As a long time resident of Barron Park, 51 years, I am finding most distressful that businesses south of Page
Mill/Oregon Expressway on El Camino that service our community are being eliminated.
I speak specially of the closing of Cine Arts Theatre in Palo Alto Square during the Pandemic and not reopening and
be converted a non-entertainment location. It was our go to
movie theatre we always attended.
The conversion of The Fish Market to housing. We have supported The Fish Market since it opened in 1976, and
are going once a week now until it closes September 13.
The conversion of Driftwood Market, Creekside Inn and Ciba’s on that sight. I can remember when it was a
thriving restaurant, Stickney’s, and the motel/hotel a
great servicer for travelers to the Stanford Industrial Park companies. I supported Driftwood Market when it was a
small grocery, and current use Driftwood Deli for their
high quality sandwiches often.
I understand about the state mandate for more housing for Palo Alto, but at the cost of services to we citizens who
don’t live north of Page Mill and Oregon Expressway.
Thus, more and more my sales tax dollars are going to Los Altos and Mountain rather than to my city of residence,
Palo Alto.
I am pleased that you rejected the updated plans by Oxford Group again for the redevelopment of the Creekside Inn,
due to Matadero Avenue a safe entrance/exit for children from
Ventura attending Barron Park School, Gunn High School and Terman Junior High School.

I strongly support the City of Palo Alto making an effort to save the Palo Alto Square CineArts
Theater. We have limited movie options in Palo Alto. If it wasn’t for the Aquarius Theater, we would
not have any movie theater in town that shows current movies. The Stanford theater is nice, but it
shows old films.
We don’t need more office space options, we need more entertainment options in our city.

Dear City Council,
I grew up with the Cine Arts theatre and consider it the most civilized destination on University. You know what toexpect, it feels grand, it always delivers, and it's a part of our history.
It brings a diverse crowd of people to the block, many of whom would not otherwise have a reason to go downtown.I assume this traffic has good implications for the other storefronts as well.
Perhaps converting the theatre to office space is a more profitable concept, but profit should benefit ourcommunity's happiness and fulfillment, and in my opinion this is what we already have with the theatre.

I've never been in LE but you guys have. And, you hinted, in an earlier email, that maybeAndrew Binder’s background in LE is not so stellar as folks here in Palo Alto have been lead
to believe. If you have had personal law enforcement experiences with Andrew Binder, thatbears on this issue and can be shared with folks on this email thread, that would be great.

Dear Mayor Kou and City Council members:
I write today to ask you to finally open up Cal Ave to regular traffic. Except for restaurants, the road closure has caused
problems. First, longtime businesses such as The Cobblery, hair salons, and other businesses have suffered since the street
closed. When they opened their businesses years ago, customers could easily find them and park. It isn’t fair that they are
now suffering because the road is closed. It was supposed to be a temporary closure!
Second, and just as important, is safety. The police will have challenges entering and exiting their new building in our closed
off neighborhood, especially during emergencies. Negotiating our narrow streets was challenging before the road closure.
Evergreen Park has narrow and closed off streets and in Mayfield (south of Cal Ave and bordered by El Camino, Oregon
Expressway and Park Boulevard), if you head west on Sherman, Grant, or Sheridan, you can ONLY turn right on El Camino.
Mayfield is boxed in by the railroad, Oregon Expressway, and by the configuration of El Camino. When Cal Ave was open,
one could easily turn north on El Camino, go west towards SU or the industrial park, or turn south on El Camino. Traffic was
much more efficient and easier. Cal Ave was our safest and most efficient entrance and exit from our boxed-in
neighborhood. With the road closed it is SOOO much harder and more dangerous as everyone tries to maneuver on our
narrow streets.
Safety for bicyclists and pedestrians is worse with the street closed. Almost all of the traffic coming and going is concentrated
onto just a few streets (hence the constant snarl up at Ash and Cal Ave and a crowded Birch Street). I live two blocks away
and I bicycle through Cal Ave every day in every direction. Riding on any of these narrow streets is tricky, but far more
dangerous with the street closed! Closing Cal Ave has pushed traffic onto other streets. Huge delivery trucks headed to the
restaurants and Mollie Stones have to negotiate this Byzantine mess — as well as the buses that serve the train station. This
makes our neighborhood less safe.
Third, cars trying to enter Cal Ave from Ash Street suffer needless delays. Drivers reach the road block and then they must
struggle with a back and forth and another back and forth U-turn to get out of there. There is so little space to turn around.
And, people park at the red curbs next to the roadblocks all the time — making it even more difficult. This causes drivers
needless delays, frustration, and unnecessary car emissions. Why would a shopper want to come to Cal Ave for stores and
services when getting in and out is so awful? We need to make movement as efficient as possible. Closure makes it worse
and hurts our longtime businesses!
Fourth, if you walk down Cal Ave today you’ll see lots of wasted parking. Someone mentioned to me how great — we can
have concerts on Cal Ave. Guess what, we have lovely parks where we can enjoy music and events. Cal Ave needs to
reopen.
Yes, we were lucky that during the Covid crisis the restaurants improvised successfully. Residents have enjoyed dining safely
outside. The closure was to be temporary. It’s now time to consider all aspects of the road closure. Far more than the
pleasure of eating outdoors is at stake. We must open up Cal Ave.

My name is Alex Thayer and I have been a resident of Palo Alto since 2017. My wife,daughter, and I moved here from Sunnyvale (and Seattle before that), and we love Palo Alto!
We dreamed of moving here well before 2017: Our daughter has attended Bowman Schoolsince 2015, when she began as a "junior" (kindergarten) student. Now, though, she's about to
enter 8th grade, which is hard for me to believe because it feels like only yesterday when wewould walk along the Los Altos/Palo Alto bike path to school. I have attached a photo from
2016 that shows how much my daughter and I both loved taking the "long way" to school.
Before we lived in Palo Alto, that bike path was the best part of my day. I always take mydaughter to school; we would drive to the Los Altos path entrance and then my daughter and I
would walk the rest of the way to Bowman. Well, I would walk and she would ride on myshoulders! She loved being able to see all of the trees, the houses, and the changing seasons as
we took the walk throughout the academic year. On the best days it would rain, whichreminded my daughter of living in Seattle. Or there might be acorns to pick, or water in the
creek. We'd see other people on the trail, biking or walking dogs or just strolling. Sometimeswe walked with other Bowman families or teachers, which was always fun since Bowman is
such a terrific community of families and staff members! Now that my daughter is older, sheand her friends use the same path to visit the Sweet Shop in Los Altos, or to walk over to
Teaspoon on San Antonio Road. But the parents of younger Bowman students still use thatsame path to make their own memories, much like the photo I attached of my daughter and I.
I treasure those times when my daughter was younger and I could still carry her on my
shoulders. She's almost as tall as I am now, which is terrifying and exciting! It's hard toimagine losing access to the creation of these memories, losing the chance to have that
valuable time with my daughter before she went to school and I went to work for the day. Ihope you will consider retaining the Terman Park open space in its current form, and with the
current amount of access for the entire local community. There are so many reasons why it's abetter plan to keep the open space for the community to use. This note represents just one of
many reasons.

