Park St., McCall, ID 83638 Members Present: Rick Fereday, Mike Weiss, Matt Shaddle, Mark Thorien, Staff: Jay Scherer, Airport Manager Other: Mike Dorris, Nolan Smith Mike Weiss called the meeting to order at 12:00 PM. Public Comment: None. Approval of Minutes from January 4, 2017: The January meeting minutes were presented for review and approval. Rick Fereday moved to accept Matt Shaddle seconded the motion. The minutes were unanimously approved. Dorris — Hangar 105 — Commercial Lease Request: Mike Dorris submitted a request for a new lease for Hangar 105. His current lease rate is $.403/sq ft which is higher than most other commercial tenants. The AAC discussed other revenues produced and community benefits provided by Sawtooth Aviation. Mark Thorien moved that the ACC recommend a 20 yr lease with four five year extensions at a commercial lease rate of $.25/sq ft. be presented to Council. Rick Fereday seconded the motion and it passed . unanimously. Smith Hangar 106H — Legacy Hangar Lease Assumption Request Per AAC charter all Legacy Hangar lease actions must be reviewed by the AAC and a recommendation be made to City Council. Mr. Nolan Smith is purchasing hangar 106H from Rick Fereday and would like to assume the lease. The lease has entered its first extension this fiscal year and had adjusted to the current rate of $.30/sq ft. No change in term or revenue would result from this assumption. Matt Shaddle moved the AAC recommend approval of the lease assumption and Mark Thorien seconded the motion. The motion passed unanimously with Rick Fereday recusing himself from discussion and voting. Howard — Hangar 510 — Lease Request: Brian Howard resubmitted his proposal to create a second leasehold with a change that the second leasehold would be a T-hangar like addition. Additional discussion was held on his new proposal. Mr. Howard is to prepare a new surveyed drawing for the lease to be considered at a future meeting. Code Revision: Through -the Fence: In the process of mediation, Mr. Gigray, Attorney representing the City identified the Through -the -Fence provision needed to be more detailed. The FAA reviewed the proposal and suggested changes which are in the process of being incorporated. The FAA comments were provided to the AAC. Code Revision: Airport Zone: After discussion with Community Development the contractor providing the draft revision is not far enough along to have a meaningful discussion. We will schedule a meeting with Michelle Groenevelt when the draft is farther along. The AAC will look at the draft document a previous working group developed to see if it still meets airport needs. Snow and Ice Control Plan: The airport manager provided draft language for the priorities and the triggers to initiate snow removal. Park St., McCall, ID 83638 Triangle Hangars: The airport manager relayed information from a meeting with Idaho power regarding the cost of installing electric. Additional estimates for utilities and infrastructure are being developed. Committee Appreciation Breakfast — Apr 3, 2018 Location, time TBD. This information was provided to the Committee. Three Month Calendar Review: The three month calendar was reviewed. Motion to adjourn was made by Rick Fereday and seconded by Matt Shaddle.
