HomeMy Public PortalAboutResolution 00-38431 1 1 RESOLUTION NO. 00 -3843 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ADOPTING THE HOUSING ELEMENT 2000 UPDATE (GENERAL PLAN AMENDMENT 00 -1) The City Council of the City of Temple City does hereby resolve: WHEREAS, the State mandates that cities periodically update their Housing Element; and WHEREAS, housing is an issue of communitywide and statewide concern; and WHEREAS, the City Council has conducted a public hearing and has extensively discussed various housing - related measures; and WHEREAS, the City Council has considered input from the Planning Commission relative to some planning and housing - related matters; NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF TEMPLE CITY FINDS THAT: SECTION 1. There are significant housing opportunities within the City based upon the extensive amount of 11-2 and 11-3 zoned properties which allow development at ample densities to ensure affordability. Furthermore, development criteria in all residential zones, including R -1, allow for new construction which is more spacious and can easily accommodate increased occupancies. SECTION 2. If all under- developed properties were developed to the maximum build -out, an ample number of dwelling units, albeit market -rate housing, would be produced to meet the numerical targets established by SCAG's Regional Housing Needs Assessment. SECTION 3. The City is, for all practical purposes, fully developed, and housing opportunities are limited by virtue of the limited amount of vacant land and limited local resources. SECTION 4. As a more mature community in Southern California, it is imperative that Temple City control growth and development so as to be within the constraints posed by the City's aging infrastructure and limited resources. SECTION 5. The City recognizes the regional need for affordable housing and within its ability encourages housing to accommodate a broad spectrum of need. However, the City must recognize existing constraints and resources and must carefully establish priorities on a communitywide basis. SECTION 6. The City will continue to review housing opportunities within the community and strive toward achieving regional and state mandates, subject to local constraints and local housing opportunities. SECTION 7. This project should not result in significant effects upon the environment, and a Negative Declaration has been prepared in accordance with the State CEQA Guidelines. The initial statement as prepared indicates there is no potential for adverse impact to the environment as it relates to all wild animals, birds, plants, fish, amphibians, and related ecological communities, including the habitat upon which the wildlife depends for its continued viability. Resolution No. 00 -3843 2000. SECTION 8. The Planning Commission recommends adoption of the Updated Housing Element SECTION 9. The Updated Housing Element to General Plan Amendment 00 -1 is hereby adopted based upon the above - enumerated fmdings. SECTION 10. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions. PASSED, APPROVED AND ADOPTED on this 20th day of June, ' 00.
