HomeMy Public PortalAboutTBM 2017-01-18FRASER BOARD OF TRUSTEES MINUTES DATE: January 18, 2017 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room PRESENT Board: Mayor Philip Vandernail Mayor Pro Tem Eileen Waldow; Trustees; Katie Soles, Andy Miller, Parnell Quinn, Cody Clayton Taylor and Herb Meyring Staff: Town Manager, Jeff Durbin, Public Works Director, Allen Nordin, Town Planner, Catherine Trotter, Town Clerk, Antoinette McVeigh, Police Officer Hammond, Attorney Rod McGowan Others: See attached list Mayor Vandernail called the meeting to order at 7: p.m. Workshop: Vision and Plan for The Town of Fraser 2. Regular Meeting: Roll Call 3. Approval of Agenda: Trustee Waldow motioned to remove minutes for 1-4-2017 from the consent agenda and add them to the consent agenda for the TBM February 1, 2017, and Trustee Soles seconded the motion to approve the Agenda. Motion carried: 7-0. 4. Consent Agenda: a) Minutes January 4, 2017 c) Resolution 2017-01-03 Approving partial reduction in surety for The Willows at Grand Park Filing No. 2 and Filing No. 3 d) Resolution 2017-01-04 Approving partial reduction in surety for Elk Creek at Grand Park Filing No. 1 e) Resolution 2017-01-05 Approving partial reduction in surety for Elk Creek at Park Filing No. 2 Trustee Miller moved, and Trustee Waldow seconded the motion to approve the consent agenda. Motion carried: 7-0. 5. Discussion and Possible Action Regarding: a) Ordinance 438 Authorizing the execution of purchase and sale agreement for a portion of the FroDo property. Page 2 of 2 The Town attorney explained the terms of the sale to the TB. The attorney was excused from the meeting after 5a. Trustee Soles moved to approve Ordinance 438 Authorizing the execution of purchase and sale agreement for a portion of the FroDo property Trustee Miller seconded the motion. Motion carried 7-0. b) Resolution 2017-01-06 Adopting Downtown Fraser Strategic Plan Trustee Quinn moved to approve Resolution 2017-01-06 to amend pages 7, 12,14 and 20 as discussed andTrustee Soles seconded the motion. Motion carried 7-0. C) Resolution 2016-11-03 Town Board Governance Policies Trustee Quinn moved to approve Resolution 2016-11-03 Town Board Governance Policies with the following changes. Page two will define direct, protect, enable, lead, manage and accomplish. Page 5, 1.4.1 The Town Manager shall not make a single purchase or commitment for any budgeted item greater than $40,000 or any non - budgeted item over $10,000. Trustee Soles seconded the motion. Motion carried 7-0. 6. Open Forum: a) Business not on the agenda b) Public Works Director, Nordin gave an update on the 2017 Waterline Project between Eisenhower Drive and Byers Avenue at Union Pacific Railroad (UPRR). The project has been published and bids are being accepted until February 23. C) Mayor Vandernail shared a letter from Fraser Valley Elementary. Some students have asked the Town to install slower speed limits in Town. 7. Other Business: 8. Adjourn: Trustee Quinn moved, and Trustee Meyring seconded the motion to adjourn. Motion carried: 7-0. Topics that are in litigation with the Town will not be heard during this forum. All presenters are urged to: (1) state the concern; and (2) list possible solutions. Please keep the following guidelines in mind: Remarks that discriminate against anyone or adversely reflect upon the race, color, ancestry, religious creed, national origin, political affiliation, disability, sex, or marital status of any person are. out of order and may end the speaker's privilege to address the Board. Defamatory or abusive remarks or profanity are out of order and will not be tolerated. Anyone attending Town Board meetings must sign in to ensure accurate records and minutes.
