa Ratner, 2nd Vice President and Advocacy Chair Climate Calls Persuading People to Take Climate Action: The Words We Use Matter By Hilary Glann I recently had the pleasure of speaking with Gretchen Engbring, Sustainable Behavior Change Program Manager in Stanford’s Office of Sustainability. Gretchen develops programs to help Stanford students and employees adopt more climate-friendly actions. Our topic: how to convince residents to take climate actions. Gretchen provided tips for creating more persuasive messages, not just for climate actions, but for any behavior change. 1. Talk about what you gain rather than what you lose. For example, when you switch from a gas to electric stove, you gain health benefits, more control when you cook, and easier clean-up. 2. Watch out for ‘argument dilution.” My instincts are to overwhelm any opposition by providing ten reasons to buy an EV, or six reasons why a heat pump water heater beats a gas water heater. But apparently, arguments “average out” rather than adding up, so use fewer, better arguments. 3. Use “social proof” to persuade. When we are uncertain how to behave or react, we look to other people for answers. This is why testimonials from people like us are powerful, especially when we are thinking about making a change to something we don’t fully understand. This is the behavioral science behind EV Expos—you talk to another EV owner about their experiences. 4. Deliver the message at the right time. People are a lot more open to battery backup solutions right after they’ve lost electric power; concern about climate change is typically higher during heat domes or wildfires; people get interested in EVs when gasoline prices skyrocket. When possible, connect your messages to something currently going on in the world. 5. Don’t validate the fear when you try to address it. Don’t say “When you buy an induction cooktop, you need to use a pan that a magnet sticks to, but don’t worry; there are lots of new pans available.” Instead say, “Any of your pans that a magnet sticks to will work on an induction cooktop, and you can buy a $20 induction adapter so your aluminum, all- copper, or glass cookware will also work.” Visitors to a June EV Expo in Los Altos show their enthusiasm for Hyundai Ioniq 5 EV. EV Expos are an example of ‘social proof’ that helps people feel comfortable about switching to an electric vehicle. So whether you are talking about taking action, registering to vote, or supporting local housing, think about how to use these tips to make your words more persuasive. Terman Park is truly vital to our community, in the true sense of this word. It is indeed necessary to maintain and protect life, not just because it supports a more natural and healthier life style, but also because it increases safety and provides us with escape routes in case of a life-threatening emergency, both for GreenAcres 1 residents and surrounding neighbors and for the students and staff at Fletcher Middle School. Safety is an everyday concern for Fletcher Middle School parents. I invite you to come to GreenAcres I on a school day and count the number of cars dropping off or picking up kids near the gate between Glenbrook Drive and Terman Park. For parents, it is the safest way for their children to walk to school withoutwalking on Arastradero... (and most likely also for them to avoid the traffic and congestion on Arastradero and at the school drop-off lanes...). Safety is also important for our own residents, young and older, who can bike or walk to go to school, to the San Antonio shopping center, to downtown Los Altos, or toanywhere in between, while using only low-traffic paths or streets. Emergencies can happen in all kinds of situations: - Natural disasters affecting GreenAcres 1: As the NPC, I have to envision whatclose-by open area I could use for triage in case of a natural disaster. The only viable option for us is Terman Park. The next "option", Juana Briones Park, would require dragging injured (or worse) bodies across a road as busy as Arastradero, a definite no-go....- Disaster along Arastradero: if Arastradero is blocked, our community is stuck, landlocked, with no alternative, unless we can use the Terman path and park, which is another reason why it is so important for us to keep their access open at all times.. - Emergency affecting the school: Should some emergency occur at or around theschool, it seems important for the students and staff to have more than one possible escape route; Once the school closes off what is now known as Terman Park, those options will disappear for them too... The City of Palo Alto and other jurisdictions should not advocate for its use and stop using the same and remove artificial turf from all publicly fundedlocations. There are private homes in Palo Alto extensively using artificial turf in their backyards.I have no doubt these homeowners were told they were making good water-saving decisions. Rebates for destroying open space??? That is crazy. Public agencies and commissions such as the architectural review