HomeMy Public PortalAbout1973-09-12 MeetingIe September 12, 1973 -- The Council of Bal Harbour Village met in special session Wednesday, September 12, 1973 at.2:45 P.M. in the Village Hall. ' Present: Messrs. Beatty, Printup, Scott and Taplin Absent: Mr. Brush Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas Britton, representing Mr. Anderson, Village Attorney. Construction plans for the Balmoral Apartments, Lots 5 & 63, Oceanfront District,were presented. Mr.. Maley stated that the plains had been approved by the Pollution Control Board, Hotel and Restaurant Commission and Fire Safety, and conform to our zoning ordinance with minor exceptions which he asked the Council to consider. The following exceptions were discussed and resolved: Building height, 181 feet to top-of parapet was agreed to be lowered to 180 feet by Mr. Grossman, the architect; Marquee projecting into 150 foot front setback, not provided for in the zoning ordinance, approved by the Council; Tennis court fence extending 3' above height limitation for two story garage in side sdtback area, approved by Council; Landscape plan not submitte4f to be supplied by architect as soon as possible. It was moved by Mr. Taplin, seconded by Mr. Beatty and unanimously voted to grant the building permit, which would be in effect for six months and if construction has not commenced in that period, then application could be made for the Council's consideration of a ninety day extension at that time. Mr. Maley explained that the State of Florida now requires a contract with agencies it is dispensing monies to for specific projects and inasmuch as Dade County is designated the responsible agency for our beach project, a con- tract should be executed between Bal Harbour, Dade County and the ;State of Florida. He said Mr. Britton had reviewed this contract and with two minor chan$es, namely the addition of the name "Zurwelle- Whittaker, Inc." in reference to the engineer - ifig firm named and addition of the second allocation of monies made by the State, he asked that the contract be signed. On motion of Mr. Beatty, seconded by Mr. ' Taplin and unanimously voted, Mayor Printup was authorized to sign the contract for Bal Harbour Village. " Chief Staubesand appeared to explain to the Council a new type of work shift for the police department consisting of nine hour work days. It was the Council's opinion that they should be furnished copies of the proposed work schedule for study and the matter would be taken up again at the regular meeting the 29th of September. Bids for fill and groins and interceptor line were opened and read by Mr. von Oesen, engineer for the project. The bids submitted are show on the Bid Tabulation Sheet which is attached and ^made,a part of these minutes. Mr. von Oesen said that he and Mr. Whittaker would study the bids and make a recommenda- tion to the Council. lie Council informed the bidders that they would possibly take action at the September 29th meeting.
