Mayor Michael called the meeting to order at 7:02 P.M. B. Upon roll call the following were found to be present: Bob Sedlack, Tom Roach, Mark Hammer, Russ Evans, John Lanie II. Resolution 2005 -20- A Resolution Recognizing The Athletic Accomplishments of Andy Weatherford A. Bob Sedlack read Resolution No. 2005 -20 after introducing Andy Weatherford and Coach Michael Schimpf. 1. Motion by Bob Sedlack, second by all, to adopt Resolution 2005 -20, unanimous approval. a III. Public Hearing A. Resolution 2005 -22 - A Resolution Authorizing Additional Appropriations To The Annual Budget 1. Mayor Michael called the public hearing open at 7:14 pm; no comments or questions were presented upon that the public hearing was closed at 7:16 pm. W. Public Petitions and Comments A. None heard. V. Department Reports A. City Engineer — Glen Morrow 1. RFQ out for Franklin Street Phase III, due back July 15, 2005, 2. John Lanie asked regarding wage rate determination on North Jackson Lift Station project. Glen Morrow explained because of the contract amount of the wages will be set and monitored throughout this project. 3. Russ Evans asked regarding Putnam County Youth project. Glen Morrow will meet with them tomorrow. Tom Swenson will be training students. 4. 231 - bypass question from Mark Hammer. Glen Morrow shared that he heard that INDOT has this project on its radar and is still supporting this project. ® B. Fire Department — Bill Newgent 1. Doing inspections at DePauw University at this time. Inspections are going very well. 2. Back room conversion to Training room is now going on. -1- ® 3. John McPherson has picked up more inspections, allowing more training hours for firefighters. C. Park and Recreation — Rod Weinschenk L Monthly report was distributed at this time. 2. Mayor Michael thanked Rod and his staff for all they did to prepare the Park for the 4` of July Celebration and all they did that day. Mayor Michael further thanked all department heads and the committee that made this day such a great community celebration. 3. Rod thanked everyone for all the help received on the 4' of July. 4. Tom Roach asked if there is any chance of getting basketball goals at the Annex. Rod stated he has not asked the Commissioners regarding that. Mayor Michael suggested writing a letter to Commissioners this week. D. Planner — Shannon Norman I . Nothing to add. 2. Russ Evans shared that Locust and Berry fire hydrant is obstructed by a bush. Mayor Michael asked Bill Newgent to check on this. 3. Bob Sedlack asked regarding Cunningham property status. Shannon shared that mowing is being done. Now dealing with IDEM on soil issue; hoping to drop off new site plans soon, perhaps within the next month. 4. Shannon Norman shared with council that she is helping out with Computer Technology at DePauw University with 21 s ` century scholars. E. Police Department — Tom Sutherlin • 1. Asked council to turn to page 2 regarding complaints at the Skate park and within the Park. 2. Bob Sedlack commended Chief Sutherlin in this respect and thanked him and his staff for helping to make the Park and especially the Skate Park a better place. 3. Working to have a booth at the Fair. "Safety Corner" coordinating with other officers in the county. F. Street Department — Paul Wilson 1. Mayor Michael stated that Paul has been very busy keeping up with all the events of the City. Sidewalk project has begun. 2. Discussion on fair parade procedure regarding street closures. a. Suggested that streets be closed to traffic at 4:00 pm for safety of runners prior to race beginning at 5:00 pm. b. "No Parking" on designated streets will begin at 3:00 pm. 3. Working on re- painting Indiana/Walnut Street parking lot spaces. 4. People are still parking in front of Post Office on Walnut Street. Will continue to remind people. May need to step up enforcement. 5. John Lame asked regarding final asphalt overlay in his neighborhood. City has accepted this into the city and needs to be completed. 6. Bob Sedlack asked regarding any negative feedback on recent tree removal on Seminary Street. Paul shared that he has received some. Bob Sedlack stated that he would be glad to work with Paul and talk with • residents regarding any future tree removal. G. Wastewater Department — Mike Neese 1. Mayor Michael shared that she appreciated Mike Neese's assistance in using the Vactor last week during the Water Line break. -2- " H. Water Works  Terry Dale 1. Mayor Michael took this opportunity to thank the Citizens again for their quick response to the water restriction order. Terry thanked everyone and especially City Hall staff for their quick response and phone calls, which he believes, is what saved us from the boil order. 1. City Attorney - Laurie Robertson Hardwick 1. People Pathways received final title search on properties and will proceed on this. 2. Dealing with Personnel issues this month with charges filed against a police officer whom has been placed on administrative leave. Hearing with Board of Works set to begin July 26 at 1:00 pm. Cemetery  Randy Robinson 1. Mayor Michael shared that Randy has issued his request to resign effective August 1, 2005. Mayor Michael stated that the last 12 years and the time that she has worked with him have been wonderful. Mayor Michael publicly praised Randy for his dedication and service to this community; his personal dedication and personal touch have been greatly appreciated. 