Present: Mayor, Thomas Anderson; Councilmembers, Anne Heideman, Reiser, Wilfred Scherer; Clerk -Treasurer, Donna Roehl; 1. INVESTMENT INFORMATION Council discussed information presented by Donna Roehl in connection with the of the bond proceeds amounting to approximately $700,000. 2. DICKEY NATURAL SYSTEMS, INDUSTRIAL REVENUE BONDING, President, Patricia Dickey explained several businesses renting space in their building at 2705 Hamel Rd.: Fred construction company and a wholesale lumber company. Moved by Crosby, seconded by Reiser to close the Public Motion declared carried Moved by Crosby, seconded by Reiser to adopt Resolution the Dickey Natural Systems Industrial Revenue Bonding. Motion declared carried on Thursday, December 27, Thomas Crosby, William Engineer, Glenn Cook investment PUBLIC HEARING, 7:35 P.M. that have expressed interest in Poisson, woodworking; A steel Hearing. 84-108, preliminary Approval to Moved by Crosby, seconded by Heideman to authorize the Mayor and Clerk to sign the necess- ary documents granting preliminary approval to the Dickey Natural Systems IRB. Motion declared carried 3. CARTER-TURNQUIST SUBDIVISION Moved by Crosby, seconded by Heideman to authorize the Mayor and Clerk to sign, on behalf of the City, the Carter-Turnquist Roadway AGreement, that is an acceptable variation of the September 10, 1984 draft, as per the opinion of the City Attorney and City Staff. Motion declared carried 4. TAX INCREMENT AND ECONOMIC DEVELOPMENT DISTRICT Glenn Cook presented a map depicting a possible Economic Development District. Thomas Crosby explained that the district could be amended to include additional areas and that the district needs to be designated soon because of the Twin City Monorail Build- ing Permit being issued October 31, 1984. Moved by Heideman, seconded by Crosby to designate an Economic Development District accord- ing to map presented by Glenn Cook, including the Twin City Monorail property. Motion declared carried Glenn Cook stated that a Tax Increment District is formed after the Development District. Council discussed various options for designating districts and which properties to include. Moved by Heideman, seconded by Crosby to designate approximately 80 acres for Tax Increm- ent District # 1 to include the properties of Dickey Natural Systems, 40 acres of the Hetman property and the Walter G. Anderson property; all in the vicinity of Hwy. 55 and Willow Dr. Motion declared carried Council discussed the possibility of paying for the storm sewer project from a taxing district and using tax increment from one district in another district. Moved by Heideman, seconded by Reiser to designate Tax Increment District # 2 by including two parcels owned by Twin City Monorail. Motion declared carried Moved by Heideman, seconded by Crosby to direct Ehlers and Associates to prepare a report regarding the Economic Development District and the Tax Increment Districts. Motion declared carried Moved by Heideman, Seconded by Scherer to hold a Tax Increment Public Hearing on January 29, 1985 at 7:30 P.M. Motion declared carried 5. HEALTH AND LIFE INSURANCE Moved by Heideman, seconded by Scherer to table the Health and Life Insurance matter until January 2, 1985. Motion declared carried 1 6. FUND TRANSFER Moved by Heideman, seconded by Scherer to transfer $5000 from the General Fund to the Special Police Fund to be used for PERA purposes.
