So many fires start from lines and transformers. I had to take out a Palm Tree that sparkedagainst the lines. I know this can be a problem. Neighborhoods without power lines look much nicer. Start in my neighborhood and along East Charleston. I am tired of the pricier sections of Palo Alto getting all the attention. You may have noticed we’ve taken particularly harsh incoming for the past several weeks. The Georgia State Election Board sued us (making it the third lawsuit we’re fighting in the state.) Next came a much discussed Wall Street Journal editorial that repeated the same inaccuracies we’ve heard so many times before (though it was the first time from the Journal.) Then there were the Michigan and Georgia alternate elector indictments. All leading, of course, to the indictments leveled at President Donald Trump. It’s a difficult time to be a truth teller. Or to debate. Or even ask questions. Which is exactly why we cannot stop. There was something, many things actually, very wrong with the 2020 Election. And as Americans, we have the constitutional right to talk about election integrity without fear of retribution like indictments, lawsuits, prison, or any other form of persecution. But yet … here we are. Only if we keep praying and working will this situation get better. Let’s go! Eyes on Georgia. This week we're Atlanta-bound, accompanying our all-star legal team to present an important argument in one of our cases. This one involves the movie “2000 Mules” and a recent Supreme Court ruling concerning the definition of intimidation, which is (of course) what we’re being accused of. That's all I can say for now, but I’ll keep you updated. This could make for a legal tidal wave in contemporary jurisprudence. Additionally, we’ve filed our response in the Georgia State Election Board suit. Here is our Motion to Dismiss, hot off the press. And, tonight we’ll tell our side of the story of Georgia - a story no one has heard before. Please join us if you can. Keep Foreign Influence Out. Though Konnech withdrew their lawsuit against us, it's essential to remember that situation is far from resolved. We're pushing on both federal and state fronts to ensure foreign orchestrated software breaches are stopped and those who knew and remained complicit are now held accountable. Our aim is to make sure this never happens again. A Whole New Look Is Coming Soon. We’re also preparing to reveal a whole new look and feel for True the Vote; one that celebrates the greatness of our republic and the commitment to representation through the voice of the vote. We’ll be sharing new tools to use for everything from voter registration to election day support. 2024 will be the biggest election of our lives. We aim to be ready! We need you. It is hard to put into words how great our need is. To fund these many critical initiatives is expensive, yes, but to ward off constant, daily attacks while preparing for 2024 initiatives - it is both financially and emotionally very costly. I was dismayed to hear that you would contemplate swapping Terman Park for School District land at the old Cubberly site. Green Acres 1, our section of the City lacks the same access to recreational facilities as the rest of the City. Mitchell Park is a large facility with a public library. It rests in Midtown, not far from Cubberly. We have no such facilities here in South Palo Alto. So, I’m at a loss as to why you would even contemplate taking what little we have away. I support your expansion of any City Community Center, but not atthe expense of other desperately needed recreational space. Please uphold our neighborhood’s access to Terman Park and keep it as it is, a City park. Lytton Plaza was created by Bart Lytton, Chairman of the Boardof Lytton Savings and Loan Association of Northern Californiato create a place for people to gather Downtown that was notpart of any developed property there. Lytton Plaza was later acquired by the City of Palo Alto anddedicated to park purposes. At the time Lytton Plaza was created, the City Council adopteda Resolution that commended Bart Lytton for creating LyttonPlaza (see City Council minutes of March 23, 1964.) The Resolution appeared on a heavy bronze plaque that wasattached to a building wall adjacent to Lytton Plaza. The current design of Lytton Plaza was paid for by Friends ofLytton Plaza under the sponsorship of the Downtown BusinessImprovement Association. In return for paying for the renovation of Lytton Plaza, theproperty owners installed a large plaque with their names onit, while the plaque honoring Bart Lytton disappeared. Essentially, the Downtown property owners appropriated LyttonPlaza's design for their benefit, although it was and isdedicated parkland. If they want to repair the fountain they had constructed, theyshould pay for the repair. Whether or not the fountain is repaired, the City shouldrestore or replace the posting of the bronze plaque honoringBart Lytton to be displayed at Lytton Plaza. Jay Thorwaldson reported in the September 1, 1971 Palo AltoTimes that the plaque had been recently found in a vacant housein Sunnyvale and returned it to the City. Either the City or