HomeMy Public PortalAboutTBM 2017-01-04FRASER BOARD OF TRUSTEES MINUTES DATE: Wednesday, January 4, 2017 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room PRESENT: Board: Mayor Philip Vandernail Mayor Pro Tem Eileen Waldow; Trustees; Katie Soles, Andy Miller, Parnell Quinn, Cody Clayton Taylor, and Herb Meyring Staff: Town Manager, Jeff Durbin, Public Works Director, Allen Nordin, Town Planner, Catherine Trotter, Town Clerk, Antoinette McVeigh, Police Chief, Glen Trainor Others: See attached list Mayor Vandernail called the meeting to order at 7:07 p.m. 1. Workshop: Vision and Plan for The Town of Fraser 2. Regular Meeting: Roll Call 3. Approval of Agenda: Trustee Cody Clayton Taylor moved, and Trustee Parnell Quinn seconded the motion to approve the agenda. Motion carried: 7-0 4. Consent Agenda: a) Minutes- December 7, 2016 b) Resolution 2017-01-01 Amend final Plat for Lots 3 & 4 Workshire Acres Trustee Cody Clayton Taylor moved, and Trustee Katie Soles seconded the motion to approve the consent agenda. Motion carried: 7-0. 5. Discussion and Possible Action Regarding: a) 1A Committee Appointment Grand County Ballot Question 1A created a new 0.3% sales tax and results in a new Open Lands Advisory Committee which will be established to provide recommendations to the Board of County Commissioners regarding expenditures of these funds. The Board discussed the nominations in the attached letter. Trustee Cody Clayton Taylor moved and Trustee Andy Miller seconded the motion to approve the nominations Ryan Barwick and Maura McKnight and to strongly recommend John Sevier and Louise Powers for unincorporated Grand County for Grand County Ballet Question 1A. The motion carried 6-1 with Eileen Waldow Nay. b) Town Board Governance Policies The Town Board discussed the Town Board Governance Policies. The TB agreed to make some grammatical changes and place this on the consent agenda at the next TBM on January 18, 2017. 6. Open Forum: 7. Other Business: Trustee Katie Soles moved and Trustee Herb Meyring second the motion to adjourn at 8:30 pm. Motion carried: 7-0. .a")% Rhin. Those wishing to address the Town Board will be allowed a five-minute presentation. A maximum of six (6) people will be allowed to address the Town Board at each Public Forum. If a topic that you wish to discuss has been scheduled for a formal Town Board Meeting, we would ask that you reserve your remarks for that specific date and time. Topics that are in litigation with the Town will not be heard during this forum. All presenters are urged to: (1) state the concern; and (2) list possible solutions. Please keep the following guidelines in mind: • _ Remarks that discriminate against anyone or adversely reflect upon the race, color, ancestry, religious creed, national origin, political affiliation, disability, sex, or marital status of any person are out of order and may end the speaker's privilege to address the Board. • Defamatory or abusive remarks'or profanity are of order and will not be tolerated,_._ Anyone attending Town Board meetings must sign in to ensure accurate records and minutes.