28 years ago I was one of several parents who sat around a picnic table in Palo Alto to
begin discussing the establishment of a new non-profit, K-5 Montessori School in Palo Alto.
That school became the Children’s International School (CIS) and was located at the
Cubberley Community Center for its first 10 years in operation.
Much has changed since that time. CIS is now called the Bowman School. From 13
original K-5 students it now has over 200 students ranging from Pre-K through the first year
of high school. From renting our first classrooms at Cubberley, we now own Bowman East
(4000 Terman Drive) and recently built and occupied Bowman West (683 Arastradero
Road). From our early dreams the Bowman School has now become recognized as one of
the premier Montessori schools in the U.S. Foreign visitors abound.
There is one major attribute of Bowman School, however, that has NEVER changed from
its beginning. The school has always focused on being considered a valued member of its
neighborhood and community. From our early days when our parents helped Mayor Lanie
Wheeler and other past City Council members paint the outside of Cubberley, to more
recent days working with the Green Acres I and II and Barron Park neighborhoods to
design and develop Bowman West, the school has always worked to build and maintain
positive relationships within our neighborhood.
Terman Park is an integral part of our neighborhood. Many neighbors consider Terman
Park the very heart of the community. The Bowman School, too, considers Terman Park an
integral part of our school’s life and educational program. Compliant with the City’s wishes
when we built Bowman West, many of our students currently commute to Bowman daily on
their bicycles using the park trail. Our teachers walk in the park for exercise and general
well being before and after school and lunch time. Our students participate in a host of
hands-on STEM learning experiences each week in the park and creek. They also use it for
free play and sports activities. Our Board and staff at Bowman count on our students
accessing Terman Park in the most expedient and safe ways possible to provide a safety
exit if something catastrophic would ever happen on Arastradero Road.
Therefore, contrary to Mr. Burt’s statement in the July 5 PA Weekly article mentioning
Terman Park as “a real intriguing” piece of land to swap between the City and PAUSD,
“because it functions right now as school playing fields”, Terman Park is MUCH MORE than
Fletcher’s “playing fields.” It is a vital part of Bowman School’s life and educational program
and is beloved and used by many people in South Palo Alto neighborhoods.
I urge you the consider other alternatives for obtaining the land the City desires at
Cubberley. Please do not underestimate the difference between the City owning Terman
Park as a dedicated community resource versus the PAUSD owning the land and crafting
unilateral regulations to fit its own needs. With time, even details of the very best
agreements can get reinterpreted, misrepresented or “forgotten”. It’s just better for the City
to keep Terman Park dedicated parkland for use by the whole community.
Please, no swap.

We wanted to reach out to you on behalf of our classroom. Our students are enthusiasticscientists who love to examine nature and do research. We go on nature walks near Terman
Park and the Hetch Hetchy Trail almost weekly for a variety of reasons. We examine theseasons, including the change in plants and water levels in the creek. We take samples of local
plants, such as scarlet firethorns, black elderberries, and glossy privets. We observe whatplants are endemic to California, such as the bay laurels, and which are invasive, such as the
eucalyptus. There is one particular tree that secretes amber that our students love to collect andstudy. We use observations about the creek to talk about the water cycle, drought conditions in
California, and climate change.
Our school has very little green space and our play field is astroturf. In this densely urban area,we appreciate the quick access to nature. Please do not take away this amazing resource that
benefits the whole community.

The San Jose Spotlight has demonstrated a complete abdication of commitment totruth and accuracy. The only statements less reliable than those written by thejournalists (many/most of whom are independent contractors rather thanemployees) are the statements made by the folks who comment after the articles. I am not saying that all journalism is fake news, obviously. Lately I have been veryimpressed with the calibre of coverage in the Washington Post, Wall Street Journaland even often the Palo Alto Daily Post, the San Jose Spotlight does not appear tohave many controls or fact-checkers under its new ownership/management. MHO.
In this case, assuming that the SJ Spotlight's statement that San Jose has a $1.5million contract with Life Moves through July, 2024 is correct, it does not followthat all that money will be spent on RV Parks. San Jose (thankfully!) is in theprocess of working with LifeMoves and transitional housing providers (e.g. DignityMoves) to create at least one, hopefully more, transitional housing developmentsthat can provide transitional housing to as many as 1000 unhoused individuals each,over the course of the next several years. That works out to a far better deal onthe part of the city of San Jose.
I agree that there is a massive amount of corruption in local government, but I thinkit's hard to deny that the most of the corruption hangs out at the huge overpricedcontracts, where it can hide in plain sight and doesn't have to pretend to be a501c3 (per below, Life Moves is both legit and awesome). For example ... Therehappens to be an unprecedented huge project being pursued by the govt agency Iwas elected to oversee, Valley Water District. Valley Water, despite any buy-in orfinancial participation from other water districts, and despite a recent devastatingcourt order invalidating its authorizing documents (its environmental impact report,or "EIR") -- continues to insist that it intends to spend $10 billion dollars of *SantaClara County* taxpayer money alone to build a Dam that has never penciled outfinancially and that has already caused massive harm to the Amah Mutsun band oftribes, to the local ecosystems, and to land held by private property owners (and astate park!), all of whom are opposed to project. Despite all this, Valley Water isstill spending millions of dollars on this project. Why? To whom?

I think you might not be aware of how many large apartment complexes that are on Arastradero and close to Terman
Park. The ones that come to mind are: Terman Apartments, Tan Plaza Apartments, Palo Alto Place Apartments,
Arastradero West Apartments, Union Plaza Apartments, and Arastradero Park Apartments. Residents in these
apartments need parks to walk their dogs, go for a stroll, give their children a space to play, etc. Residents in these
apartments do not have yards, so they especially depend on good parks that are nearby and within walking distance.
Cubberly is not withen walking distance.
While fixing Cubberly is certainly desirable, this should not be done at the expense of trading away Terman Park.
Please save Terman Park.

Dear Mayor Kou and Council Members,
As promised, I am writing to keep you updated with details on the Bowman School
community’s use of Terman Park in hopes that this will further illustrate its value.
Please note that we have parental permission to externally share photos of any of
the students pictured.
On July 5, the whole school walked around the neighborhood with handmade flags,
hats, posters, and other patriotic creations. This “parade” is a beloved tradition that
ties into our teachings on history, geography, and government/democracy. Our
route includes part of the Hetch Hetchy Trail, the Glenbrook Gate, and the paved
paths of Terman Park. If Glenbrook Gate were locked and/or we were denied access
to Terman Park’s paved paths, we would not have a safe way for our youngest
students to participate in the parade. Although we might be able to find an alternate
route for our older students, the meaning of the event would be significantly
diminished by excluding a portion of our community.
On other days in July, several of our elementary classrooms have walked to Terman
Park for extended free play time. While we already have regularly scheduled free play
on our own campus, the open space and nature access in Terman Park provide
further opportunities for our students to explore. They delight in physical activities,
including running across the vast field and passing balls with friends. They enjoy
exploring the natural world, often creating imaginary games around what they
observe. Sometimes they even bring art supplies to do some coloring in a relaxing
natural environment.
Bowman School works to instill a sense of responsibility and civic-mindedness in all
our students. This month, some of our secondary students decided to take a trip to
Terman Park to clean up trash. Our elementary students also often do this on their
nature walks or during free play at Terman field. Bowman students understand that
part of using a public resource means taking good care of it for everyone. Because
they enjoy Terman Park and have so many positive experiences there, they want to
do what they can to give back. This also ties into our teachings on environmentalism
and what we can all do to help the earth. Palo Alto and its nearby areas are generally
very developed, and for many of our students, Terman Park is one of the most
regularly accessible natural spaces in their lives. Their connection with this parkland
plays a key role in raising adults who will value, care for, and protect nature.
Countless studies have shown that time spent in nature has a positive impact on
mental, physical, and emotional wellbeing – for children and for adults. This includes
improved mood, brain activity, cognitive function, mental health, physical activity,
sleep, and overall health as well as reduced blood pressure, stress, negative
emotion, and possibly even anxiety, depression, and chronic disease (source:

Terman Park can provide these benefits to many groups within the community – but
if it is swapped, these benefits will likely be restricted or possibly even outright
denied to the public.
Swapping Terman Park will create harm to our school community in addition to our
neighbors, particularly families and the elderly. We urge you to keep these groups
and our voices in mind as you further consider options related to Cubberley.

