MEDINA CITY COUNCIL MEETING MINUTES OF DECEMBER 20, 2005
The City Council of Medina, Minnesota met in special session on December 20, 2005 at
6:12 p.m. in the Hamel Community Building. Mayor Workman presided.
I. Call to Order
Members present: Weir, Workman, Cavanaugh, Smith
Members absent: Brinkman
Also present: City Administrator Chad Adams, Police Chief Ed Belland, Public
Works Director Jim Dillman
II. Personnel Policy Discussion
Adams outlined some recommended changes to the personnel policies including the
personnel record, vacation, sick leave, and retirement health insurance program.
Discussion occurred on the amount of vacation time and personal time off for
Department Heads. There was consensus that the City Administrator could use discretion
on the personal time off, including a full -day of personal time off.
III. Hamel Water System — Rates and Fees
Adams provided an overview of the current growth analysis and alternative growth
analysis. Staff will be recommending no change in the 13% user rates for 2006, which is
consistent with last year's analysis.
IV. Adjournment
Moved by Weir and seconded by Smith to adjourn the meeting at 6: 55 p.m. Motion
passed unanimously.