boards, the planning departments, the City Council, Board of Supervisors and Water Districtshould inform themselves, and then reach out to homeowners, their landscapers, local architects and others to help them to understand the environmental degradation arising from their use of artificial turf and its impact on the environment. Our normally environmentally wise City has advocated and invested in promoting changing grass lawns into natural habitats, including wildflowers and native plants, for the good of the community. So why do we have artificial turf on soccer fields which only benefits Monsanto and its ilk and not the players or nature? Whatever water usage or grounds-keeping servicesyou may be saving, that cost isn’t as costly as the loss of greenery to the birds, bees, bugs and air quality (or injuries to players). Returning artificially turfed lands to a natural state, whether grass for soccer ornative plants or native grasses to replace lawns: (a) helps our insects and birds which are so much in trouble,(b) counters carbon-increase, (c) eliminates these new impervious surfaces and the chemical gasses and debris running off the wearing-out turf and thus removes this new source of water pollution and resulting water-runoff which floods nearby streets. Thus eliminating turf is a lot healthier choice for our community as well as the environment. The parkwhere our kids play in the evenings-- basketball, baseball and run all over the field! It's safe and can be walked by elders and toddlers alike. It is a place where we holdconversations, walk and bike to the trail that connects Los Altos and Mountainview. I can't fathom the impact it will have on the joy and meaning this place has been giving us.. I hope that you do not take this lightly and the emotional impact it is having on us. Recently we had a summer event on these grounds where all generations mingled. We stand on the giant shoulders of our predecessors and it was such an enriching experience for ourchildren to learn and play. We had a book exchange and it was just such a healing experience after the turmoil of the pandemic. Equal Justice Society web banner California Reparations Task Force Unveils Comprehensive Final Proposals to the Legislature Regarding Reparations for African Americans All of us at the Equal Justice Society congratulate our President Lisa Holder on the completion of her two-year term on the historic California Reparations Task Force, which is holding its final meeting now, and the release of its final report and recommendations for redressing the historical atrocities perpetrated against African Americans in California. Lisa was appointed to the Task Force by Gov. Gavin Newsom following his signing of AB 3121, authored by then-Assemblymember Shirley Weber to establish a task force to educate the public about slavery and its history and pernicious aftereffects in California and make recommendations on how the state could provide reparations. The California Task Force to Study and Develop Reparation Proposals for African Americans was the first initiative of its kind by a state government. It spent the past two years documenting how enslavement and its enduring legacy of systemic racism cemented structural inequality. The Reparations Task Force’s final report identifies methodologies for calculating reparations payments to the community of eligibility— descendants of a chattel enslaved person, or descendants of a free Black person living in the United States prior to the end of the 19th Century; and recommends to the Legislature, for its adoption, numerous policy changes directed at redressing each and every aspect of the atrocities perpetrated against African Americans, as well as, a formal apology, and a standard curriculum to help make the history of African Americans as well as the Task Force's findings and recommendations, accessible to people of all ages. Other components of the report include a survey on the implementation of the California Racial Justice Act, a detailed compendium of state and federal laws and cases impacting the rights of African Americans, and a robust community engagement process undertaken at the direction of the Task Force. Enacted on September 30, 2020, AB 3121 tasked the Reparations Task Force with studying the institution of slavery in the United States – including the keeping of enslaved persons and enforcement of “Fugitive Slave Acts” in California – and how those actions and structures put in place during the enslavement period and thereafter resulted in a system that relentlessly subjugated African Americans. The report traces this through California’s history into the present and both details the ongoing adverse impacts on living African Americans and presents numerous ideas for policy changes designed to begin the process of repair, with special attention to addressing the specific injuries to descendants of individuals enslaved in the United States. The final report consolidates months of hearings, expert testimony, public comments, witness statements, and an array