to postpone action on granting these permits until the next meeting.
Existing permits will remain in force until the rext meeting.
Mr. Maley explained that Harbour House North had requested that we
furnish forty spaces to park employees cars, as the jetty contractor is
utilizIM their parking area on the north side of the building. It was
agreed that Mr. Maley should work something nut for them.
A request from the Dade County Board of Public Instruction for a
share of our Federal Revenue Sharing monies was denied on motion of Mr.Beatty
seconded by Mr. Scott and voted.
Mr. Maley requested permission to hire Barton- Aschmann for about two
days to study setbacks along 96th Street and also include a review of Lct I
of the Oceanfront District. After discussion it was moved by Mr. Scott,
seconded by Mr. Beatty and voted, that Barton- Aschmann be retained for thin
purpose for an amount not to exceed $500.00.
There being no further business on motion of Mr. Beatty,seconded by
Mr. Brush and voted, the meeting was adjourned at 11:15 A.M.

The Council of Bal Harbour Village met Saturday, November 10,1973
at 9:30 A.M. in the Village Hall.
Present: Messrs. Beatty, Brush, Printup, Scott and Taplin
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer,
Village CLerk; and Thomas Anderson, Village Attorney.
On motion of Mr. Brush, seconded by Mr. Beatty and voted, the minutes
of the previous meeting of October 27, 1973 were approved as submitted.
The Village Clerk reported that applications for taxi permits had been
submitted in proper form for the three taxi companies operating as North Beach
Yellow Cab, Inc., 'Surf Cab, Inc., and Morse Taxi and Baggage Transfer.
Mr. Maley said inspections of the taxis had begun and a great many were found
to have defective meters and were in poor condition generally. It was moved
by Mr. Beatty, seconded by Mr. Taplin and voted, that the applications be
approved, however, if all corrections are not made to the cabs, by the date
of the next meeting, the permits will not be issued and the cabs will not be
allowed to operate in Bal Harbour.
Mr. Maley said the proposed Excise Tax Revenue Bond Ordinance to
finance the balance of the beach restoration project had just been received.
The Village Manager read the ordinance in full and several changes were dis-
cussed. It was moved by Mr. Taplin, seconded by Mr. Beatty and voted that
passage of the ordinance be continued until November 24, 1973s, with all the
changes to be approved and inserted by Mr. Anderson by that time.
Mr. Maley reported that we had received the approval of the District
Engineers to let the contracts for the balance of the project.
There being no further business on motion of Mr. Taplin, seconded by
Mr. Beatty and voted the meeting was adjourned at 11:35 A.M.

at 9:30 A.M. in the Village Nall.
Present: Messrs. Beatty, Brush, Printup, Scott and Taplin

Village Clerk; and Thomas H. Anderson, Village Attorney.
On motion of Mr. Beatty, seconded by Mr. Brush and voted, the minutes
of the previous meeting of November 10, 1973 were approved as submitted.
Ordinance No. 162, which had been read in full at the November 10th
meeting, was presented to the Council. Mr. Maley told the Council that Mr. Kelly,
the bond attorney, had agreed to the changes regyested by the Council regarding
the levy of the special assessment only in the event of insufficiency of the
Resort Tax, and the hiring of an individual Certified Public Accountant instead
of a firm. Mr. Scott said he would like the properties located on the west side
of Collins Avenue, specifically exempted from a possible special assessment.
Mr. Anderson explained to the Council the legal process involved in special
assessments and suggested that the ordinance be passed as presented. It was
moved by Mr. Beatty, seconded by Mr. Taplin, that

establishing an Excise Tax Bond Issue for the beach restoration project be adopted.