Bowman School was founded in Palo Alto in 1995 under the name Children’s
International School, and we began operations in rented space at Cubberley
Community Center with 15 students. For over 25 years, we have grown our
business in Palo Alto with an emphasis on being good neighbors and a positive
addition to the community. A significant number of our families are residents of
Palo Alto (currently about 20%), and those who do not reside in the city regularly
commute here for school days and other related events, which increases their
likelihood of patronizing local businesses.
Our community strongly opposes the potential proposal to swap Terman Park for
acreage at Cubberley. The park is an important and well-loved feature of our
neighborhood for a wide variety of reasons, including:
The Glenbrook Gate is a vital part of our safety plan, providing an exit route
in a potential emergency situation, particularly if Arastradero Rd is impacted.
The possibility of this gate being locked, as the school tried to do at the
beginning of covid, is highly concerning.
Students and classes often use Terman field for free play and athletic
activities when it is not being used by Fletcher, particularly in the summer as
we are a year-round school. Physical fitness is an essential aspect of child
development, and the use of Terman field provides an important supplement
to our physical education program.
Students and classes frequently use the paved paths of Terman Park and the
Glenbrook Gate to access the Hetch Hetchy Trail, where they enjoy nature
walks and trips to the creek for scientific observation. Bowman School is a
strong proponent of hands-on, experiential learning, and access to the creek
complements our science curriculum. In addition, time in nature has proven
benefits to children’s (and adults’) well-being. Thanks to the values we instill in
our students, they often pick up any trash that they find during these nature
walks as a way to give back to the broader community and protect the
environment.
With parental permission, our older students enjoy using the paved paths of
Terman Park, the Glenbrook Gate, and the Hetch Hetchy Trail as a way to
safely travel in small groups to the Sweet Shop and other Los Altos locations.
While this may sound like an inconsequential perk, it is actually a key step
toward raising adults (shoutout to Council Member Julie Lythcott-Haims!), as
the safety of these public spaces empowers preteens to experience
independence and build self-confidence on these excursions, which better
prepares them for the wider world.
Students and families regularly use the paved paths of Terman Park to safely
ride their bicycles to and from Bowman, thus reducing carbon emissions and
traffic on Arastradero Rd.
Families use Terman Park as an afterschool gathering place for playdates,
picnics, and general recreation.
Over the next few weeks, I will keep you updated with details on our community’s
use of Terman Park, including photos from teachers and drawings from students,
in hopes that this will further illustrate the value that Terman Park provides.
The Cubberley Community Center will always hold a special place in Bowman’s
history and in our hearts. Even after moving to our own dedicated site in 2004,
Bowman School regularly rented space at Cubberley for our theater productions
before building our own stage in 2019. We are uniquely positioned to understand
the potential that Cubberley holds, and we would love to see it grow and thrive.
However, swapping Terman Park is not the solution – this will create harm to our
school community in addition to our Palo Alto neighbors, particularly families and
the elderly. We urge you to keep these groups and our voices in mind as you
further consider options related to Cubberley.

Dear Palo Alto City Council,
I am writing to express my strong opposition to the recent ruling that prohibits e-bikeson unpaved trails in the Baylands. I believe that this ruling is misguided and harmful,
and I urge you to reconsider it.
There are a number of reasons why I believe that e-bikes should be allowed on
Baylands trails. First, e-bikes are a great way for people of all ages and abilities to
enjoy the outdoors. They can help people who are not as physically fit to get around,
and they can also make it easier for people with disabilities to access the trails.
Second, e-bikes are not as noisy or polluting as some people believe. In fact, they are
often quieter than traditional bicycles, and they produce no emissions. This makes
them a great way to reduce our impact on the environment.
Third, e-bikes can actually help to protect the Baylands. By allowing people to travel
further and faster on e-bikes, we can reduce the number of cars that are used to
access the trails. This will help to reduce traffic congestion and air pollution in the
area.
I understand that some people are concerned about the speed of e-bikes. However,
there are already speed limits in place for bicycles on Baylands trails. These limits
can be easily enforced, and there is no reason to believe that e-bikes would be any
more of a problem than traditional bicycles.
I urge you to reconsider the recent ruling and allow e-bikes on Baylands trails. E-
bikes are a great way for people of all ages and abilities to enjoy the outdoors, and
they can actually help to protect the environment.

Dear Mayor Kou and Council Members,
The school district released their claim on Terman Middle School (now Fletcher) when theysold it in 1981.
The area took on a new life, a new reason for being.
The Terman Aparetments were built, welcoming in a new community. The old school
buildings were leased to the JCC ......and in 1985 Terman Park was dedicated.
Terman Park has been a dedicated city park for 38 years!…….....I repeat, 38 YEARS!!........
......and in that capacity, it has been an integral part of South Palo Alto communities. It
took on a new life and a new purpose.
Because of a proximity to this parkland, new residents moved into this area. All they haveknown is the benefit of having accessible open space. And isn't that the goal stated in the
City's Comprehensive Plan?.....to have parks within 1/2 mile for all neighborhoods? This isOUR PARK, our open space, and the only one on the south side of Arastradero.
In addition, using the rationale that the park was once part of Terman School, making it
seem logical to trade it back to them, doesn't work. PAUSD relinquished any rights they had when they sold off the property.
To give them ownership of the park now gives them control of its future. That does not
bode well. They already have exclusive use of the fields and ball courts during the schoolday. Why do they want/need ownership?
Whatever the school district has in mind for the property, if they own it, they can do
whatever they want with it including building housing, putting up portables, or whatever.AND, they can deny the public from using the paved connector paths during the school day.
These paths are absolutely critical to the neighboring communities. I can’t emphasize thatenough.
You say there can be agreements to prevent these things from happening. Sadly, there
are ways around such agreements. It's just a matter of time.
Please, keep it as it is…….Don't swap Terman Park!

I use the park to run around before we pick up my brother from school. I love the big field. Ican run forever!

Also, I have played on the field with my friends many times after school. And I enjoyedwatching the other kids play games, like Lacrosse.
In one year I'll be in middle school and will be allowed to independently walk to the sweet
shop on the other side of the Palo Alto bike path. I can't wait for this to happen. If the access isclosed, I won't be able to have this privilege. I would be very sad.