2. Randy shared that he has taken a lot of pride in working as the Cemetery Superintendant and is proud of the "team" working with him at the cemetery. " VI. Councilor Reports A. Bob Sedlack City Council Scholarship guidelines. (attached) a. Bob Sedlack suggested that this scholarship be removed from the list of Putnam County Community Foundation Scholarship Application. b. Suggested changing name from Michael Rokicki Memorial Scholarship Fund to Michael Rokicki /City Council Scholarship Fund. c. Attach letter to minutes for record of this scholarship. Council accepted these suggestions. L Thanked department heads and everyone for their assistance during Water crisis. Thanked DePauw University for their improvement on South Jackson Street and making recent improvements. C. Mark Hammer 1. Finance committee will meet this Thursday, he will attend. 2. Plan commission postponed. 3. Hometown Greencastle meeting 3 pm on Thursday. D. Russ Evans 1. Echo what Councilor Roach said, shared appreciation to everyone in all they did during the water crisis. " 2. Attended training session with Police Department last month. Very interesting and praised the Police Dept. for their work. E. John Lame 1. No report. -3- " VII. Approval of Minutes A. Regular Session June 14, 2005 1. No additions or corrections, Tom Roach motion, Russ Evans second, Bob Sedlack abstention, motion carried. VIII. General Business A. Approval of City Claims 1. John Lame motion to approve as presented, Mark Hammer second, unanimous approval. B. Special Requests 1. Request to close streets for Fair Parade and Fitness Run. a. Close streets by 4:00 pm and parking spaces on Washington, Indiana from Washington to Franklin, corner of Franklin and Indiana to College, no parking after 3 pm. Darcy will notify businesses i. Motion by Mark Hammer, second by Russ Evans, unanimous approval. C. Mayor's Report 1. Nothing D. Clerk- Treasurer's Report 1. Reported on receipt of Spring Property Tax dollars. o E. Resolution 2005 -21- A Resolution Amending Resolution 2005 -7, A Resolution For Employer Participation in the Pick -Up Of Additional Employee Contributions 1. Washington Street Greencastle, Indiana 46135 Dear Ms. Collins: Thank you so much for your efforts on behalf of the City Council in identifying Toni Lynn Corbin as the 2005 recipient of the Mike Rokicki Memorial Scholarship funded by the Council. From our telephone conversation and from the details in your letter of May 6, she sounds like an excellent choice, and I shared this news with the Council at our meeting on Tuesday evening. I indicated, of course, that this information was confidential and that the official announcement would occur at the awards ceremony on May 20. As you already know, Councilor -at -Large John Lanie will be present at the ceremony and will be pleased to present the award to Ms. Corbin. Also, during the past several weeks we have been working to clarify the terms of this award, and I thought it would useful to put them in written form so that subsequent awards can be made as smoothly as possible. As I understand them, here are our guidelines: l) The recipient must five within the Greencastle city limits. Since this scholarship was originally called the City Council Scholarship and has been funded by contributions from Council members, this requirement seems appropriate. 2) The recipient should have a reasonable need to support her/his entering college. Although this criterion is subjective, we have relied on the advice of high school representatives like you to make this decision, and we are comfortable with that process. 3) The recipient should have very good to excellent qualifications. This particular criterion has not, as far as I can tell, been stated explicitly, but seems appropriate. Certainly, this would be a reasonable way for deciding among several candidates meeting the above criteria. 4) The recipient should, when possible, be an individual who is not receiving other awards. Although this criterion has never been stated explicitly, this apparently has been an understanding for some time, perhaps since the scholarship was established. I think Mike Rokicki would be 0 pleased if we continue this practice. City of Qreencastle City Hall ® One North Locust Street, P.O. Box 607 Greencastle, Indiana 46135 765- 653 -3100 5) Finally, the recipient need not officially apply for this scholarship on the form recently developed by the Putnam County Foundation. In our conversation, you mentioned this and, though I thought it a bit odd, I suppose the reason for this "non- criterion" is the casual way this scholarship has evolved since its inception. Perhaps at some time we might consider making this another criterion, but I will leave that to another day. I hope that I have accurately summed up the key aspects of our attempt to clarify this process. If not, please let me know. Looking over what I have written, I feel a bit sheepish about making so much of such a modest scholarship, but perhaps the $500 award will someday increase and, in any case, should help Ms. Corbin and others offset some of the costs of entering college.