someone connected to the renovation ofLytton Plaza overseen by Friends of Lytton Plaza has the plaqueand should ensure that it returned to Lytton Plaza. If for some reason the plaque is missing, a new one can be madefor much less that amount proposed by this agenda item. AUGUST 21, 2023 CITY COUNCIL MEETING, AGENDA ITEM #7REGIONAL WATER QUALITY CONTROL PLANT PROPERTY NEEDS August 20, 2023 I urge you to remove this item from your agenda and take noaction on it until you abide by the California EnvironmentalQuality Act (CEQA) and evaluate the project of which thisagenda item is a segment that you are prohibited fromevaluating separately because that would be a violation ofCEQA. The proposal in this agenda item seeks to do the same thingthat the proponents of the Measure E site did when theyidentified a parcel of land to be developed without identifyingthe specific project to be built on the land, and withoutabiding by CEQA. The Measure E proponents could ignore CEQA when they chose theacreage to be developed, because ordinances adopted by votersthrough the initiative process are exempt from CEQA. The City Council is not exempt from CEQA. The CEQA project required would identify what needs toconstructed, would evaluate a preferred location andalternatives to that location, and in a situation where one,two, or three parcels might be acquired would consider adifferent preferred project for each combination of the threeparcels described in the staff report, as well as alternativesto each of those parcel combinations. Approving the staff recommendation would be a prejudicial abuseof discretion and a violation of CEQA, and would jeopardize theapproval of any future proposed project on the parcel orparcels purchased. Honorable City Council, I am surprised to see Item 1 on Monday’s agenda-- a CLOSED SESSION Conference with Real Property Negotiators re: Cubberley Community Center. I am surprised because I have seen no agendized public Council discussion about the future of Cubberley since PAUSD walked away from the design that came out of the last public Cubberley process. I have not heard Council publicly discuss and vote on direction to staff re: next steps for Cubberley. The design concept that came out of the last public outreach process is no longer viable without PAUSD’s participation, so as a citizen, I have no idea what land you are negotiating for and, equally importantly, why. What does the city intend to do with this additional land? This is improper process, lacking transparency and thoughtful engagement of the public. This item should be pulled so it can be preceded by a regular agenda item in which the public can hear and comment on what is being considered for Cubberley and what the city is planning to build. Please make a course correction. Pull this item and properly engage the public before closing your doors. Thank you for considering my comments. Please note that we have parental permission to externally share photos of any of the students pictured. On July 5, the whole school walked around the neighborhood with handmade flags, hats, posters, and other patriotic creations. This “parade” is a beloved tradition that ties into our teachings on history, geography, and government/democracy. Our route includes part of the Hetch Hetchy Trail, the Glenbrook Gate, and the paved paths of Terman Park. If Glenbrook Gate were locked and/or we were denied access to Terman Park’s paved paths, we would not have a safe way for our youngest students to participate in the parade. Although we might be able to find an alternate route for our older students, the meaning of the event would be significantly diminished by excluding a portion of our community. On other days in July, several of our elementary classrooms have walked to Terman Park for extended free play time. While we already have regularly scheduled free play on our own campus, the open space and nature access in Terman Park provide further opportunities for our students to explore. They enjoy exploring the natural world, often creating imaginary games around what they observe. Sometimes they even bring art supplies to do some coloring in a relaxing natural environment. Bowman School works to instill a sense of responsibility and civic-mindedness in all our students. This month, some of our secondary students decided to take a trip to Terman Park to clean up trash. Our elementary students also often do this on their nature walks or during free play at Terman field. Bowman students understand that part of using a public resource means taking good care of it for everyone. Because they enjoy Terman Park and have so many positive experiences there, they want to do what they can to give back. This also ties into our teachings on environmentalism and what we can all do to help the earth. Palo Alto and its nearby areas are generally very developed, and for many of our students, Terman Park is one of the most regularly accessible natural spaces in their lives. Their connection with this parkland plays a key role in raising adults who will value, care for, and protect nature. Countless studies have shown that time spent in nature has a positive impact on