We are from Germany and moved to Los Altos in 2015. When I was a kid, starting in fourthgrade, everyone would bike to school. I was sad to learn that not many people bike for work or
school in the area.
My son is starting sixth grade this fall and he will be biking to school from our place neardowntown Los Altos to his school on Termin Drive in Palo Alto. We have practiced the route
nearly every day in the past few months.
If the field will be closed and there won't be the short cut from the the field to the back ofTerman drive anymore, we will not allow him to bike. Arastradero road is far to dangerous for

Statement from Jerry Yang, Chair of the Stanford University Board of Trustees
JULY 19, 2023
On behalf of the Stanford University Board of Trustees, I would like to share several
important announcements with the Stanford community.
First, Stanford President Marc Tessier-Lavigne today announced his decision to
resign as Stanford’s president, effective August 31, 2023. Second, the Board has
named Professor Richard Saller as interim president of the University beginning
September 1, 2023. Third, the Board has publicly released a report related to a
review of certain scientific papers on which President Tessier-Lavigne is a listed
author.
Background
In December 2022, the Board convened a Special Committee of its members to
oversee a review of issues related to certain scientific papers on which President
Tessier-Lavigne is a listed author.
The Special Committee appointed former federal judge Mark Filip and his law firm,
Kirkland & Ellis LLP, to lead the review, which included a thorough and impartial
evaluation of the facts and issues by a panel of noted scientific leaders (the “Scientific
Panel,” whose biographies are here). The review involved dozens of interviews,
correspondence with scientific journals, interactions with numerous other
organizations, analyses by forensic image specialists, and the consideration of more
than 50,000 documents. President Tessier-Lavigne offered his full cooperation and
met with the Scientific Panel on multiple occasions.
Report
The Board today released the full report from Mr. Filip and the Scientific Panel, which
is available to the public here. We recommend the community read the report for a
complete explanation of the review and its conclusions.
In this report, the Scientific Panel noted President Tessier-Lavigne’s long and
distinguished career as a scientist, in which he has co-authored more than 200
scientific papers and has made seminal contributions to the field of neuroscience.
While the Special Committee placed no limits on the Scientific Panel’s ability to
consider issues it deemed to be within its purview, the Scientific Panel focused on
issues related to twelve scientific papers about which concerns had been raised. Dr.
Tessier-Lavigne was a principal author on five of those papers.
On the basis of the extensive record collected about the twelve papers, the Scientific
Panel did not find evidence to conclude that Dr. Tessier-Lavigne personally engaged
in research misconduct, as defined by the federal Office of Research Integrity.
Further, the Scientific Panel did not find evidence to conclude that Dr. Tessier-
Lavigne had actual knowledge of misconduct by others prior to publication of the
papers.
With respect to the five papers on which Dr. Tessier-Lavigne was a principal author,
the Scientific Panel did find evidence that some members of labs overseen by Dr.
Tessier-Lavigne either engaged in inappropriate manipulation of research data or
engaged in deficient scientific practices, resulting in significant flaws in those papers.
In several instances, when these issues emerged, the Scientific Panel determined
that Dr. Tessier-Lavigne took insufficient steps to correct mistakes in the scientific
record.
President Tessier-Lavigne has accepted the report and is making important
corrections and retractions to the scientific record in light of the information now
available to him.
President Tessier-Lavigne’s Resignation
In his letter to the community, President Tessier-Lavigne shared his reasons for
resigning as president of the University. In light of the report and its impact on his
ability to lead Stanford, the Board decided to accept President Tessier-Lavigne’s
resignation and agrees with him that it is in the University’s best interests. He will
continue in his position as a tenured professor in the Department of Biology.
The Board thanks President Tessier-Lavigne for his seven years of dedicated
engagement and service as Stanford’s president, during which he achieved a
number of outstanding accomplishments. He was instrumental in creating Stanford’s
first new school in seventy years, the Stanford Doerr School of Sustainability, a
center of academic excellence that will accelerate solutions to address the global
climate crisis. With a team of dedicated University leaders, he ensured that Stanford
retained its standing as a world-class institution through the unique challenges
presented by the COVID-19 pandemic. And, in May 2019, President Tessier-Lavigne
unveiled a strategic Long-Range Vision that will continue to guide the University’s
path forward.
Appointment of Richard Saller as Interim President
The Board has appointed Professor Richard Saller to serve as president of Stanford
University on an interim basis. His appointment will begin on September 1, 2023,
and will continue until the next president of the University is in place.
Dr. Saller is the Kleinheinz Family Professor of European Studies at Stanford. He is
both a preeminent scholar in his field and an established leader at Stanford and in
higher education. Prior to coming to Stanford, he served for five years as provost of
the University of Chicago, where he was a professor for two decades.
From 2007 to 2018, Dr. Saller was the dean of Stanford’s School of Humanities and
Sciences. In that role, he recruited a broad range of faculty in diverse fields,
increased endowed chairs and graduate fellowships, oversaw construction of the
Stanford arts district, and spearheaded a campaign to strengthen humanities
education and increase enrollment in humanities courses. The Board extends its
gratitude to Dr. Saller for his willingness to serve the University in this role.
In the coming weeks, the Board will appoint a search committee and will share more
information about the process for selecting the University’s next president. The
Board would like to thank the University’s academic and administrative leadership –
along with Stanford’s many dedicated faculty, administrators, and staff members –
for their continuing efforts on behalf of Stanford and their support of Dr. Saller.
Conclusion
The Board’s release of the report by Mr. Filip and the Scientific Panel concludes a
process that was initiated with the goal of being thorough and fair. We thank Mark
Filip and Kirkland & Ellis, as well as the Scientific Panel and its advisors, for their time,
expertise, and professionalism. And, we appreciate the community’s patience
throughout the review.
Stanford is an exceptional and strong institution. The Board remains fully committed
to Stanford’s mission of excellence in research and education. As always, we stand in

Sad that some of our own members have witnessed first hand the bigotry this produces within a cultureof people.
It's because of this situation that we strongly encourage and believe in "diversifying the diversity"within your workforce, organizations, sports and social clubs.
For many of you, just because you think you have tackled the "diversity issue" within your circles,that's as bad a meeting a 'quota'.
Yes, 'quota'. Many are guilty of this also. Just because you meet a 'percentage' of what yourcommunities reflect, doesn't mean you stop there, unless you yourself do not agree with full diversity.And, no, you do not need to hide behind 'laws, ordinances and other legislation". You just have to be astrong leader and know how to defeat bigotry. We are guessing many of you do not, given the ongoingproblems in your agencies and organizations. We see the complaints every day.
It's about education and learning that diversity is not only about having others with a differentbackground, culture, race, ethnicity from yours, but of being able to bring people from all walks of lifetogether and learn about respect for others. It does not stop with you.
Diversify the diversity in your workforce can and will avoid a lot problems that lead to systemic issuesharmful to our communities.
People complain about LE all the time. Yes and that is great. But do not forget, systemic problems andabuse is in every profession including yours!
Action speak louder than words.
Its time to clean up and take out the trash that holds hands not only with LE, but with some of you.

Caste Discrimination Bill Passes Through
the Assembly Judiciary Committee
Dear Community Members and Friends,
We are thrilled to announce the successful and unanimous passage of SB
403, authored by Senator Aisha Wahab, sponsored by Equality Labs, and
supported by CAIR-CA, through the Assembly Judiciary Committee. This
passage marks a significant step forward in the ongoing battle against caste
discrimination in California.
SB 403 is a landmark bill combatting caste-based prejudice and
discrimination. The bill protects individuals from any form of discrimination or
harassment based on their caste or caste-affected background, ensuring that
all Californians are treated with dignity and respect, regardless of their caste orsocial origins.
In a 2018 Caste in the United States Report developed by Equality Labs, twoin three Dalits (the term used for those of the lowest class in South Asia’scaste system) reported being treated unfairly at work, one in three Dalitstudents reported being discriminated against during their education, and 25%of Dalits surveyed reported facing verbal or physical assault based on their
caste.
We applaud Equality Labs and the cosponsors on pioneering anti-caste bias
legislation in America and thank Senator Wahab for her bravery in standing by
one of our most vulnerable populations despite the controversy surrounding
this crucial bill. The bill will now move to the Assembly Appropriations
Committee where it will be assessed for any costs to the California State
Budget.
This milestone is a reminder of the importance of solidarity and continued
action. CAIR-CA remains steadfast in our commitment to fighting all forms of
discrimination, including caste discrimination. We will continue to worktirelessly to create a society where everyone, regardless of their background,is treated with dignity, fairness, and equality.
We encourage you to remain engaged and informed as SB 403 progressesthrough the legislative process. Together, we can bring about meaningfulchange and build a future free from the binds of caste discrimination.