of records and materials submitted to the task force. The report is organized as follows: Part I details the history of how, 158 years after the abolition of slavery, its badges and incidents remain embedded in the political, legal, health, financial, educational, cultural, environmental, social, and economic systems of California and the United States. Part II discusses the international framework for reparations as established by the United Nations, which requires compensation, restitution, rehabilitation, satisfaction, and guarantees of non- repetition. Part III offers recommendations as to how the State of California should apologize for the state’s perpetration of gross human rights violations against Africans who were enslaved and their descendants. Part IV sets forth methods for calculating some aspects of monetary reparations to address: (a) health disparities, (b) disproportionate African American mass incarceration and over-policing, (c) housing discrimination, (d) devaluation of African American businesses; (e) unjust property takings by eminent domain; and (f) labor discrimination. Part V delineates a broad set of more than 115 recommendations to the Legislature for critically needed law and policy reforms to address and redress the harms set forth in Part I and support the other recommendations in the Report. Part VI discusses the results of the DOJ’s survey regarding the implementation of the California Racial Justice Act, which could offer a potentially powerful tool for rooting out and addressing bias in the criminal justice system, including charging decisions, convictions, and sentencing. Part VII includes a report commissioned by the Task Force intended to give the community voice in the conversation concerning reparations, including through listening sessions, collection of personal testimonies and oral histories, and a statewide survey. Part VIII sets forth the Task Force’s recommendation that the Legislature adopt a standard curriculum centered on the Task Force’s findings and recommendations and that the Legislature fund the development and implementation of age-appropriate curricula across all grade levels. Reverend, you also know that it was Judge LaDoris Cordell, as Mark pointed out, who recruited me to run for this position and who remains one of my most respected, admired and valued mentors. You, Judge Cordell, Aram James, and I (along with many others) have been involved in important and life-improving community actions in Palo Alto, and through our shared values, goals and actions, we have become friends. I also appreciate and am grateful for your commitment to the womxn's rights movement, and our shared support in particular for better opportunities and equity for women of color, especially African American women who, among other things, have been at the forefront of the true (inclusive) womxn's rights movement. I am proud of our shared efforts towards justice. That said, I fear that you may have misread some my language, possibly due to my own lack of clarity. For example, when I refer to the male CEO and the male Chair, I refer to different individuals via the relevant dominant status they have in common: their dominant sex and gender (and sexual orientation and religion). It is important and relevant to point out that the positions of greatest power, prestige, and pay are all held by men at Valley Water -- CEO, Chair, and District Counsel (the CEO being the highest paid and the Chair being the most powerful). For purposes of anti-discrimination analysis, it is of essential relevance what classification holds the power, as it is almost never the case that the lower-status groups can, as a matter of law and fact, discriminate against those in power of the dominant class. You know from life experience, as well from books like White Fragility​, that the dominant class sometimes does not perceive or recognize their privilege, and as such, they often view experiences that differ from their belief in an equal status quo as direct attacks (e.g the perception that being called a racist is worse than actual racism, similar to the perception that being pointed out one's gender bias is worse than the harm caused by unconscious bias against women). This is where training can be extremely useful and powerful, and is why I continue to ask for better training for the Board and the District's top leadership. Most importantly, Reverend, you know that I am not the ringmaster here. If I were the ringmaster, and/or had ay power in this organization (which I do not), I would: 1. I would end the expensive reverse discrimination investigation inquiry against me. I have complied with all document and public records act requests in full, and nothing has been found. Now Valley Water is leveraging similar discriminatory tropes and narratives against me, referencing long-held views about a "woman's place," and referencing language that many consider to be heterosexist and anti-semitic (I can point them out to you by phone if you like. I enjoy our conversations discussing these types of matters, which often are visible only to the victim of discriminatory attacks). 