A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING THE CONTRACT TO MUNISERVICES, LLC FOR UTILITY
USERS' TAX COMPLIANCE AUDIT SERVICES
WHEREAS, Utility Users' Tax Compliance reviews are a specialized area
of auditing and only few companies have the experience and capacity to perform
these audits; and
WHEREAS, the City desires to generate revenue that would allow the City
to recover revenue owed to the City due to underpayment and/or corrections of
tax collections of Utility Users' Tax Revenue; and
WHEREAS, the City of Lynwood solicited .bid`s yf r~UtilitgzU'se s'~Tax
Compliance audits on August 4, 2009; and ~~ '
WHEREAS, the City of Lynwood extended the RFP to September 24,
2009 due to the initial low response rate; and
WHEREAS, a panel of Finance Managers held interviews with all bidders
during the week of September 28, 2009; and
WHEREAS; all bidders were evaluated based on specific criteria provided
in the UUT Request for Proposal; and
WHEREAS, MuniSenrices, LLC has more than twenty years experience
and has recovered over $300 million in UUT revenue; and
WHEREAS, MuniServices has various resources including an extensive
database that this firm developed; and
WHEREAS, MuniServices contracts with a well known legal expert who
specializes in UUT, franchise and telecommunications law; and
WHEREAS, Their annual fee will be 0.6% of the City's prior years UUT
revenue, or approximately $36,000 per year.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the contract for the UUT Professional Services be
awarded to MuniServices. LLC.
Section 2. That the Mayor is authorized to execute the said agreement.
Section 3. That this resolution shall become effective immediately upon
adoption.
PASSED, APPROVED AND ADOPTED this 6`h day of October 2009.