mental, physical, and emotional wellbeing – for children and for adults. Bowman School was founded in Palo Alto in 1995 under the name Children’s International School, and we began operations in rented space at Cubberley Community Center with 15 students. For over 25 years, we have grown our business in Palo Alto with an emphasis on being good neighbors and a positive addition to the community. A significant number of our families are residents of Palo Alto (currently about 20%), and those who do not reside in the city regularly commute here for school days and other related events, which increases their likelihood of patronizing local businesses. Our community strongly opposes the potential proposal to swap Terman Park for acreage at Cubberley. The park is an important and well-loved feature of our neighborhood for a wide variety of reasons, including: The Glenbrook Gate is a vital part of our safety plan, providing an exit route in a potential emergency situation, particularly if Arastradero Rd is impacted. The possibility of this gate being locked, as the school tried to do at the beginning of covid, is highly concerning. Students and classes often use Terman field for free play and athletic activities when it is not being used by Fletcher, particularly in the summer as we are a year-round school. Physical fitness is an essential aspect of child development, and the use of Terman field provides an important supplement to our physical education program. Students and classes frequently use the paved paths of Terman Park and the Glenbrook Gate to access the Hetch Hetchy Trail, where they enjoy nature walks and trips to the creek for scientific observation. Bowman School is a strong proponent of hands-on, experiential learning, and access to the creek complements our science curriculum. In addition, time in nature has proven benefits to children’s (and adults’) well-being. Thanks to the values we instill in our students, they often pick up any trash that they find during these nature walks as a way to give back to the broader community and protect the environment. With parental permission, our older students enjoy using the paved paths of Terman Park, the Glenbrook Gate, and the Hetch Hetchy Trail as a way to safely travel in small groups to the Sweet Shop and other Los Altos locations. While this may sound like an inconsequential perk, it is actually a key step toward raising adults (shoutout to Council Member Julie Lythcott-Haims!), as the safety of these public spaces empowers preteens to experience independence and build self-confidence on these excursions, which better prepares them for the wider world. Students and families regularly use the paved paths of Terman Park to safely ride their bicycles to and from Bowman, thus reducing carbon emissions and traffic on Arastradero Rd. Families use Terman Park as an afterschool gathering place for playdates, picnics, and general recreation. Over the next few weeks, I will keep you updated with details on our community’s use of Terman Park, including photos from teachers and drawings from students, in hopes that this will further illustrate the value that Terman Park provides. The Cubberley Community Center will always hold a special place in Bowman’s history and in our hearts. Even after moving to our own dedicated site in 2004, Bowman School regularly rented space at Cubberley for our theater productions before building our own stage in 2019. As we witness the devastation in Lahaina we should pay attention to the comments about the preparation, or lack of, for such an event. The silence of the siren system is tragic but the failure to act on multiple warnings and recommendations concerning a fire hazard are perhaps more instructive. Recommendations for fire breaks and brush clearing were ignored for years. Palo Alto is less likely to have a fire but the comparison with the city’s attention to potential flood risks is hard to ignore. Despite years of acknowledgement of the flood risk of San Francisquito Creek due to poorly designed bridges and inadequate brush clearing the risk remains. I am sure residents of Lahaina would have liked cheaper internet access, nicer municipal buildings, public art, green fuels … whatever their city council debated…but in the end providing public safety in a timely manner should remain at the top of every agenda. We know the risk, we know the solution we shouldn’t wait more years to act. Dear Palo Alto City Council Members, This letter is on the matter of the shelter contract with Pets In Need. Mr. Shikada made an excellent point to the Council in the recent meeting: “[you] should be mindful of the impact that brainstorming has on [your] attractiveness as a partner.” Though I’m sure Mr. Burt and Ms. Veenker were harmless in their discussion, I do think there’s a need to not overlook a set of larger scale problems that could arise if this contract is not handled properly. Indeed, a removal or reduction in any services (e.g., adoptions) would not only be damaging to the immediate Palo Alto community, but it would also cause an unfair burden on the entire Central and Northern California network of animal shelters and