4. I would immediately fulfill the Board's (and top executives') obligation for gender equity training, which is greatly overdue. 5. I would hire a third party consultant to recommend long- overdue remedial measures to address the systemic issues pointed out in last October's investigation about my predecessor and the problematic culture that enabled his behavior to go on for 7 years without consequence. 6. I would ban the use of anonymous email ad hominem attacks. Disagreement is always welcome but bullying (especially by anonymous trolls) is not. The lack of any objection to these trolls (and rather, the continued amplification of troll harassment) has fueled the fire. Just now, Mark Weiss, an ordinary citizen and a respected community member, was attacked by this troll. That is shameful. There are no adults controlling the children here. 7. We are a legislative body, not a cheerleading squad, and just like Congressional Democrats often disagree with the President, and state lawmakers often disagree with the Governor, such disagreement is a healthy and necessary part of a democracy. Our President and Governor do not complain that disagreements are personal attacks, which is expected of adults in positions of power. Those in power - chairs of every committee in addition to the Board itself - must be required to listen to those beneath them, which does not happen as much as it should. On a personal note, Dick Santos and I are a great example of positive relationship-building high-integrity behavior. We sometimes disagree with each other, but we have developed a relationship of mutual respect, where we listen to each other and learn from each other. I am proud of our shared efforts towards justice. That said, I fear that you may have misread some my language, possibly due to my own lack of clarity. For example, when I refer to the male CEO and the male Chair, I refer to different individuals via the relevant dominant status they have in common: their dominant sex and gender (and sexual orientation and religion). It is important and relevant to point out that the positions of greatest power, prestige, and pay are all held by men at Valley Water -- CEO, Chair, and District Counsel (the CEO being the highest paid and the Chair being the most powerful). For purposes of anti-discrimination analysis, it is of essential relevance what classification holds the power, as it is almost never the case that the lower-status groups can, as a matter of law and fact, discriminate against those in power of the dominant class. You know from life experience, as well from books like White Fragility​, that the dominant class sometimes does not perceive or recognize their privilege, and as such, they often view experiences that differ from their belief in an equal status quo as direct attacks (e.g the perception that being called a racist is worse than actual racism, similar to the perception that being pointed out one's gender bias is worse than the harm caused by unconscious bias against women). This is where training can be extremely useful and powerful, and is why I continue to ask for better training for the Board and the District's top leadership. I am changng the subject from hydrogen here. These are EVs,not H FCVs, and they charge by induction. "Plugless" was an early maker of the chargers. You have a unit on the wall of your garage and then a small cabled unit on the garage floor- you see it here. You drive over this unit and the car starts changing automatically, if you wantit to. You'd need a coil to act as a receiver on the underside of the car. You position one coil over the other one and charging begins. No handling of a charging cable at all. (In an ad, theycalled that a "muddy charging cable in a lightening storm"). Just get out and go in the house. Plugless Customer Story - RicksTesla Charges Itself - YouTube A huge player in this was Siemens, and they put out great vids ~2005 showing inductive charging going on all over the place with EVs. One showed a line of cabs at an airport, andthey are all charging as they wait in line. They showed a downtown area, in Deutschland, por cierto, and you see someone drive up, park and walk away. The car starts charging. Youwouldn't get fully charged there due to current batt. tech, but you would find when you returned that you had more range than when you left the car. Your car would identify itself when you drive up over the charging coil and the cost of the e-your car takes on would appear on your monthly electric bill. SURELY we have tech to do that.You'd need massive encryption to prevent thieves from charging their car and you gettingthe bill. With this tech. proven, why are we spending billions now of fed. money to build millions of charging stations for EVs? It would be smarter to spend the money on the in-ground coilsand related equipment and rebates to car buyers who had the system installed in their cars. Or just mandate the receiving equipment in new