Additional California Legislative Updates
In June, CAIR-CA celebrated the successful passage of three bills throughtheir first chambers of the California State Legislature! The bills, sponsoredby CAIR-CA, were advocated for at this year’s Muslim Day at the Capitol, heldon May 22, where over 400 American Muslims from across California
participated in advocacy for important issues in our community.
SB 309, authored by Senator Dave Cortese, aims to create a statewide
policy guaranteeing the right to religious headwear, clothing, and
grooming for those in California’s carceral system. Passing this bill would
ensure the provision is applied consistently throughout the state and
meets heightened protections under federal law.
AB 1503, authored by Assemblymember Alex Lee, aims to grant
students in K-12 a full day of excused absence time per semester related
to a student’s religion, culture, or heritage. Students are currently allotted
only four hours of excused absence for religious purposes per semester.
SB 461, authored by Senator Aisha Wahab, aims to allow stateemployees to use an allotted eight hours of holiday credit for holidays
relating to an employee's religion, culture, or heritage. Currently, holiday
credit time may only be used for certain predetermined holidays.
Each bills’ passage through their first chambers was an important step towards
protecting the civil rights and liberties for Californians, especially religious
minorities and those who are incarcerated. The bills are now in their second
chambers for further consideration.
Additional Federal Legislative Updates
Legislation to establish a Special Envoy to Combat Global Islamophobia
is back on the table after passing the House last session before stalling
in the Senate. We are grateful for the efforts of Rep. Ilhan Omar, Rep.Jan Schakowsky, Senator Cory Booker and others who are advancingthe Combating International Islamophobia Act.
We are excited to announce the forthcoming U.S. House and Senateresolutions, led by Representative Andre Carson and Senator CoryBooker, which will designate a Muslim Heritage month. By honoring thecontributions and integral role of Muslim Americans in shaping our
economy, culture, and identity, we can foster greater public
understanding of, and appreciation for, American Muslims.

What a day! We were joined by Daisy, a college student who is taking a class exploring different aspects of Asian American
culture. Her project is to understand how Asian Americans engage with the climate movement and why they tend to be less
involved in climate activism. We had a broad-ranging conversation exploring the reasons behind this. I am looking forward tolearning what she discovers in her research. Thanks, Daisy, for taking on this important project and thanks to Daisy’s friendsRodrigo and Brian for supporting her! Daisy may benefit from having a conversation with our activist extraordinaire Angel. For those of you who have not yet metAngel, she was in the Hong Kong Umbrella Protest in 2014, and was captured in this iconic picture that appeared in the WallStreet Journal. She now lives in the US and cannot return to Hong Kong for fear of arrest. The nail that sticks up getshammered down?
George joined us and shared his feelings about reading the recent IPCC report. As the UN summarized the report, we are in
Code Red for humanity. Thanks for joining us, George, and for sharing your feelings.
Robin gave us an update on her home electrification projects. She now has an electric cooktop, an electric oven, and an
electric heat pump HVAC. She is eager to replace her water heater, too! She signed up through the city for the water heater
replacement program over 8 weeks ago, longer than the 4-6 weeks indicated on the website, so I checked with Scott
Mellberg, the Palo Alto’s Sustainability Programs Administrator, and he reports that Robin should see the site assessment
agreement soon.
Casey recounted the various actions she has taken with the Climate Action Now app. It is so easy and fun to use and helpsremind our elected officials of the importance of taking climate action. Elected Official Rebecca, who needs no reminder,asserted that we don’t have a choice—we must keep up the climate fight! Next we marched to Avenidas and joined Rick’s group for lunch and a discussion on Buddhism which veered into a
discussion about sharing our feelings about the climate crisis. Clearly, the crisis is affecting people and one participant shared
feelings of helplessness. She feels she has done everything she can do and is at a loss for what to do next—she just wants tobe told what to do. She is definitely not alone—I shared this experience on Twitter, and asked what advice to give her. At over250 replies, “Climate Twitter” suggests everything from relaxing to vigilante justice; from supporting a youth-led group toleading an adult one; from diet to recreation; from the practical to the emotional; from the spiritual to the mundane; from theindividual to the collective. To put it bluntly, El Camino is a death trap as it stands today. The road encouragesdangerously fast driving and is a challenge for pedestrians to cross -- especially those with any
mobility impairments. Every day, I watch elderly Palo Altans try to scurry across El Caminoat the crossing with California Ave.
It is saddening and disappointing that some folks want to keep it as-is, despite efforts by
CalTrans to improve the road for all users. Bike lanes would be a key part of thattransformation, not only by creating a new corridor for cyclists, but by creating a gentler,
slowing, and more easily navigable street for pedestrians, too. The "parking issue" is a redherring -- there is an absolute glut of parking in the various lots and side streets along El
Camino. The community can more than handle the loss of a few spots along this dangerousroad.
Does Palo Alto really want to stand out from neighboring communities as the only city to
reject a crucial transformation of this road? Do we want drivers to cross the border fromMountain View into Palo Alto and wonder, "Hey, why'd the road get a whole lot wider right
here?" Does Palo Alto really want to be known as the city that puts cars first, when we've justfaced one of the hottest years in Earth's history?

Hi,
About two weeks ago, I called the Palo Alto Police Department about a deep hole in the bike
lane on the westward Churchill railroad crossing. They gave me the number of the PublicWorks department which I called and asked them to fill the hole as soon as possible. Twoweeks later, the hole is still there, smack in the middle of the bike lane. It is only a matterof time before a bike rider gets hurt.
Kindly have someone fix the hole as soon as possible.

Caste Discrimination Bill Passes Through
the Assembly Judiciary Committee
Dear Community Members and Friends,
We are thrilled to announce the successful and unanimous passage of SB
403, authored by Senator Aisha Wahab, sponsored by Equality Labs, andsupported by CAIR-CA, through the Assembly Judiciary Committee. This
passage marks a significant step forward in the ongoing battle against caste
discrimination in California.
SB 403 is a landmark bill combatting caste-based prejudice and
discrimination. The bill protects individuals from any form of discrimination orharassment based on their caste or caste-affected background, ensuring that
all Californians are treated with dignity and respect, regardless of their caste or
social origins.
In a 2018 Caste in the United States Report developed by Equality Labs, two
in three Dalits (the term used for those of the lowest class in South Asia’scaste system) reported being treated unfairly at work, one in three Dalitstudents reported being discriminated against during their education, and 25%
of Dalits surveyed reported facing verbal or physical assault based on their
caste.
We applaud Equality Labs and the cosponsors on pioneering anti-caste biaslegislation in America and thank Senator Wahab for her bravery in standing by
one of our most vulnerable populations despite the controversy surrounding
this crucial bill. The bill will now move to the Assembly AppropriationsCommittee where it will be assessed for any costs to the California State
Budget.
This milestone is a reminder of the importance of solidarity and continuedaction. CAIR-CA remains steadfast in our commitment to fighting all forms of
discrimination, including caste discrimination. We will continue to work
tirelessly to create a society where everyone, regardless of their background,is treated with dignity, fairness, and equality.

