ORDINANCE NO.60-2014
A GENERAL ORDINANCE REPEALING CHAPTER 78 (MOPEDS
AND POCKET BIKES) OF THE RICHMOND CITY CODE
WHEREAS, On March 15, 2010, the Common Council of the City of Richmond, Indiana, passed Ordinance
No. 8-2010 to create Richmond City Code Chapter 78 (Mopeds and Pocket Bikes), which Code
Chapter was effective as of May 1, 2010; and
WHEREAS, On March 27, 2014, House Enrolled Act No. 1343 was signed by the Governor of Indiana, which
Act pre-empts local regulation and jurisdiction of motor vehicles commonly known as mopeds,
scooters, and/or pocket bikes; and
WHEREAS, House Enrolled Act No. 1343 will take effect on January 1, 2015; and
WHEREAS, It is in the best interest of the City of Richmond, Indiana, that Ordinance No. 8-2010 be repealed
in its entirety and that Richmond City Code Chapter 78 (Mopeds and Pocket Bikes) be repealed
in its entirety and that said repeals take effect on December 31, 2014 prior to the effective date of
House Enrolled Act No. 1343.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that Ordinance
No. 8-2010 and Richmond City Code Chapter 78 (Mopeds and Pocket Bikes) are each repealed with the effective
date of the repeals to be on December 31, 2014.
Passed and adopted this Z- day of 2014, by the Common Council of the City of
Richmond, Indiana.
