THE CITY OF RICHMOND, INDIANA,
NOVEMBER 26, 2014
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday,
November 26, 2014, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond,
Indiana.
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Tony Foster and Dick Foore.
Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen City Clerk; Diana Pappin;
and, Media.
APPROVAL OF MINUTES
Mr. Foore moved to approve the November 20, 2014 minutes, supported by Ms. Robinson. Upon a vote
viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Foore moved to approve the November 28, 2014 Claims for Payment in the amount of One Hundred
Fifty Nine Thousand Eight Hundred Fifty Five Dollars and sixty five cents ($159,855.65). Upon a
vote viva voce, the motion carried.

CONTRACTS
• CONTRACT NO. 132 -2014 — NEIGHBORHOOD SERVICES CLEARINGHOUSE (Program
Partner)
This Agreement would enable the Indiana Housing and Community Development Authority to
award the City of Richmond an amount of One Million Nine Hundred Thirty -one Thousand Dollars
and Zero Cents ($1,931,000.00) to be used for the Blight Elimination Program with the
Neighborhood Services Clearinghouse to serve as a Program Partner.
Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried.
• CONTRACT NO. 133 -2014 — HABITAT FOR HUMANITY OF GREATER RICHMOND (Program
Partner)
This Agreement would enable the Indiana Housing and Community Development Authority to
award the City of Richmond an amount of One Million Nine Hundred Thirty -one Thousand Dollars
and Zero Cents ($1,931,000.00) to be used for the Blight Elimination Program with Habitat for
Humanity to serve as a Program Partner.
Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried.

Demolition of the following properties as ordered by the Unsafe Building Commission:
310 NW "K" Street (House & Garage) $ 3,500.00
2405 NW 17th Street (House & Garage) $ 3,400.00
2315 NW 16th Street (House) $ 3,200.00
Total Not to Exceed $10,100.00
Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried.

MISCELLANEOUS
The 2015 Meeting Schedule for the Board of Public Works and Safety was presented as follows:
The Board of Public Works and Safety will meet every Thursday during 2015 in the Council
Chambers on the third floor of the Municipal Building, 50 North 5th Street, 5:00 pm, with the
exception of the week of Thanksgiving. The meeting that week will be Wednesday, November
25, 2015.
ADJOURNMENT
After a motion was duly made, the meeting was adjourned.