Additional California Legislative Updates
In June, CAIR-CA celebrated the successful passage of three bills throughtheir first chambers of the California State Legislature! The bills, sponsored
by CAIR-CA, were advocated for at this year’s Muslim Day at the Capitol, held
on May 22, where over 400 American Muslims from across Californiaparticipated in advocacy for important issues in our community.
SB 309, authored by Senator Dave Cortese, aims to create a statewide
policy guaranteeing the right to religious headwear, clothing, and
grooming for those in California’s carceral system. Passing this bill would
ensure the provision is applied consistently throughout the state andmeets heightened protections under federal law.
AB 1503, authored by Assemblymember Alex Lee, aims to grant
students in K-12 a full day of excused absence time per semester related
to a student’s religion, culture, or heritage. Students are currently allotted
only four hours of excused absence for religious purposes per semester.
SB 461, authored by Senator Aisha Wahab, aims to allow state
employees to use an allotted eight hours of holiday credit for holidaysrelating to an employee's religion, culture, or heritage. Currently, holiday
credit time may only be used for certain predetermined holidays.
Each bills’ passage through their first chambers was an important step towards
protecting the civil rights and liberties for Californians, especially religious
minorities and those who are incarcerated. The bills are now in their secondchambers for further consideration.
Additional Federal Legislative Updates
Legislation to establish a Special Envoy to Combat Global Islamophobia
is back on the table after passing the House last session before stallingin the Senate. We are grateful for the efforts of Rep. Ilhan Omar, Rep.
Jan Schakowsky, Senator Cory Booker and others who are advancing
the Combating International Islamophobia Act.
We are excited to announce the forthcoming U.S. House and Senateresolutions, led by Representative Andre Carson and Senator Cory

On behalf of the Sheriff Transparency Group, we applaud you for speaking up as
well as putting yourself out there on other issues that are hot topics for LE(Weaponized Canines, Tasers, Excessive Force, etc).
Thank you for the continued dialogue into what you have experienced and what
had transpired that keeps the stronghold of bigotry and hate alive and well in theSCC Sheriff Office. We all need to hear from those who have experienced first
hand, esp those from LE.
The FACT that there are still the toxic folks employed who caused a lot ofproblems for the culture of the department is perhaps one of the most egregious
(and systemic) issues not being tackled by the County and the current Sheriff. TheFACT that Commanders who worked under the corrupt Sheriff Laurie Smith, still
in place, because the current Sheriff feels they are great people doing a good job(strange how this assessment came so quickly after the election), and see no
need to re-organize, shows not only the ignorance of someone with a questionablepast themselves, but also the lackluster of a 'leader' perhaps paying back a favor
or homage to a previous Sheriff who created the environment that has causedgreat harm within the department/operations and for our community.
Of course, the current Sheriff will 'see' none of this because of the environment
(LASD) he was born in and came from, commanding within the LASD in theAntelope Valley for several years. As evident by the civil rights violations that
occurred during his tenure and that of his own questionable background, it is nodoubt a horrific mixture to continue with the toxicity breed by the previous
Sheriff.
As for the DA Chief Mo Reyes, yes, agreed. When you have an (DA) Office thathas been wrought with historically racist, offensive and deviant employees, the
justice process for the community is not only seriously flawed, but a process thatwill not be fair or equitable for victims or those accused (and that is why cases
are reviewed and tossed when cretins in LE rear their ugly heads). We havemembers in our group who have suffered this as both victims and accused,
knowing all too well that what you have shared will always be alive and wellsystemically unless the current leadership can be brave enough to send bigotry
packing (and not just collecting a paycheck or for political bravado). We do notbelieve this is possible as demonstrated by what our own community members
and our group members have experienced and continue to experience.
This is why we have found other means to seek justice through other agenciesbecause the SCC DA and Sheriff cannot do their job as expected by the
community and as balanced with their own agencies/employees.
We hope that many of you on this thread will share your thoughts and solutions.We know that the current Chiefs/Sheriff on this email thread will not speakup. Because we know ONLY honesty speaks up. In addition, we hope that thosewho have allowed their past to dictate their minds with hate and bigotry with

Then there's the fact that three of the individuals named in this article remain
employed by the Sheriff’s Office. Since the incident, all three have beenassigned to coveted units. One was promoted to Sergeant, the other two to

Folks, this is what we are dealing with in Santa Clara
County. We can ASSURE you that Chief Reyes is notthe only one in command with bigotry in his mouth
and soul.
They need to be shown the door ASAP!
If we are to heal from years and years of civil rightsviolations, we must remove toxicity at the top. We
must have leaders with a compassionate, fair and cleanbackground free from a questionable past and present.

I write to ask the City Council and all organizations to which the City Council
sends representatives to support the Freedom to Vote Act introduced today in
the House of Representatives. I also write to ask you to oppose the insidious
anti-voting rights bill: the American Confidence in Elections (ACE) Act.
The Freedom to Vote Act is a transformational pro-voter, anti-corruption bill. For far
too long, special interests, ultra-wealthy donors, and vote suppressors have dominated our
politics and attempted to silence the voices of everyday Americans, especially in Black and
Brown communities. The Freedom to Vote Act would help shift power away from bad
actors and transfer it to “we the people.” Moreover, without voting rights set
federally, popular and critical issues such as climate change and immigration
reform struggle to get real action from a Congress rigged to protect entrenched
interests.
This critically important legislation will protect the voices of voters, end partisan
gerrymandering, counter undemocratic and dangerous election sabotage efforts, and help
to eliminate the undue influence of dark money in our elections. The Freedom to Vote Act,
which incorporates significant feedback from state and local election officials, will ensure no
matter which party you support or where you live, your voice and vote will be heard,
counted, and protected. Specifically, the Freedom to Vote Act would:
Respond directly to new laws around the country aimed squarely at making it harder
for people to vote--which will disproportionately impact communities of color--by
setting commonsense standards for safe, convenient practices like early voting,
automatic voter registration and vote-by-mail.
Protect the integrity of our elections by adding new safeguards against election
sabotage, such as partisan efforts to remove local election administrators and
harassment of poll workers.
Ban gerrymandering and prevent states from adopting congressional maps based
unduly on voters’ political party.
Reduce the power of special interests in our elections by shining a light on secret
political spending and getting big money out of politics.
Conversely, we oppose the ACE Act because the bill would: 1) make it harder to vote
for millions of Americans, especially Black and Brown Americans; 2) allow more big,
secret money in politics; and 3) further restrict the rights and voices of the residents
of the District of Columbia, who already lack full representation in Congress.
The ACE Act would overturn and prevent overwhelmingly popular, bipartisan pro-voter
reforms that have been passed in red, blue, and purple states. It would greatly limit the
choices that voters have when registering to vote, restrict the ability of voters to cast a
ballot by mail, create strict photo ID requirements, and reinforce extreme gerrymandering.
This anti-democracy bill would also allow more big and secret money to be spent in
elections. Instead of helping Americans understand who is trying to influence their voices
and their votes, the ACE Act would increase contribution limits and empower dark money,
special interest groups that flood our government with hundreds of millions of dollars and
drown out the voices of everyday Americans.
Additionally, the ACE Act would hamstring the residents of the District of Columbia.
Washington, D.C., remains the only national capital in the democratic world whose
residents do not enjoy full voting rights, and the ACE Act further undermines the voices of
District residents by reversing many pro-voter reforms that Washington, D.C., has already
passed.
Again, the ACE Act is a giant step backward and would silence the voices of everyday
Americans by putting up barriers to voting and by allowing millions of dollars more in secret
money to infiltrate our political system. To actually fortify free and fair elections and help get
big, secret money out of politics, Congress must instead pass the Freedom to Vote Act.

