Donovan, Director September 16, 1992 Brown's Industries Judd DeBoer 101 S Capitol Boulevard Boise, Idaho 83702 RE: Payette Lakes Commercial Center Subdivision - 32 Lots Water & Sewer Lines Dear Sir: The plans and specifications for the subject project appear to meet State of Idaho standards and are approved. However, sanitary restrictions may not be lifted until the following conditions are met: 1. Please refer to the standard conditions in the DEQ review stamp on the documents. Also note that improper construction, operation, or maintenance may result in removal of the approval. 2. Either the city or the owner must indicate how the systems will be operated and maintained according to state requirements and recommendations. Special attention must be given to the lift station, and the cross - connection control program. If the industrial park is a private line then a cross -connection control device will be required at the master meter. In the absence of specific information on the tenants, a RP device would be required for this situation. 3. The mobile home park plans have not yet been submitted. The cross - connection situations must be evaluated for that as well. Please check the regulations for minimum requirements. Any major changes or changes which would result in violations of Idaho regulations must be reviewed by this office prior to construction. This office must also be informed of construction scheduling so that spot inspections can be made as necessary. Construction must be done under the supervision of an Idaho registered professional engineer. Within thirty days after construction, this engineer must provide as -built plans or a letter of certification stating that the project was installed substantially according to the approved plans. My apologies for not having delivered this to you sooner, but my trip with Scouts to Tennessee and the summer crush of criminal matters awaiting me when I returned, fairly well derailed me. This letter will evidence that your delivery of several letters of credit, rather than one, is accepted as performance of your obligation to secure performance in turn of the subdivision agreement. Each will be administered with respect to the improvement(s) secured by it in like fashion as the contemplated collateral would have been administered for the whole project.
