Mayor Dennis called the regular meeting of the City Council to order at 7:37 p.m. on Tuesday, February 4, 1975, in the Council Chamber of the City Hall. 2 The invocation was given by Bishop Ronald Bateman, Church of Jesus Christ of Latter -Day Saints, 6249 Kauffman Avenue. 3. The Pledge of Allegiance to the Flag was led by Mayor Dennis. 4. ROLL CALL: Present: Absent: Also Present: Councilmen- Gilbertson, Greenberg,Merritt,Tyrell,Dennis Councilmen -None City Manager Koski, City Attorney Martin, Assistant to the City Manager Biel, Planning Director Dragicevich, Parks and Recreation Director Kobett, Public Works Coordinator Leonetti 5. APPROVAL OF MINUTES: Councilman Merritt moved to approve the minutes of the regular meeting of the City Council held on Tuesday, January 21, 1975, as written, seconded by Councilman Greenberg and carried, Councilman Gilbertson abstaining. UNFINISHED BUSINESS: I None NEW BUSINESS: 6. APPROVAL OF WATER SYSTEM - RELEASE OF SUBDIVISION WATER SYSTEM AGREEMENT, TRACT 29610 City Manager Koski advised the City Engineer has informed the City that the water main system and appurtenances for the subject tract, a 14 -unit condominium at 6047 N. Camellia Avenue, has been completed in accordance with the plans and specifications and has been approved by the City Engineer, who recommends City Council approve the work and release the Subdivision Water System Agreement between the City and the subdivider. Councilman Gilbertson moved to approve the work completed as required by the Subdivision Water System Agreement and release the S ibdivision Water System Agreement between the City of Temple City and the sub- divider for Tract No. 29610, seconded by Councilman Tyrell and carried. 7. RESOLUTION NO. 75 -1426: EMPLOYMENT OF PERSONNEL Councilman Merritt moved to adopt Resolution No. 75 -1426 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL, seconded by Councilman Tyrell and carried. 8. RESOLUTION NO. 75 -1427: WARRANTS & DEMANDS, Demand Nos. 1416 thru 1479 in the amount of $56,687.72 Councilman Greenberg moved to adopt Resolution No. 75 -1427 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $56,687.72, DEMAND NOS. 1416 THRU 1479, seconded by Councilman Merritt and carried. Temple City Camellia Festival - List of Vendors for Parade Route, Assembly and Disbanding Areas City Manager Koski presented a request from Darryl Bender, General Chairman, 31st Annual Camellia Festival Committee, for approval of youth group vendors at the Camellia Festival Parade Route, Assembly and Disbanding areas. Councilman Tyrell moved to approve as requested, seconded by Councilman Merritt and carried. B. Petition - Request for installation of traffic signals at Temple City Boulevard and Workman Avenue City Manager Koski presented a petition with signatures of 24 businesses, requesting consideration be given to the installation of traffic signals at the corner of Temple City Boulevard and Workman Avenue. Councilman Tyrell moved to refer the matter to the Traffic Commission for consideration and recommendation, seconded by Councilman Gilbertson and carried. C. Liability Claim - Eric S. Stuehrmann, 9077 E. Southview Road, San Gabriel City Manager Koski presented claim by Eric Stuehrmann for damages to his vehicle alleged to have occurred during a time when traffic signals were on flashing red at the intersection of Temple City Boulevard and Las Tunas Drive, to accommodate the Temple City Kiwanis Club "Line of Dimes" solicitation campaign. Councilman Gilbertson moved to deny claim and refer to City's insurance carrier, seconded by Councilman Tyrell and carried. Councilman Merritt stated the signal modification the Kiwanis Club requested had caused many problems and it was his opinion that a similar request not be granted in the future. Councilman Merritt stated that as a member of the Kiwanis Club, it was their intent that the signal modification would give greater accessibility to the public than it had in prior years, but as a matter of fact, their solicitation return was less than in previous years. 10 TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: Wayne Gunnels, representing the Temple City Pony Pinto Colt League, addressed the City Council, requesting they take an ad in their program; money from their solicitation to be used for uniforms and equipment. City Council took the request under consideration and expressed doubt as to the advisability of setting a precedent of contributing to a specific organization when there are many other organizations making similar solicitations. RECESS TO. CRA: The City Council recessed at 7:50 p.m. to meet as the Community Redevelop- ment Agency, all members being present, approved the minutes of the regular meeting held January 21, 1975, adopted resolution for warrants and demands and accepted offers for the purchase of two recently acquired one - bedroom houses and set public hearing March 4, 1975 regarding the Temple City IIICommunity Redevelopment Agency's intent to sell improvements to real property. Minutes are set forth in full in the minutes of the Agency. RECONVENE AS CITY COUNCIL: 11. MATTERS FROM CITY OFFICIALS: A. California Park and Recreation Society Conference - March 1 -4, 1975 Councilman Merritt moved to authorize Parks and Recreation Director attendance to the annual California Park and Recreation Society 1 Council Minutes, February 4, 1975 - Page 3 Conference in San Diego, March 1 -4, 1975 and approve attendant expenses, seconded by Councilman Greenberg and carried. B. Community Redevelopment Agency - Request for Advance of Funds Councilman Gilbertson moved to approve an advance of additional funds in the amount of $22,343 as a loan to the Comuunity Re- development Agency and amend the agreement with the Agency accordingly, seconded by Councilman Greenberg and carried. C. Temple City Host Lions Club - Donation for A11 -City Easter Egg Hunt Councilman Merritt moved to accept, with appreciation, $125 from the Temple City Host Lions Club to be used for the purchase of candy and prizes for the Annual A11 -City Easter Egg Hunt to be held at Live Oak Park, Saturday, March 29, 1975, seconded by Councilman Gilbertson and carried. D. Councilman Gilbertson presented a copy of Bicentennial appli- cation with a list of project and objectives which is being sent to Washington, D. C. Councilman Gilbertson requested if Council had any suggestions regarding the development of projects to contact Bicentennial Chairman, Margie Calamia. Councilman Gilbertson encouraged a representative attend the SCAG General Assembly being held in North Hollywood, February 26 -28. Councilman Gilbertson also stated he has had discussions with Senator Richardson with respect to the initiative requirements for creation of counties. E. Councilman Tyrell presented a resolution which supports civil defense and police commission status for Council consideration. Councilman Merritt moved to adopt Resolution No. 75 -1428 A RESOLUTION OF THE POLICE COMMISSION OF THE CITY OF TEMPLE CITY, seconded by Councilman Greenberg and carried. F. Mayor Dennis read a letter he received from President Ford in appreciation of the plaque presented to him on the occasion of his visit to Magdelena de Kino, Mexico. 12 ADJOURNMENT: On motion by Councilman Tyrell, seconded by Councilman Greenberg, City Council adjourned at 8:15 p.m. Next regular meeting of the City Council will be held Tuesday, February 18, 1975, 7:30 p.m. in the Council Chamber of the City Hall.