FYI: The county has a history of promoting racism. As a college student, I interned atthe District Attorney’s Office, Bureau of Investigations. Nate Newman was the
Assistant Chief. He warned many of us about the racism in that office. I sued theSheriff’s Office in 2001 and 2015, partly for discrimination. I was called O.J.
Simpson by a Sergeant assigned to backgrounds and recruiting because he foundout I received a “Finding of Factual Innocence” for an arrest that occurred ,when I
was 19.
Another Sheriff’s Office Sergeant walked around the jail using the “N” word,referring to Hispanics as “Wet Backs” and calling female employees “Useless
broads”, “Bitches” and other derogatory terms. This was a topic during my 2001lawsuit. Former Sheriff Lauri Smith admitted to knowing about this Sergeant’s
conduct. Yet, she promoted him three more times. When the Sheriff’s Office tookover the jails in 2010, this same person (Ed Perry) was the Assitant Sheriff (aka to
some as Deputy Chief) assigned to oversee the jails. That foundation leaves nosurprise to the culture today!!
Then there's the fact that three of the individuals named in this article remain
employed by the Sheriff’s Office. Since the incident, all three have been assignedto coveted units. One was promoted to Sergeant, the other two to Training
Officer, Use of Force Instructor and the Gang Intelligence Unit.(https://www.sanjoseinside.com/news/investigative-reports/demotion-over-

Folks, this is what we are dealing with in Santa ClaraCounty. We can ASSURE you that Chief Reyes is not
the only one in command with bigotry in his mouth andsoul.
They need to be shown the door ASAP!
If we are to heal from years and years of civil rights
violations, we must remove toxicity at the top. We musthave leaders with a compassionate, fair and clean
background free from a questionable past and present.
They did their time in LE and got away with perhapsegregious activity that would be cause for dismissal
today and/or jail time.

As you know, our Santa Clara County Farm Bureau over the past 6 months has been
a vocal proponent of tree planting and recognition and rewards for agricultural
activities -- including planting and maintaining cherry, walnut, almond and other
orchards and vineyards -- in carbon sequestration.
Now I'm heartened to see that tree planting is being added to our national agenda.
Minimizing use of fossil fuels and encouraging renewable forms of energy are only
one part of the puzzle. The other half of the puzzle is planting trees.

Enschede, the Netherlands
Essay Contest Trip Honors
WWII Humanitarian and
Brings Together Teens from
Sister & Sibling Cities
Palo Alto and Enschede, Sister Cities since
1980, joined forces last year to launch the
Leendert Overduin Civil Courage Essay
Contest, open to high school students in
Palo Alto, our Sibling City, Bloomington,
Indiana, as well as students in Enschede
and its Sister City Münster, Germany. The innovative cross-border contest offered an
opportunity for the winners to visit Enschede as Sister City ambassadors in June 2023.
During the impactful one-week visit, the teens met Holocaust survivors, forged
friendships with their Dutch and German counterparts, lived with host families, attended
a Dutch high school for a day, appeared on the local news, took a day trip to Münster,
visited the Anne Frank House in Amsterdam, and experienced much more.
Local media in Enschede took a great interest in the
trip honoring Enschede's Pastor Overduin, who saved
hundreds of Jewish children during the Nazi occupation
of the Netherlands, and later helped the children of
arrested collaborators after the liberation. There were
several newspaper articles like the one at left featuring
student ambassador and Palo Alto resident Sydney
Ernest with her "new best friend"
from Enschede, Carmen ten Tusscher. A local TV
station conducted a live interview with the students.
Trip leaders Ed Fike and Monica Schreiber were impressed with the Young
Ambassadors. They showed an interest in history, wanted to learn about each other's
countries and cultures, and made the most of a truly unique travel experience. To see

Tsuchiura, Japan
Palo Alto Middle Schoolers
Return to our Japanese
Sister City
After a three-year hiatus due to COVID-19,
Neighbors Abroad is delighted to share
that our flagship middle school Japan
exchange program resumed in June. Ten
Palo Alto area middle school students,
along with four chaperones, traveled to
Japan to visit Hiroshima, Kyoto, and Himeji,
followed by a five-day homestay with Tsuchiura families. In this reciprocal exchange, our
students were matched with Japanese families who have children close to the same age.
While in Tsuchiura, our students attended Japanese middle school classes with their
Japanese buddies, learning about a variety of subjects. Some of the students received
instruction on the Japanese koto, a stringed instrument (pictured above), while others
learned Japanese calligraphy and attended a Zen meditation with a Buddhist monk
(pictured below).
Our students met Tsuchiura’s Mayor Mariko Ando the City of Tsuchiura staff and others,
including Yuko Fujita, the President of Tsuchiura International.Thanks to Neighbors
Abroad board members Jennifer Buenrostro and Evelyn Shimazaki for their efforts in
resuming this dynamic exchange program.
And the fun is just beginning! A group of
Tsuchiura students will come to Palo Alto
in March 2024 and we are looking for 16
families with middle school-aged children
to provide homestays for these delightful
young people who are eager to learn
about life in Silicon Valley. It is only a one-
week commitment, but the friendships
forged by these exchanges often endure
for a lifetime. The families who host a
student can then send their own children
to Japan on the trip next June. For more

Albi, France
Classrooms in Palo Alto and Albi Share Letters and
Friendship
Over the 2022-23 school year, Neighbors Abroad's VP for Albi, Monica
Schreiber, worked with French teachers at JLS and Fletcher Middle Schools to launch a
delightful pen pal exchange with English learners in our Sister City, Albi. French
teacher Jacqui Kandell from JLS and Mathilde Lenoir from Fletcher led the charge in
the Palo Alto classrooms, having their students correspond with Emily Delalande’s
students at Collège Cordes in Albi. Mathilde also did a classroom exchange with Myriam
Yousfi at Lycée Lapérouse in Albi. "It has been great to watch the students’ excitement
and interest in learning about their pen pals, some of whom live in rural areas and on
farms. We hope that this exchange will continue in the future and perhaps grow into a
visit to Albi some day," said Kandell.

Across the Border
For almost 30 years, Palo Alto has
periodically provided Oaxaca with surplus
firetrucks, a project launched by the
late Joe Carlton and led in recent years by
Neighbors Abroad's past President Bob
Wenzlau. These donations have provided
a sustainable second life for numerous
trucks that state law requires be retired
after a certain number of years, even if
fully operational. This year, the project expands to include a much-needed refuse
collection truck donated by GreenWaste, Palo Alto's waste management service. The
truck will be parked at Palo Alto City Hall on September 26 when a delegation that
includes the President of Oaxaca visits Palo Alto to officially accept the donation.
Meanwhile, Neighbors Abroad will be working on numerous fronts to raise the thousands
of dollars necessary to transport the truck, execute the paperwork, and
otherwise complete this win-win initiative. We are also working with the Palo Alto Fire
Department to determine if we might be able to donate a firetruck in the near
future. Stay tuned!
Neighbors Abroad's Oaxaca
Exchange is Back!
Our long-running Oaxaca student
exchange program has resumed! Palo Alto
High School student Anna Van Riesen
(pictured at left, in center of group) spent
four weeks in our Mexican Sister City this
summer, where she lived with a host
family, improved her Spanish, and
experienced unique cultural and service
opportunities. Anna volunteered at the
Albergue Infantil Josefino and Centro Calpulli,
both child-focused non-profits that Neighbors Abroad has supported for decades. She
met the President of Oaxaca, visited the bomberos to see the fire trucks donated by Palo
Alto over the years, traveled, and enjoyed the warm Oaxacan hospitality.
As this is a reciprocal exchange, Anna’s Oaxacan sister, Ana Paula Eugenio Reyes, came
back to Palo Alto with her in early July. The teens are enjoying a typical American summer:
backyard barbecues, outings to the Stanford Shopping Center, the beach, soccer games,