services. I understand that you likely have not interfaced with this issue directly (at least based on known remarks), so I’ll share an experience and a recommendation. Personal Experience. I have some personal experience with the circumstances of living in a place that does not offer a full-service shelter or have resources for animals (or really any infrastructure resources). I’ve lived in parts of rural California. I grew up on the peninsula and live in Palo Alto. However, during the pandemic, I lived in the rural Central Valley. Cat overpopulation and abandoned dogs were a frequent problem. Cats, if you aren’t familiar, have a gestation period of around 60-70 days, and typically have 2-5 kittens in a litter. The cats, once 4 months old, begin getting in heat and they are indiscriminate with one another. (You can see how this problem proliferates quickly.) Aside from the adult cats who I was able to trap, multiple litters were born in my fenced-in yard. I personally drove 100+ miles to the Bay Area to a place that I could be certain would not euthanize healthy kittens. The few services that did exist, like having to drive 50+ miles to Fresno, were overburdened and euthanized animals on a regular basis. In fact, this still happens regularly. It was not uncommon for me to drive and see dead domesticated or feral animals on the side of the road. In the height of the pandemic, people who were struggling to make ends meet, would abandon their pets anywhere. I rescued several dogs that were wandering aimlessly around and over 20 cats. Why was this the result? Because there were not enough places to house, care for and treat animals. There already exists a network of nonprofit organizations that communicate with one another to relocate animals and guess what? It is still not enough. There’s a lot of work to be done. I urge the City Council in their negotiations to be generous with Pets in Need in Palo Alto. Instead of shirking compassion about their grave mistake with the puppies, consider how their mere existence has allowed for fewer animals to be euthanized, and instead to be adopted. Recommendation: I recommend that you provide additional funding for specific training of how to care for animals and prevent negligible accidents like that from happening again. Include that language in the contract: require them to find the best operating shelters in the country and have them meet with those high-performing shelters/nonprofits to formulate a plan and model for running it better. The answer is not shame, but education. So, while on its face, without thoughtful consideration or investigation, you may not feel any heartburn; but, providing anything less or “outsourcing adoptions,” would indeed, be more careless than untrained non-profit workers failing to care for nine puppies. At the direction of the city clerk and City Attorney's office I submitted the requested claim form and supporting documentation for reimbursement. After my original claim was unexpectedly rejected, I called and spoke to Bella Wu at the City Attorney's office. Ms Wu appeared understanding and assured me that the case would be revisited and that I should expect to receive a check as compensation for the claim by mail. Weeks passed and I was surprised only to receive a stack of apparently unrelated paperwork along with another rejection notice. It concerns me that the city can indiscriminately destroy homeowner property and not assume responsibility to repair the damage. It further concerns me that the City attorney's representative would mislead and misrepresent the city's intentions. Instead of the rightful reimbursement that I was promised, the long awaited letter contained only volumes of poorly photocopied pages borrowed from some unintelligible legal code document. No explanation was provided as to why the claim was rejected. Over nearly three decades as a Palo Alto resident, I have been nothing but a responsible homeowner. Never have I requested any sort of payment from the city for any reason. Now living in Palo Alto as a recent retiree, it appears to me reckless and irresponsible for the City to feel justified in destroying personal property with at best impunity and at worst deception. I would like to request a further review of this case that results either in compensation or with a clear description of why a clearly valid claim of property damage by the city can be summarily rejected. Our family has direct successful experience with this approach. In Bakersfield, a family member started feeding a group of feral neighborhood cats which was producing kittens regularly. He trapped them at a rate of 2 a week (the maximum supported in Bakersfield), had them neutered or spayed with the help of a community organization, and returned them to the neighborhood. After about 4 months, the group stopped growing because there were no more kittens. The only alternative to city-supported TNR is for private citizens to manage the entire process. But without a city-supported program, this means each step must be paid for by individuals or cat rescues. Very few private citizens would make the effort to trap a feral cat and deliver the cat to an animal shelter when the certain result would be euthanasia – which is the only way to reduce the feral cat population other than TNR. TNR is the only humane and practical method to reduce the outdoor cat population. Please support the TNR approach. Thank you. Part ofthe Ellsworth Place "private road" has been "abandoned" since its last owner died on September 11, 1987. Thissection of road was once attached to the 702 Ellsworth Place parcel. It was not sold to the original apartmentdevelopers, Ray T. Lindsay & Mildred Lindsay, when they purchased that 702 Ellsworth Place lot from HelenM. Kenny on November 10. 