July 6, 2006 - AUTHORIZING A PROFESSIONAL SERVICES ONTRACT WITH T&M ASSOCIATES - CONCRETE POND EDGiN REPLACEMENT / CARTERET PARK POND RESTORJ nON WHEREAS, the Borough of Carteret ("Borough") is n need of professional engineering design services for the preparation of plans nd details for concrete pond edging replacement with regard to the Carteret Park Pond Restoration project; and WHEREAS, T&M Associates, possesses the requisite skill and expertise to provide said engineering services; and WHEREAS, T &M Associates has submitted a pro osa1 to provide said engineering services at a cost not to exceed $3,000.00; an WHEREAS, the Chief Financial Officer has certified t at funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the M yor and Council of the Borough ofCarteret, County of Middlesex, State of New ersey, as follows: 1. The proposal of T &M Associates for rofessional engineering design services for the preparation [plans and details for concrete pond edging replacement wi regard to the Carteret Park Pond Restoration project in a tot I amount not to exceed $3,000.00, billable in accordance with &M's existing contract with the Borough, is hereby approved. 2. The appropriate Borough officials a e hereby authorized to enter into an agreement with T &M Þ sociates to provide the above described services. 3. Reiman Borough of Carteret 61 Cooke Avenue Carteret, NJ 07008 ~ø Re: Concrete Pond Edging Replacement Carteret Park Pond Restoration Dear Mayor Reiman: As a follow-up to our Friday, June 9, 2006 on-site meeting at Cartere Park Pond, it is understood that the Borough is planning to remove the existing concrete and stone ripra edging around the entire perimeter of the pond and replace the edging with a new concrete "apron" typ edging, similar to the existing boat ramp which services the pond, at the recreation building. Furt er, as discussed, we estimate the construction cost for the new concrete perimeter apron to be approxi ately $250,000.00. This estimate is based on a 10-foot wide apron, 6-inch thick (reinforced with 6-inch y 6-inch welded wire mesh). This estimate does not include costs for demolition of the existing rip ap edging as it is understood, the Borough will undertake this work. Per your direction, we have contacted V&K Contracting, the Boro gh's contractor for the project, and will obtain pricing for construction of the new concrete perimeter edging. We will then present the Borough with a cost proposal from V &K and prepare the necessary c ange order for the work. In order to accomplish the construction, it will be necessary to provi e additional design services related to the new edging. Although it is understood that new edging will re lace the existing riprap edging in its current location, in order for the contractor to construct the edgin uniformly, a layout plan must be prepared to provide the location and proposed elevations of the new dging. This will require our office to provide a layout plan and grade control plan for improvements long with new construction details. We do not anticipate additional field survey wili be necessary to ac omplish this work. Our efforts will also include preparation of necessary change order and finalizing pri ing with the project contractor. We estimate our fee for preparation of plans and details will not exceed 3,000.00, which will be invoiced in accordance with our current contract billing rate schedule.