Yaxe Rainwater Capture
Tanks: An Update on Our
Award-Winning Project
The second phase of the Yaxe rainwater
capture project is in full swing thanks to
generous donations from our community,
including our friends at the Kiwanis Club
of Palo Alto. On July 7, a delegation
including Sarah Burgess, Ron Valencia,
Nodelyn Smith, and Evelyn Shimazaki,
traveled to Yaxe, an indigenous village
near Oaxaca, to meet with members of
the Oaxaca committee and the agencies with which we have been working for years to
bring fresh water to the village. After three years of Zoom meetings, it was wonderful to
meet Delfin Montañana and other members of non-profit Isla Urbana, a driving force
behind the rainwater capture tank project. The municipal government welcomed us and
our partner Vidas Y Sueños organized a tour of some of the homes that have received
rainwater capture tanks. A young mother of five (pictured above with child in her
arms) described how she no longer has to travel 40 minutes to and from the river, with
all her children in tow, in order to wash her dishes and clothes. Walking through the
streets of Yaxe, one can now see the signature blue tanks on every street.
Jefe Manuel Maza of the Oaxaca Bomberos was on hand to deliver backpacks with
medical equipment to Yaxe and Stanford’s Global Wellness Project again sent students
to track the effects of drought, pollution, and industrial activity on the community. We
dedicated a plaque to the many groups and individuals who have supported this project
and were treated to traditional dances from Danza Calpulli. Back in Oaxaca, we enjoyed a
parade from Guelaguetza Convite. Many thanks to Marisela Flores, president of the
Oaxaca Comité, as well as Andrea Ortiz and Martin Mijangos from Vidas y Sueños for
such a rewarding experience.

Linköping, Sweden
Brass Band Concert and Tree
The concert – the final stop in the Linköping Brass
Band’s 23rd World Tour – was dedicated to the late
Neighbors Abroad president Barbara Evans, who
frequently traveled to Sweden and hosted members of
visiting Linköping delegations at her Palo Alto home.
Earlier that day, Neighbors Abroad and Canopy
presented a memorial tree planting at Palo Alto’s Seale
Park in honor of Barbara. The tribute featured moving
comments from Barbara's Neighbors Abroad
colleagues and a special performance by a sextet from
the Linköping Brass Band.

The acclaimed Linköping Brass Band, from Palo
Alto’s Swedish Sister City, performed a joint concert
with the locally-based Foothill Symphonic Winds
Brass Ensemble on April 6. More than 200
attendees packed Cubberley Theatre for an evening of rousing classical and
contemporary selections, organized by Linköping VP Ed Fike.
Calling Local Artists: Opportunity for Residency Program
in Sweden
Attention Palo Alto area artists! Neighbors Abroad is seeking applicants for an amazing
opportunity to serve as an artist-in-residence in Linköping, Palo Alto's Swedish Sister City.
The selected artist will receive airfare, an apartment, a monetary stipend and the chance
to exhibit their art in gorgeous Linköping, which is located two hours southeast of
Stockholm. This is truly a once-in-a-lifetime opportunity! The opportunity is open to
artists who reside or maintain a studio in Palo Alto, East Palo Alto, Mountain View, Los
Altos, Los Altos Hills, Stanford, Portola Valley or Menlo Park. The residency will begin
during spring 2024. Applications must be received by September 15, 2023. Full details

Palo Committee Establishes Scholarship
in Honor of Iraida Espinosa
At a reception hosted by our Palo Committee in March,
Neighbors Abroad VP Nodelyn Smith announced
that one the annual scholarships we give to deserving college
students in Palo Alto's oldest Sister City, Palo, Leyte, the Philippines, will be named after
Iraida Busó Espinosa, who passed away on January 5, 2023, a month shy of her 105th
birthday. The Iraida Espinosa Scholarship, which is funded for two years, will go to a
deserving college student in Palo who is pursuing a degree in teaching/education. A
longtime Palo Alto Unified teacher, Espinosa was a Neighbors Abroad leader in the 1980s
and 1990s. She developed a special interest in Palo, Leyte, and worked to raise funding
for a children’s library and vocational training center there. Palo Scholarship recipients
are young college students who would otherwise have trouble paying for books and

Neighbors Abroad congratulates two of
our former Palo Scholars, Jay Rose
Martillo and Ma Hannah Isabel
Agustin, who recently passed the
licensure exam to become elementary
school teachers. As undergrads, both of
these young women benefitted
from Neighbors Abroad's Palo Scholar
program, which provides funding for books and other expenses to deserving students
who otherwise would have trouble pursuing higher education. Many of our Palo Scholars
have gone on to professional careers, as teachers, engineers, and social workers, thereby
helping to shape the next generation of Palo leaders. Congratulations to two of Palo's
newest teachers!
Meanwhile, Sheilane Cabag, who runs the
Children's Library that Neighbors Abroad
has long supported, along with university
student Gemmalyn Tejones, are
conducting site visits to daycare centers
around Palo to bring crayons, coloring
books, and snacks to the children. They
travel, often long distances, by motorized
Filipino tricycles.
Bloomington, Indiana
Virtual Town Halls Planned
for Sibling Cities
It’s hard to believe that our
groundbreaking Sibling City relationship
between Palo Alto and Bloomington,
Indiana, is just over a year old! The
twinned domestic cities have already
accomplished so much together, including
bringing together teens from each city
during the Overduin Essay Contest trip to
Enschede, the Netherlands in June (see
article above). Read more in this Annual Report published by Sibling Cities USA
(“SCUSA”).
Next up for the pairing is a fall Town Hall series, an exciting component of SCUSA’s
innovative Civil Discourse initiative. Town Halls will have a very special hybrid structure:
residents of Bloomington and Palo Alto will each gather in person and connect with those
in the other city by videoconference. Crowdsourcing brought these three topics to the
top of the list for this year:
September: Bridging Our Country's Regional Divides
October: Climate Action
November: Race and Belonging
Planning committees for each Town Hall will include students, seniors, and those in
between. SCUSA needs a few more residents in each city to help set the agenda and get

I wanted to share a few points about today's City/SFO meeting.
It's been several years of the exact same situation - no explanations about airspaceprocedure development process from the City and about the City working with SFO(and not the FAA); various opinions about how the process is supposed to work but nobodyis really ever sure. And it's called "regional coordination"?
I suggest that it's the City's responsibility to please explain what's going on with the GBAS
airspace procedure process before hosting SFO again. And to please do so in the context of theenvironmental review process. Resident questions from the last two meetings hosted by the
City were never answered. SFO GBAS team keep saying that they are "reviewing" procedureswith residents of the Bay Area, and repeatedly state during these meetings that what they are
doing is because Palo Alto residents suggested this or asked for that, but there is actually noconsensus about anything that SFO is doing.
The Mayor asked questions about altitudes, and raised the issue about not having
representation at the SFO Roundtable but we actually have no representation from the City oryou because you never inform or educate residents at all about critical airspace development
processes, how these processes can affect residents. If nothing else - explaining anddocumenting process issues should be a fundamental government task.