1958. Per our understanding, the statute of limitations on real estate in the State ofCalifornia is 5 years. This section of road has been abandoned for almost 26 years. The original Wooster Subdivision land map of 1912 was for the overall larger parcels. The only roads thatexisted in this area at that time are Middlefield, Ross, Louis, Stanford Avenue, and College Avenue, and someof these road names have since been changed. (See below). Ellsworth Place is located on what was Parcel 71 on this map, and it followed the Mayfield Sewer Outlet. It should also be noted that where Ellsworth Place is concerned, the Palo Alto GIS has been wrong now on twooccasions that we know of, and also CPA Utilities didn't know they owned the storm drain until 2006,according to public records, (see below). So it is also plausible that Palo Alto already owns the road and has not properly documented it or has since lost the information, and land laws were different in the 1940s from whatthey are now. The Santa Clara County (SCC) Assessor's maps have shown Ellsworth Place being a public roadsince 1968, and county maps supersede the City maps. I've been told the SCC Assessors do not make a mistakeof this magnitude, and the fact that NO ONE PAYS TAXES ON THIS ROAD, nor have they since at least1968 or earlier, is further evidence that Ellsworth Place is already a public road. When I looked into what is required to add this length of road to the existing parcels, it is a very complicatedand costly process that requires redrawing parcel lines. No one on Ellsworth Place is willing to do this as thereis no benefit to having the road attached to a parcel. I was told by our surveyor that the far more efficientmeans of handling this situation is for the CPA to assume responsibility for it. CPA already owns ALLutilities on this road and has contributed to its wear and tear by punching through it to maintain utilities over theyears, (fixing the sewer line and checking the gas lines, etc.) I have a bunch of photos showing this utility repairhistory over the last 10+ years. As we understand it, CPA can choose to write an Ordinance to cover the Ellsworth Place road that leaves theexisting houses grandfathered in as they are, in which the homes were built between 1938 - 1949 with the lotsall sold prior to annexation on May 2, 1947. In addition to GIS recording what was historically "702 Ellsworth", currently the parking lot of the Sutter ArmsApartments located at 2901 - 2905 Middlefield Road, as an R-1 parcel, the other mistake on GIS was the creek-side property line for ALL of the even house numbers, shortened our property lines as shown in the attachedphoto. To get this corrected prior to my own remodel process, which began in 2014, a very expensive surveywas required to be recorded with the County. (That survey was conducted by a former SCC head surveyor, andit has been referred to many times recently!) The screenshot below is the original GIS map, which had the property line cutting through the existinggarages of homes 724, 730, and 732 Ellsworth Place. As compared to the current GIS map after it was corrected, as shown below: Here are the communications from 2006 showing when CPA learned that the storm drain at the end ofEllsworth Place belongs to CPA. First, a little background as context. Here are some statistics about euthanasia in animalshelters from a 2021 report: Report Highlights. Statistics reflect a declining trend of euthanasia in animal shelters. Incidents of animal euthanasia are not well documented, however, and total estimates vary. While the rate of euthanasia across the country and in the Bay Area has been on a downwardtrend since 1970 as people become more educated and there has been a big focus on notkilling perfectly good animals, that trend has started tipping in the wrong direction. And whilethere was significant hope as shelters were emptied during the pandemic, the post-pandemicera has been a terrible story for animals. Locally, while we have a “no kill” shelter, the requirement is >90% survival rate for animalsin the shelter, perfectly good animals are being put to death in facilities we call “shelters” andthe problem across the Bay Area is getting worse like everywhere else. See this local newsstory about people surrendering pets in droves as they return to work and shelters aredrowning in adoptable animals who are tragically being put to death:https://www.nbcbayarea.com/news/local/animal-shelters-overcrowding-bay-area/3258937/. Between 4,000 and 10,000 animals are euthanized in shelters daily. 