Jersey accounts for bout 45 percent of New Jersey's state and local tax revenue; and WHEREAS, New Jersey property taxes equal about 5.6 p Tcent as a percentage of personal income, compared with the national average of 3.6 pe ent; and WHEREAS, New Jersey households with incomes in the 1 west 20 percent pay 9.2 percent of their earnings in property taxes compared to the we thiest 20 percent who pay 3.6 percent of their earning in property taxes; and WHEREAS, 5-756 and SCR-68 would provide for a State C nstitutional Convention to convene for the purpose of proposing amendments to the Ne J eesey Constitution and changes to the statutes, which revise the system of propert taxation in this State, to eliminate inequities in the current system of property taxation ensure greater uniformity in the application of property taxes, reduce property taxes a a share of overall public revenue and provide alternatives which lessen the dependen e of local government on property taxes of funding local government services. NOW, THEREFORE, BE IT RESOLVED that the Mayor a d Council of the Borough ofCarteret, County of Middlesex, and State of New Jersey, he by endorse and support S- 756 & SCR-68/ Tax Refoml. And 008 to have a Citizens' CDnvention for We salute the Governor. Likewise, we co=end Assembly Speaker Roberts for all of his efforts to advance the cause of property tax refo . We're disappointed. however. that the Senate Leadership thinks the Legislature should n t be asked to meet in special session this Summer. because it will "need a 'breather' for a onth or two after passing the budget in June." Our property taxpayers are the ones who really ne d a breather. The property tax accollnts for about 45 percent 0 New Jersey's state and local tax reVelllle. New Jersey households with income in the lowest 20 percent pay 9,2 percent of their earnings in property taxes; while the weal hiest 20 percent pay 3.6 percent. This week. we urge all Mayors and governing ody members who are concerned about property taxes to cODtad their State Legislato ,especially their Senators. They should welcome the chance to wrestle with this cbIonic d worsening crisis in a special session, as soon as possible. And they should join as cospon 01'8 of 8-756 & SCR-68. These bills would let the people of New Jersey, the people who pa the taxes, decide whether or not they want a special citizens' convention to recommend, for voter approval, constitutional and statutory changes to achieve and su.stain meaningful prop tax refonn.
