Martinez Regulatory Project Manager Operations Division US Army Corps of Engineers 304 North Eighth Street, Room 140 Boise, ID 83702 Dear Mr. Martinez: As project manager and representative for the City of McCall I thank you for the approval of our Nationwide Permit. I believe the plan will allow us to improve the natural environment as well as to provide an enhanced golf course for the citizens and visitors of McCall. Our policy will be to fully comply with the conditions listed in the letter dated May 10, 2002. Below are the details for the project. a. Mitigation shall be constructed concurrent with project construction. Most mitigated areas will be developed with priority over fill areas. Mitigated areas will have sod stripped and the topsoil removed and stockpiled for redistribution if needed. Concurrently, excavation of approximately 6-12 inches of existing wetland soil and vegetation will be completed and stockpiled for redistribution over the mitigated areas. b. Attached are drawings showing mitigated areas in red and fill areas in green. Each mitigated area has a base elevation and each fill area has a top base elevation. Pond expansion in figure 3, 3A will have a depth of 8 feet and will also serve as additional water supply for the golf course. The ponds will be filled with golf course wells and flows through surrounding wetlands during spring thaws. c. All mitigated areas will have redistributed wetland soil and vegetation from fill areas. Additional vegetation will be added if needed and will be selected from the plant list provided by Secesh Engeneering in the permit application. Jim Fronk from Secesh Engineering will help monitor and inspect the construction of the mitigation and fill areas as conforming to specifications. Signage will be used to warn golfers to not enter mitigated areas. All mitigated areas will have a surrounding buffer zone used to prevent contamination of fertilizer and chemicals and leaching into wetland areas. The city will keep the wetland areas charged with flow from properly constructed grades allowing hydrology to work as described in the permit drawings. Wetland areas will be filled with overflow from several ponds throughout the golf course. The ponds are filled with golf course wells. Weeds will be controlled by hand removal or careful spot spray treatments. Additional irrigation from the golf course irrigation system will be used during establishment if needed. Wildlife habitat will be encouraged in mitigated areas. d.