cars sold in the US. The feds are into H big time: Here on June 5, 2023, DOE and DHS and Army Corps announce a H FCV prototype that isa rescue vehicle. "H2Rescue", they call it. It is a H powered FCV, "an emergency relief vehicle that can provide power and water to disaster mitigation sites for up to 72 hours". Start watching this at nine minutes and watch to 25 minutes. You can stand 16 minutes ofit. You see here that the federal government is really into H. You hear the feds talk about "microgrids", "regional H hubs", "A generous Production Tax Credit for H". Just when the auto makersare spending billions on better batteries and the production of them, and are churging out EVs, hydrogen is coming on big time. GM and Toyota, and Tesla to some extent, are talking aboutH powered vehicles. EVs help reduce GHG emissions, as will FCVs. I think the federal govenment should support a blend of the two by funding both EV and FCV fueling stations.Big federal and State incentives for consumers to buy both should be in place. It seems that we are going to travel along a dual path for a while in reducing vehicle GHG emissions. That isalright. The two don't conflict with each other or cancel each other out. WRT EV charging stations, the widespread adoption of inductive charging tech will slowly reduce the need for those, but only slowly. No huge problem if it does. Read on. I can see how the e- "pumps" at EV charging stations could be converted to H pumps as Hincreases as a proportion of vehicles on the road. As we build thousands of EV charging stations we should configure them for the addition of H fueling later. Build a building forhydrolyzers and pipes to get the H out to the pumps. Both EV and FCV "charging" stations are going to require a big increase in the supply of e- from the grid. That is where the SNRs are going to be essential. The one National Lab in Idahocharged with testing and perfecting these should get the funding it needs. It has a critical task. If more than one Nat. Lab. could speed up development, they should be engaged. The ultimate energy answer will be fusion. Five National Labs and most of NASA shouldprobably work on perfecting and downsizing it. Summary: A seven year resident, disabled senior, her daughter & 2 year-old grandson are currently evicted for non-payment of rent. Grandma had her car impounded in December and it took $700 or all of her paycheck to get it out so she could continue to work at a care home. She has been attempting to work w Life Moves who has been in-affectual at best. Not returning calls, message machine full, and a paperwork, run- around by the case worker there for a shelter bed, and/or money to pay back rent. Remember she's disabled. She and I are meeting at 12:30 at 2500 Mayfield Place in the courtyard to get a hold of Legal Aid and Project Sentinel. Help is needed for her. This is the same woman that was willing to speak to the Palo Weekly back in January yet the weekly dropped running the story. Not only are evictions occurring at this very low income complex 100 percent tax credit building -- an agreement between Stanford and Palo Alto -- there are stationary horrid recycling bin overloads with appliances, furniture, food, yard waste, clothing, mattress' spilling out. Programs to keep us on track for employment or printing or writing résumé's are lacking and are non-existent with non working computers and no access to a copy machine or community room, or Internet. The property has been put on a 24 hour notice by city code enforcement to rid the rubbish and clean them out. It's unsafe unhealthy. As well trash shoot doors are broken and often cannot access because of doorway decree Too there are gas powered edgers and lawn mowers starting up at 7:45 weekly. There is no teen programming or sufficient onsite tenant support services. The manager does not have regular office hours posted . Both the manager & property maintenance reside onsite. Families are: Being served without warning, lease violations for such things as skateboarding off the property, little kids riding trikes & small scooters in an enclosed safe from cars area. Tenants rents are being raised yearly by 11%, mounds of paper-work for long time tenants recertification -- even when nothing has changed. Extraneous unreasonable pages of forms (not necessary and confirmed to me by the State Tax Credit Commission) to tenants places of work, job sites and bosses, even when other affidavits are acceptable for tax accreditation. Again this is the fifth property manager in 7 years, she denied us much needed Palo Alto Christmas Bureau checks in Dec 2021 when we'd been receiving them for years. These much needed funds and two days later, 3 day pay or quit notices were placed on most families doors. Management is known to knock on doors without notice threatening lease violations. broken fire hazard stoves, where God forbid if there was a fire, escape by a window is 4 feet off the floor. Refrigerators are cracking and breaking, floors are buckling, counters are coming away from the walls.
