MEETING MINUTES for SEPTEMBER 22, 2009
I) Call to Order:
The September 22, 2009 Recreation & Parks Commission meeting was called to
order at 5:10 p:m. by Vice Chairperson Gutierrez.
II/III) Invocation & Pledge:
The Invocation was led by Commissioner Daniel Salazar and the Pledge of
Allegiance was recited by Commissioner Lucy Hernandez.
IV) Roll Call: Present Absent
Vice Chairperson Gutierrez. Chairperson Wood
Commissioner Hernandez
Commissioner Salazar
V) Agenda Posting: The Agenda was duly posted for the September 2009 meeting
as prescribed by the Brown Act.
VI) Approval of Past Minutes: Vice Chairperson Gutierrez called for a motion to approve
the minutes for the Recreation & Parks Commission meeting held on August 25,
2009. Commissioner Salazar motioned for approval of the minutes. Commissioner
Hernandez seconded the motion. All Commissioners voted in favor to approve the
minutes and the motion is passed. Ayes: 3 Noes: 0

IX) Scheduled Matters:
A. Burke-Ham Park
• Grand Opening Comments
Vice Chairperson Gutierrez is happy that the Burke-Ham Park is finally
open. It's really exciting to see a lot of people coming out to explore the
plants, trees, and amenities in the park. She stated that she thinks we
have a good park. Mr. Mark Flores, Deputy Director of Recreation
stated that the park is due for a mowing but the City hasn't purchased
equipment yet.
Commissioner Hernandez also stated that she loves the park and the
green grass; she hopes it stays that way. She was impressed by the
number of people in attendance at the Grand Opening of Burke-Ham
Park. She asked if cameras will be installed at the park and was
informed that there is one camera in the park and more will be installed
in the future. Mr. Flores stated that the whole park can't be viewed at
the same time.

• Park Recommendations
Commissioner Salazar stated that he's seen adults playing softball on
the diamond at Burke-Ham Park. Signage is needed signifying only
certain ages may use the park but then residents will start complaining.
He stated that the park is being infiltrated by Soccer; he saw adults
scrimmaging. Mr. Flores stated that the park was being used for a
family event.
Park Recommendations - Mr. Flores stated that he received a letter in
February about no dogs being allowed in the new park. He did some
research and found an old City Ordinance stating that it's o. k. to bring
dogs into City parks but they must be on a leash. Commissioner
Hernandez stated that Hollydale doesn't allow dogs in the playground
area. Mr. Flores stated that some Council Members are dog owners
and two of them live within one block of Burke-Ham Park. They will
most likely want to walk their dogs in the park. They have already been
approached by patrons complaining that dog owners are not picking up
after their dogs. Commissioner Salazar stated that the City Council
wanted "doggy-doo" stations in the park but they would be vandalized.
In a perfect world people would be responsible for their dogs. Mr.
Flores asked the Commissioners to make a recommendation to
present to the City Council. Vice Chairperson Gutierrez stated that
children are all around the park and they could get sick. Commissioner
Hernandez stated that she mostly sees Chihuahua and Pit Bull breeds
in the park. Mr. Flores asks what recommendation they would like to
make regarding dogs in the new park. Commissioner Hernandez
suggested one day out of the week with guards and clean-up required.
Mr. Flores stated that patrolling will be easier for atwo-day period.
Commissioner Hernandez stated that she doesn't own dogs
Commissioner Salazar suggested allowing dogs in the park but
imposing very stiff consequences if owners don't clean up after them.
Vice Chairperson Gutierrez and Commissioner Salazar agree that
there should be no dogs allowed in the park because children can
become ill. Mark asks for their final and official recommendation to
City Council. Vice Chairperson requested that a motion be made that
no dogs be allowed in the new park. Commissioner Salazar made a
motion. Commissioner Hernandez seconded the motion. All
Commissioners voted in favor to approve the recommendation to City
Council and the motion is passed. Ayes: 3 Noes: 0
X) Staff Reports:
A. Facility Usage Report (Attached for review) -Bateman Hall staff is working on
marketing the Bateman Hall facility to local businesses for their corporate
meetings and workshops.
B. Current Programs/Activity Report - Mr. Mark Flores announced the following:
• 9/26/09 -Art Unveiling (Bronze Soccer Statue) in Lynwood City Park
• 9/29/09 -Ethics Training for Commissioners - 3 p.m.-7 p.m. -Bateman Hall
All Commissioners are required to attend training every 2-years.
Staff Reports: Continued
9/30/09 -State of the City Address - 5:30 p.m. @ Bateman Halll
1013/09 -Weight Loss Challenge - A 12-week challenge was approved at
the last Council meeting. Team Prize is $4,000 -Individual Prize is $1,000.
Weigh-in will take place every Saturday at Burke-Ham Park. If a weigh-in
is missed it counts as no weight loss. If you're a no-show a $2.00 fee must
be paid at the next weigh-in. The cost to enter is $24 per person or $8
.plus $2 at every weigh-in. Cardio Moves by Betty will also be offered at
the park for $4.

Vice Chairperson Gutierrez - No comment
Commissioner Hernandez -She loves the men's basketball program. It's
bringing revenue to the City. Mr. Flores comments that the economy is having
an impact on registration.
Commissioner Salazar - No comment
XII) Adjournment:
The meeting was adjourned to the next regularly scheduled meeting to be held at
5:00 p.m. on October 27, 2009 in the Lynwood City Hall Council Chambers.

SUBJECT: AMENDMENT TO THE PARKS AND RECREATION
COMMISSION AGENDA FOR 10/27/09
Please amend the agenda for the October 27, 2009 meeting of the Parks and
Recreation Commission to include the discussion of Water Well 22. The
meeting is scheduled to be held at 5:00 p.m. in the Lynwood City Hall Council
Chambers.
Ken Putnam, Consultant to the City of Lynwood, along with Jose Molina, Utility
Services Manager in the Public Works Department will discuss Water Well 22.
