Re: Shiner Creek Sewer M.O.U.
Dear Bill,
During the normal course of review of the agreements and contracts that the PLWSD
now has in place with the City of McCall, we have come across one that is slated for
review and hopefully some discussion.
In September of 1996 the District and the City of McCall established a Memorandum of
Understanding which deals with the configuration of sanitary sewer mainlines and
direction of flow at the area where Lick Creek Road and Shiner Creek intersect. The
City, at the time desired to have the District alleviate some of the maintenance and flow
burden into their system by arranging with the District to handle these sewer flows.
The City has been reimbursing the District for approx. %2 of the electrical costs necessary
to operate that lift station. The advantage to the City, was that it eliminated a
maintenance problem at what used to be a "siphon" located at the Shiner Creek sewer
crossing. Also the City reduced some of the flow going eventually into the Lift Station
located near the Aspen Market. The District had, and still has, the capacity to
accommodate these sewer flows.
This spring the District, once again, performed the usual infiltration and inflow study that
we do each spring. This year during runoff, we noticed that the flows from the City had
increased dramatically to the point that we are slightly concerned that the elevated flows
coming from the City's lines are not being adequately accounted for. During the initial
discussions back in 1996, the City felt that installing a flow meter to identify the flow
amount, was not cost effective. At the time, we relented because we did not have an idea
as to what kind of impact the City's flow would have on capacity issues at the wastewater
treatment plant. As you well know, that issue has since come to the forefront and
consequently, the District feels that we need to revisit the issue of flow identification
from our respective collection systems. Also, now that we have a better feel for what
impacts the City's flow at this Lift Station (#1) actually generate, we can more easily
identify and discuss the options available to both entities.
While the Sewer District was doing the O & M on the City's collection system, we
identified and corrected several major inflow sources in manholes on this section of the
City's sewer system. Apparently, there are other sources present which are still allowing
ground water to enter the sewer system in that drainage.
The District would very much like to reopen the discussions so that we can address a
more comprehensive solution for both our agencies. We will meet at your earliest
convenience to hopefully arrive at a cooperative and long-term solution. Please let me
know what best fits your schedule.
