"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH CASTANEDA &
ASSOCIATES TO PREPARE THE CITY'S CONSOIDATED 5-YEAR PLAN
(CONPLAN) AND ANALYSIS OF IMPEDIMENTS (AI) TO FAIR HOUSING CHOICE"
FOR FISCAL YEARS 2010 - 2014
WHEREAS, the City is eligible to receive approximately $2.5 million in
Community Development Block Grant, HOME Partnership and other Community
Planning and Development funds; as an entitleirient'commuriity; and',' t) `'~

WHEREAS, the Department of Housing and Urban Development (HUD) requires
that in order to maintain eligibility as HUD grant receipient, Cities must have a HUD
approved Consolidated Plan consisting of a 5-year Strategic Plan; the Analysis of
Impediments (AI) to Fair Housing Choice, and provide for annual updates through its
Consolidated Action Plan; and
WHEREAS, the City's current Consolidated 5-year Plan expires in June 2010
and the last Analysis of Impediments was conducted in 2005. HUD requires that these
documents be updated during this fiscal year 2009-10 and submittal for approval; and
WHEREAS, the City desires to retain the services of a firm to prepare its
Consolidated 5-year Plan and Analysis of Impediments to Fair Housing Choice; in order
to maintain HUD eligibility to receive federal funding and has advertised and received
proposals for these services; and
WHEREAS, City Council and staff has reviewed these proposals and determined
that Castaneda & Associates is the most qualified firm to prepare the City's
Consolidated 5-Year Plan and Analysis of Impediments to Fair Housing Choice.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS:
Section 1. That the City Council approves the selection of Castaneda &
Associates at the firm's cost of $22,500 to prepare the City of Lynwood's Consolidated
5-Year Plan and Analysis of Impediments to Fair Housing Choice.
Section 2. The Mayor is authorized to execute an Agreement with Castaneda &
Associates approved as to form by the City Attorney.
Section 3. This resolution shall become effective immediately upon its adoption.
PASSED, APPROVED AND ADOPTED this 6th day of October, 2009.