25% of animals entering shelters are confirmed euthanized. 9 out of 10 euthanized animals are adoptable, having no painful or life-threatening conditions. As many as 57% of euthanized animals are unweaned kittens. Americans pay $1.5 billion each year for animal control, including euthanasia. Rescues are overwhelmed and we are once again seeing an uptick in euthanasia despite bestintentions from these groups - there are simply not enough homes for all these animals. Sad to say, but beautiful dogs and cats fall prey to the simple economics of supply and demand. During the pandemic, demand was high and supply was low. Now the reverse is true. The ONLY PROVEN SOLUTION to get at the root cause and provide services that have longterm impact is SPAY and NEUTER, SPAY and NEUTER, SPAY and NEUTER. Anything else is a bandaid. But like many other services, the costs of veterinary services have soared inrecent years. At the same time, veterinarians and their assistants cannot afford to live here so these services are harder and harder to come by. Animal shelters have made very successfulcontributions to limiting the need for euthanasia is by helping to reduce the number of unwanted pets through low cost spay and neuter programs but in what I have read, Palo Altohas cut back on the availability of those services. So, as you consider what services to provide to the community…please focus on the one solution that has a real impact - LOW or NO COST SPAY and NEUTER programs and makethem available to the Bay Area so we can solve a wider ecosystem problem. And not to muddy the waters, but note the data on kittens. People everywhere would be horrified to know how many precious kittens are put to death. Use the TNR solution at least insome non-sensitive areas. As a member of the Audubon society, I see both sides…but cats have always had a role in reducing rodents and it is less horrifying to spay and neuter a catthan to kill kittens. August 14, 2023 Palo Alto City Council Express Opposition to SB 532 / The $1.50 Toll Increase The City of Palo Alto should express opposition to SB 532, because it is patently unfair to tax only people crossing the bridges and no one else. Here's an analogy: Imagine that Santa Clara County supervisors placed on the ballot and Santa Clara County voters approved a parcel tax to fund 12 projects around Santa Clara County, from Gilroy to Palo Alto, from Los Gatos to Milpitas. But this parcel tax would apply to commercial and residential property owners … only in Sunnyvale! Everyone should agree that this would be patently unfair and should never even be considered. That is exactly what SB 532 would do: To fund public transit for everyone, this bill would impose the bridge toll equivalent of a parcel tax, only on those whose circumstances require them to cross a bridge, mostly from their homes or business offices to their jobs or customers. SB 532 is additionally unfair because it is very likely that most bridge commuters travel from less wealthy locations to more wealthy locations, and so this tax falls more heavily on lower income residents and businesses. SB 532 only works because it is easy, not because it's right. Drivers crossing bridges are an easily identified captive group, and raising tolls leverages the existing toll mechanisms. Taxing everyone in our 9 counties who would benefit from public transit is much harder. While we are addressing SB 532, Palo Alto should also advocate to repeal the SB 595 / Regional Measure 3 $1 toll increase, for all of the same reasons above. If our Bay Area to fund transportation projects and public transit, then we should pass a tax that applies to ALL residents and businesses in the 9 counties. We should not take the easy, lazy way and tax a captive subset of our friends and neighbors. In 2022, we declared this day to be Women’s Inequality Day in the aftermath of the Supreme Court’s rollback of reproductive freedom and the failure of Congress to pass voting rights legislation or add the Equal Rights Amendment (ERA) to the Constitution. One year later, we have seen the impact of anti-abortion legislation on those who can become pregnant; we have seen anti-voter laws passed that silence voters at the polls; and we are still calling on Congress to ratify the Equal Rights Amendment and make it part of our Constitution. The fight for women’s equality has always been grounded in the right to vote. When some women have fewer rights and access, we cannot call ourselves equal, and we cannot celebrate equality. The staff recommendation is based on the argument that it disproportionately impacts the lower income population in a negative way. Transit users tend to be more racially and economically diverse than car drivers - the stop-gap toll is meant to support the transit backbone which will help everyone in the Bay Area by moving people to more sustainable transportation. It is difficult to imagine the Bay Area returning to economic health without the backbone of dependable public transit that policy makers, developers,and commuters and residents can all count on. Electrification of private cars will help air quality but not congestion or overall