DEVITT III ROBERT W. HOPKINS II WILLIAM A. LYNCH December 12, 2000 Mr. & Mrs. E. Hewlett 520 Middle Road Gulf Stream, Florida Dear Mr. & Mrs. Kent: Kent 33483 Telephone (561) 276 -5116 Fax (561) 737 -0188 Town Manager KRISTIN KERN GARRISON Town Clerk RITA L. TAYLOR This is to confirm that at the Public Hearing held by the Architectural Review and Planning Board on November 16, 2000, your Application for Development Approval to permit the demolition of an existing 200 sq. ft. porch overhang and construction of a 694 sq. ft. one -story addition at the front of the home to create a more formal entry and add a library, and to reconfigure the driveway and construct entry posts, was considered. The application was approved as submitted based on a finding that the plans are consistent with the Design Manual requirements, subject to the following conditions: 1) The Construction Traffic Management Plan submitted with the application shall be followed during construction. No parking is permitted on the road pavement and care should be taken to prevent obstruction of other construction traffic on Middle Road, and consideration given to placing lawn protection PVC poles on neighbors' yard across the street, if desired by the owner; 2) Proposed entry posts must not exceed 5' in height and must be located inside the property line a minimum of 7.5' from the edge of the pavement, and the decorative wall must not exceed 4' in height. 3) Prior to application for a building permit, "Hardscape" calculations for the front yard (pervious materials required, 50% maximum coverage) and exact dimensions for the entry posts, and clarification about the proposed finished floor elevation must be provided. This approval shall expire on November 16, 2001 if a Building Permit Application, including the aforementioned improvements, has not been applied for. Very truly yours, / /2. Agent: N/A Proposed Improvement: Demolition of an existing 200 S.F. porch overhang and placement of a 694 S.F. one -story addition at the front of the home. The addition will create a more formal entry to the home and add a library. A reconfigured Chattahoochee driveway, 2 new entry posts and a perimeter hedge are proposed. Several existing plants will be relocated. Approvals Requested: Architectural/ Site Plan Review -Level 2 Special Exception(s): None Variances: N/ A Permitted Floor Area: 7426 S.F. Proposed Floor Area: 5,669 S.F. Zoning District: RS -C /Core Proposed Height: One story, 15'1"(< 20' preferred) Finished Floor Elevation: 15.22' NGVD per survey(Confirm prior to permit) Existing Architectural Style: Gulf Stream Bermuda, one -story Adjacent Residences: Adjacent and across the street are "other /various style" homes Key Items Considered During Review: 1. 50% max Hardscape in front yard -- need calculations for driveway 2. Eave height slightly over preferred range 3. Concentration of construction on Middle Road Staff Recommendation: Motion to approve a Level II Architectural Site Plan Approval, based on a finding that the plans are consistent with Design Manual requirements, subject to the following conditions: 1. The Construction Traffic Management Plan submitted with the application shall be followed during construction. No parking is permitted on the road pavement and care should be taken to prevent obstruction of other construction traffic on Middle Road. Please consider placing lawn protection PVC poles on neighbors' yard across street, if desired by the owner. 2. The proposed entry posts must not exceed 5 feet in height, the decorative wall must not exceed 4' in height. The posts must be located inside the property line and a minimum of 7.5' from edge of pavement. 3. Prior to application for building permit, please provide " Hardscape" calculations for the front yard (pervious materials required, 50% maximum coverage), exact dimensions for the entry posts, and clarification about the proposed FFE. Summary of Analysis: Many improvements have been made to the home over the last several years, including replacement of the front awning windows with multi -paned windows and reduction of prominent 4 -foot roof overhangs to 14 ". The current proposal seeks to further upgrade the existing home by creating a more formal entry for the home and modestly increasing living space. This design concept was informally reviewed by the ARPB last year and was favorably received. The external design features of the addition will match the existing home -- the same exterior materials, color, muttons, and quoins at the corners will be used. The proposed Floor Area Ratio ( "FAR ") is below Design Manual limitations. The side setback on the northern side of the home is non - conforming (13.1' existing; 15' currently required). However, no expansion of this nonconformity is proposed -- all additions comply with current setback requirements. The eave height exceeds the preferred range by only 3 ". Given the relatively low profile of the home (its overall height is approximately 15') and its setback from the road, this should not be significant. FL 33483 OCT j t j 'own of Gul; Stream, FL Building Dapa;tm9r# AREA CODE 561 276 -7065 October 20, 2000 Ms. Kristin Kern Garrison, AICP Town of Gulf Stream Town Hall 100 Sea Road Gulf Stream, FL 33483 -7427 Dear Kris, To mitigate any inconvenience to our neighbors, I propose the following Traffic Management Plan: All vehicles working on project will park: In our driveway, until it is full. After drive is full, in front of our property, on our side, and only on Middle Road. During the auger piling work, the number of vehicles parked on the road should be no more than 3, which will fit quite comfortably directly in front of our property. This is the most labor - intensive part of the project and should be completed in 1 to 2 days. All contractors and sub - contractors will be made aware of the parking priorities. The actual construction crew, due to the limited scope of the project will be small. As with our last project, the vehicles were parked in our driveway the majority of the time. All landscaping and grass will be maintained during the construction process. I understand the sensitivity of the construction process, especially due to the amount of construction presently going on on Middle Road. With this in mind, we will make every effort to keep any inconvenience or unsightliness to an absolute minimum, including maintaining the landscaping. Sincerely yours, E.
