• The Commission signed the following documents:
Perkins Building, 215 Hayden Rowe St – Certificate of Compliance for Enforcement and
Restoration Order
• Mr. Waldron made a motion to approve the Request for Payment dated 03 June 2013. The
motion was seconded by Mr. Griben and it passed unanimously.
• A discussion was held regarding the proposed project change submitted by Stephan, 18
Granite Street (188-1116) as identified on the surveyed plan dated 27 March 2013 with a final
revision date of 02 May 2013. Mr. Griben made a motion to determine the revision to the
septic system area as an insignificant project change. The motion was seconded by Mr.
Nation and it passed unanimously.
• A discussion was held regarding a request for minor project exemption from Peters, 23
Oakhurst Road dated 30 May 2013. The Commission determined that the removal of the
existing tree adjacent to the house and replacing it with a native shrub qualified as a minor
project exemption.
• A discussion was held regarding the request from the Town of Hopkinton DPW for the
issuance of an Emergency Certification, in conjunction with the Massachusetts Department of
Environmental Protection Determination dated 28 May 2013, to remove a section of the
beaver dam which is threatening the Fruit Street Public Wells. The Commission determined
to issue an Emergency Certification when the trapping regime was completed and the dam
was ready to be breached to allow for a slow release of water.
• A discussion was held regarding the Baseline Documentation Report and Land Management
Plan for the 10.75 acre Conservation Restriction farm parcel and the 81.18 acre wooded
parcel of Elmwood Farm on Ash Street. The Commission signed both reports for submission
to the Massachusetts Executive Office of Energy and Environmental Affairs as needed.

Ms. Miller provided an overview of the Notice of Intent and the engineered plan dated 06 May
2013. It was noted that the single family home was constructed in 1987 without receiving a
permit from the Commission. A discussion was held regarding the need for installing a drywell
to receive any drawn down pool water and a permanent immovable barrier at the edge of the
existing landscape.
Mr. Waldron made a motion to close the hearing and issue an Order of Conditions, subject to the
submittal of a revised plan, with the standard and noted special conditions. The motion was
seconded by Ms. Recos and it passed unanimously.
The Commission signed a signature page to issue the Order of Conditions within 21 days.

Ms. Biedleman provided an overview of the after-the-fact Notice of Intent and survey plan dated
May 2013.
The Commission determined since the dock and boat lift have already been installed and
identified on the survey plan that they could consider issuing an Order of Conditions and a
Certificate of Compliance simultaneously for the project.
Mr. Waldron made a motion to close the hearing and issue an Order of Conditions, subject to the
issuance of a file number by MA DEP, with the standard and noted special conditions. The
motion was seconded by Mr. Nation and it passed unanimously.
The Commission signed signature pages to issue an Order of Conditions and a Certificate of
Compliance within 21 days.

Mr. Ingram provided an overview of his comments to the revised site plans with a final revision
date of 09 May 2013 by Guerriere & Halnon Inc., the response memo dated 13 May 2013, the
map entitled “Wetlands to the East of South Mill Street” dated 13 May 2013, and the Cumulative
Buffer Zone Impact Analysis dated 13 May 2013 by Goddard Consulting LLC.

Mr. Waldron made a motion to close the hearing and issue an Order of Conditions with the
standard and noted special conditions. The motion was seconded by Mr. Griben and it passed
unanimously.
The Commission signed a signature page to issue the Order of Conditions within 21 days.

Informal Discussion
Mr. Nation recused himself from the Commission

A discussion was held regarding the status of the existing detention basin and drainage easements
on 14 Carriage Hill Road. Ms. Hayman stated that an area within the detention basin continually
holds water and is a mosquito nuisance. The Commission determined to have the Conservation
Staff review the site.

• Mr. Ingram provided a status overview of site activities at Legacy Farms South and a site
review of the man-made irrigation pond adjacent to Clinton Street.
