Leesburg Council Reduces Parking Requirements for
Downtown Development
Changes intended to spur new residential units in Historic Downtown.
Leesburg, VA (October 10, 2018) – At their meeting on Tuesday, September 25, 2018, the
Leesburg Town Council amended the Town’s Zoning Ordinance regarding the parking
requirements for certain residential and commercial uses in the downtown area. These changes
are intended to lessen the cost of developing new apartments and commercial space in the
Historic Downtown.
The overall goal is to create more opportunities for people to live downtown and patronize the
shops and restaurants within walking distance.
Specific changes to the Zoning Ordinance include:
Reducing the number of parking spaces required for multifamily units in the B-1 District.
Allowing new multifamily units within 500 feet of a municipal parking facility to provide
payment in-lieu for up to 10 parking spaces.
Decreasing parking requirements for office, retail, and restaurants with outdoor seating
in the B-1 District.
Increasing the allowed walking distance from off-site parking for both residential and
commercial uses in the Historic District.
