ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz*, Spencer, Spicer, Wiseman, and Wright Absent: None *Participated virtually. ADOPTION OF THE AGENDA Councilmember Spicer motioned and Councilmember Lester seconded the motion to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Recognized JC Parks Maintenance Team – Ryan Dudenhoeffer, Cody Moore, Zac Baladenski, Ryan Sullens, and Logan Shea - for Winning the Missouri Park and Recreation Association Maintenance Rodeo (Mayor Fitzwater and Parks Director Aaron Grefrath) b. Recognized Police Communications manager Angela Stiefermann for Receiving the George Major Trainer of the Year Award (Mayor Fitzwater and Chief Eric Wilde) c. Presented a Proclamation to Serve Jeff City and Mission JC, Declaring April as “Service Month” (Mayor Fitzwater) d. “Fair Housing Month” Proclamation Presented to Denise Pittman, President, Jefferson City Area Board of Realtors (Mayor Fitzwater) e. Denise Pittman Presented the Jefferson City Area Board of Realtors “Fair Housing” Poster Contest Winners OPPORTUNITY FOR PUBLIC COMMENT There was no public comment at this time. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. 2 REGULAR COUNCIL MEETING, APRIL 1, 2024 PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Shiela Pearre, Director of Finance and I.T. presented the April Financial Update. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – The April 3rd meeting has been cancelled. • Finance Committee – It’s unlikely there will be an April meeting. Chair of the Committee, Councilmember Hensley’s term on City Council will end on April 15th. • Public Safety Committee – The next scheduled meeting is April 25th, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is April 11th, 7:30 A.M. in City Council Chambers. CONSENT AGENDA a. Minutes of City Council Meetings: March 18 and March 20, 2024 b. Declaring Certain City-Owned Personal Property Surplus and Authorizing Disposition by Sale through Auction – Police and Public Works Vehicles c. Authorizing Change Order #1 with Premier Demolition Inc. for Additional Demolition Items at 102 N. Chestnut St. in the Amount of $64,285 d. Authorizing Change Order #1 with Horner and Shifrin, Inc. for Indian Hills Pump Station Design in the Amount of $48,070.34 MOTION: Councilmember Wiseman motioned and Councilmember Lester seconded the motion to approve the above items on the Consent Agenda. FOR THE BIOSOLIDS IMPROVEMENTS PROJECT. At the request of City Staff and with no objection, Councilmember Spencer requested the bill remain on the informal calendar. 2023-085 sponsored by Councilmember Spencer AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $14,285,100 PRINCIPAL AMOUNT OF THE SEWERAGE SYSTEM REVENUE BONDS (STATE OF MISSOURI-DIRECT LOAN PROGRAM) SERIES 2024 OF THE CITY OF JEFFERSON, MISSOURI, FOR THE PURPOSE OF IMPROVING THE CITY’S SEWERAGE SYSTEM; PRESCRIBING THE FORM AND DETAILS OF THE BONDS AND THE AGREEMENTS MADE BY THE CITY TO FACILITATE AND PROTECT THEIR PAYMENT AND PRESCRIBING OTHER RELATED MATTERS. RESOLUTIONS RS2023-53 sponsored by Councilmember Hensley A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO ENTER INTO AN AGREEMENT WITH SHI TO PURCHASE OFFICE 365 USER LICENSES Shiela Pearre, Director of Finance and I.T. presented the resolution. Councilmember Lester motioned and Councilmember Ahlers seconded the motion to adopt RS2023-53. The motion passed by the following roll-call vote: 5 REGULAR COUNCIL MEETING, APRIL 1, 2024 Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None NEW BUSINESS There was no new business at this time.
