Milliken, P.E. dated 12-20-06 received by the City on 12-19-06. Our review is limited to drainage issues. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. Within the scope of our design review, to the best of my knowledge and belief, it is my opinion that: 1) This drainage plan does not meet the requirements of the Land Development Code of the City of Tybee Island. a) A drainage plan for this lot was previously approved as part of the minor subdivision separating 117 &116. This plan was done for Tony Petrea by Boswell Design Services. Common side yard drainage between 117& 116 was provided in a 10' wide drainage easement. This plan does not honor that approved plan. For this plan to be approved it must not alter the approved design for 116 or a revised plan for 116 should be approved concurrently. It is my understanding the City is making a copy of the currently approved plans available to Bob Milllikan. b) Leaving the depressed area along the southwest corner of Lot 17 is not acceptable. This depressed area that extends onto the northwest corner of Lot 118 should have been addressed during the grading of Lot 118. While it may not be a problem at this time,the routing of increased runoff into the reduced area of this low area is not desirable. The Engineer needs to consider other alternatives or provide a storm water retention design that does not present a hardship on the Owner to maintain. 2) A Soil Erosion&Sediment Control Plan meeting the requirements of the City of Tybee is needed to complete our review. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. Within the scope of our design review,to the best of my knowledge and belief,it is my opinion that: 1) This drainage plan does not meet the requirements of the Land Development Code of the City of Tybee Island. a) A drainage plan for this lot was previously approved as part of the minor subdivision separating 117&116. This plan was done for Tony Petrea by Boswell Design Services. Common side yard drainage between 117&116 was provided in a 10' wide drainage easement. This plan does not honor that approved plan. For this plan to be approved it must not alter the approved design for 116 or a revised plan for 116 should be approved concurrently. It is my understanding the City is making a copy of the currently approved plans available to Bob Mililikan. b) Leaving the depressed area along the southwest corner of Lot 17 is not acceptable. This depressed area that extends onto the northwest corner of Lot 118 should have been addressed during the grading of Lot 118. While it may not be a problem at this time,the routing of increased runoff into the reduced area of this low area is not desirable. The Engineer needs to consider other alternatives or provide a storm water retention design that does not present a hardship on the Owner to maintain. 2) A Soil Erosion&Sediment Control Plan meeting the requirements of the City of Tybee is needed to complete our review. The swale along the side of Lot 117 next to Lot 118 needs to be adjusted. Revised plans shall show runoff avoiding the low area along Lots 117& 118. Revised calculations shall demonstrate that the runoff is being diverted from the low area along the common lot line of 117& 118 and that runoff is actually being reduced. The design concept is acceptable. Once the above issues are addressed,it is my opinion this drainage plan should be acceptable and can meet the requirements of the Land Development Code. The proposed project is to be cleared of trees and stumps required for construction of new structures. The total site sizes are 0.15 acres each with the new structures being 1,140 square feet(envelope) each. The soils in this area have been classified by the Chatham County Soil Survey Map as being Cuc(Chipley-Urban Land Complex). The soils on this site have not been field verified. ANALYSIS METHOD The Rational method was utilized for the analysis of the pre-development and post-development runoff for this site. Hydroflow Hydrographs software was utilized to perform these analyses and for the purpose of sizing pipes, inlets, ditches and detention. The analysis was performed utilizing the following data: DRAINAGE AREA PRE-DEVELOPMENT RUN-OFF COEFFICIENT WEIGHTED AVERAGE = 0.35 POST-DEVELOPMENT RUN-OFF COEFFICIENT WEIGHTED AVERAGE = 0.45 IDF CURVES = SAVANNAH HYDROGRAPH GENERATION METHOD = RATIONAL PRE-DEVELOPMENT SLOPE= 2 % POST DEVELOPMENT SLOPE = 2 % TIME OF CONCENTRATION PRE-DEVELOPMENT = 10 MINUTES TIME OF CONCENTRATION POST-DEVELOPMENT = 10 MINUTES The proposed project is to be cleared of necessary trees and stumps to make way for the new structure. The resulting increased runoff, which is encountered due to new impervious area is displayed below: RUN-OFF RAE-(25 YEAR STORM) PRE-DEVELOPMENT RUN-OFF (EACH LOT) = 0.35 CFS PRE-DEVELOPMENT RUN-OFF (TOTAL) = .70 POST-DEVELOPMENT RUN-OFF (EACH LOT) = 0.45 CFS POST-DEVELOPMENT RUN-OFF (TOTAL) = 0.90 CFS TOTAL INCREASE IN RUN-OFF (EACH LOT) = 0.15 cFs TOTAL INCREASE IN RUN-OFF (TOTAL) = 0.20 Storm water is directed towards the exisiting road right-of-way by existing conditions but will also be routed by new swales as is necessary and as dictated by new construction.