land use and transportation design. Currently, MTC and transit agencies are laying the groundwork for a regional public transportation funding measure for the November 2026 ballot. SB 532 would provide sufficient funding to keep transit running without cuts and service degradation, and would provide helpful funding for service improvements such as integrated fares, before a larger regional measure will be able to provide long-term sustainability and significant improvements. This bill is an important, temporary stopgap measure to ensure that service continues without cuts before funding from a regional measure would start to flow in 2027. Established in 1989 as the Stanford Cat Network, a 501(c)(3) nonprofit, the organization has evolved to a community service and homeless cat care program now known as the Feline Friends Network. The Feline Friends Network (then known as the Stanford Cat Network) was one of the first organizations to promote TNR (TVAR), which has since become a national model. What We Do The Feline Friends Network is a nonprofit organization dedicated to caring for the homeless cats who live on Stanford University property. It is comprised of Stanford staff, students, faculty and community volunteers. By agreement with the University, the Feline Friends Network is responsible for the care of all free-roaming cats on campus. A registry of the Stanford cats and established feeding stations and schedules enable caregivers to monitor the health and well-being of the cats and identify hungry newcomers, before they are assimilated into the Campus population and reproduce. Unsocialized cats are humanely trapped, spayed or neutered, vaccinated, and released back into their Campus territory, where they are fed and monitored daily by Network volunteers. Every effort is made to find the owners of stray tame cats. Unclaimed tame strays and any kittens are boarded or fostered, until adoptive homes are found. No cats are euthanized, except as warranted by a veterinarian to relieve suffering. Studies have proven that trap-vaccinate-alter-release or “TVAR” is the single most successful method of stabilizing and maintaining healthy feral cat colonies with the least possible cost to local governments and residents, while providing the best life for the animals themselves. Why We Do It Advantages of the Trap-Vaccinate-Alter-Return (TVAR), Education and Adoption Programs: 1. TVAR stabilizes the population at manageable levels. The presence of the neutered/spayed and vaccinated Stanford cats helps to stabilize the Campus population. Cats are territorial, and they may not welcome newcomers. 2. TVAR is humane to the animals and fosters compassion in the neighborhoods. 3. TVAR is more effective [1] and less costly than repeated attempts at extermination. The costs for repeatedly trapping and killing feral colonies are far higher than promoting stable, non-breeding colonies in the same location. Vacated areas are soon filled by other cats who start the breeding process over again 4. Monitoring the population for health, and vaccinating cats prevents the spread of infectious diseases. All the cats are observed on a daily basis by volunteers familiar with the individuals, and unusual behavior or appearances are reported. Sick cats can be trapped and transported for treatment. 5. Education of the public helps reduce abandonment of animals, encourages spay/neuter of pets, and helps students consider interacting with animals by volunteering without taking on a commitment they may not be prepared for. 6. Adoption helps place tame cats in need of new homes, so they do not end up homeless and reproducing on campus. Implementation of this program and its diligent upkeep have resulted in a healthy cat population, which is not reproducing and is steadily declining through natural attrition (death of aged cats) and adoption into homes. This successful program has been recognized nationally as a model for the care and management of homeless cats. References 1. I am very concerned that your ban of Trap/Neuter/Return (TNR) will result in MORE unowned cats: One unspayed cat left to breed produces more than 2 million cats in just eight years! That is what your no TNR policy achieves. If residents are told at the PIN clinic that the feral cat they have gone to the trouble of trapping will be killed, nobody will do this important (and free to the City) work. Result: more feral cats. That is more of what your no TNR policy achieves. TNR has proven effective nationwide at reducing the numbers of feral cats. Stanford University had more than 500 cats on campus 34 years ago. Now, there are fewer than half a dozen, thanks to TNR. Every jurisdiction in the Bay Area, except Palo Alto, endorses, supports, and funds TNR. “Best municipal practices” means supporting TNR. Feral cats have zero impact on human health. They are terrified of people and avoid contact with them. Please support TNR in Palo Alto and sister cities. PIN supports TNR. One more important point: The City Council should mandate more spay/neuter availability at PIN. Sixty appointments per month is pitifully inadequate. Please require double or triple that number.
