AN ORDINANCE: AMENDING LEESBURG ZONING ORDINANCE ARTICLE 18
DEFINITIONS FOR THE PURPOSE OF REVISING THE
DEFINITION OF "INN"
WHEREAS, the Leesburg Town Council initiated amendments to the Zoning Ordinance
regarding "Inns" at its April 25, 2023, meeting; and
WHEREAS, the Town Plan designates Downtown as an "area to strengthen" where
carefully designed infill development is appropriate provided it does not compromise the
historic character; and
WHEREAS, at the regularly scheduled meeting of the Planning Commission on June
15, 2023, the Commission did not recommended approval of the text amendments by a vote of
7-0; and
WHEREAS, the Council held a duly advertised public hearing on August 8, 2023; and
WHEREAS, staff recommends approval of the proposed amendments; and
WHEREAS, the Council has concluded that the public necessity, convenience, general
welfare, and good zoning practice necessitate the proposed amendments.
THEREFORE, ORDAINED, by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. That Section 18.1 of the Zoning Ordinance of the Town of Leesburg,
Virginia, 2003, as amended, is hereby amended to read as follows:
Sec. 18.1 Terms Defined
18.1.86 Commercial Inn
A commercial facility for housing and feeding of transient guests in a building containing no more than
fifteen (15) 40 guest rooms without cooking facilities. Commercial use or rental of the property for
business meetings, seminars, receptions and similar events or activities shall be permitted.

DEFINITION OF "INN"
SECTION II. All prior ordinances in conflict herewith are repealed.
SECTION III. Severability. If a court of competent jurisdiction declares any provision of
this ordinance invalid, the decision shall not affect the validity of the ordinance as a whole or any
remaining provisions of this ordinance.
SECTION IV. This ordinance shall be in effect upon its passage.
