RESOLUTION NO. 00 -3822
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY EXTENDING DENTAL AND VISION INSURANCE COVERAGE
TO RETIREES
WHEREAS, the City of Temple City has for many years provided medical health insurance
coverage to retired employees on the same basis as provided for current employees; and
WHEREAS, presently, the city does not provide any dental or vision insurance coverage for
retirees; and
WHEREAS, the City Council of the City of Temple City wishes to extend dental and vision
insurance coverage for employees and officers of the city when they retire from service to the c4 in the
California Public Employees Retirement System (CaIPERS); and
WHEREAS, dental and vision insurance coverage for retirees would not be any more or less than
offered to current full-time employees, which is 100% city paid for employee only, not including dependents;
and
WHEREAS, the dental and vision insurance coverage would commence upon retirement with the
city paying for the retired employee's insurance premium only, and any dependent coverage may be
available through the city but provided by the retired employee at their expense; and
WHEREAS, the cost of any retiree dependent dental or vision insurance premiums would be
payable to the City of Temple City at least a full month in advance of the month of coverage to maintain
the dependent insurance; and
WHEREAS, dental and vision insurance coverage for retirees would be through the same plan
or insurance carriers as provided for the city's full-time employees, and would not be enhanced or
supplemented beyond what is available to current full-time employees; and
WHEREAS, optional benefit funds or benefits are separate from vision and dental insurance and
not intended to be extended to retirees with this resolution; and
WHEREAS, dental and vision insurance coverage for retirees can not be offered retrospective to
retirees who have retired prior to the date of this resolution; and
WHEREAS, the premiums for retirees may be subject to change and set at different rates from
current employees as determined by the insurance carriers, and coverage for out -of -state retirees may not
be available; and
WHEREAS, provisions of this resolution are to be implemented in full compliance with all
applicable state and federal regulations and laws, and restrictions or policies set forth in the city's dental
and vision plan contract(s) which may limit, restrict, or prohibit dental and/or vision insurance coverage
the city may provide retirees; and
WHEREAS, employees eligible for dental and vision insurance coverage as retirees would be
limited to: 1) Full-time employees or City Council members; and 2) Employees fully vested in the California
Public Employees Retirement System (CaJPERS) and retiring directly from service to the City of Temple
City to retirement in CaJPERS.

NOW THEREFORE, the City Council of the City of Temple City does resolve to extend dental
and vision insurance coverage to retiring city employees whence forth and effective with the adoption date
of this resolution.

18th day of April, 2000, by the following vote:
