HomeMy Public PortalAbout12-10-2002PLANNING COMMISSION MINUTES - DECEMBER 10, 2002 PRESENT: PLANNING COMMISSIONERS ELIZABETH WEIR, RANDY BRINKMAN, MARY VERBICK, SHARON JOHNSON, BILL LOE, DICK PICARD, LENNY LEVER, RON JOHNSON AND JERRY BROST; PARK COMMISSIONERS JERRY DYKHOFF, RANDY HUGHES, GALEN BRUER AND RAY ESSENDRUP. ALSO PRESENT PLANNING AND ZONING ADMINISTRATOR LOREN KOHNEN, PUBLIC WORKS DIRECTOR JIM DILLMAN, CITY COUNCIL MEMBER CAROLYN SMITH AND PLANNING AND ZONING ASSISTANT SANDIE LARSON Chairperson Elizabeth Weir called the meeting to order at 7:03 p.m. Liz explained that this was a joint meeting with the Park Commission. 1. JOINT MEETING WITH THE PARK COMMISSION Galen Bruer, Park Commission chairperson, gave some background. He stated that the park commission had been talking about being uninformed about issues and that there needs to be more communication between the park commission and the planning commission. Galen talked of the trail study that the park commission had done, the prioritization of the trails and the park commission wanted to know how the planning commission felt. Galen said the two main points for them tonight was to talk about more communication and to initiate some dialogue regarding trails. There was some talk of having an annual joint meeting with the park commission and planning commission. Mary Verbick said she thought it would be a good idea for a park commissioner to come to the planning commission meetings and that would keep the park commission aware of what is going on and it would let the park commission know when trails are involved. Elizabeth Weir and Loren Kohnen said when there is a subdivision on the agenda. There was discussion of what maybe has happened due to lack of communication, etc. G. Bruer said he would like to ensure that park commission discussions, thoughts, etc. on proposed subdivisions, etc. are included in the planning commission discussions. There was some discussion on how the park commission prioritized the trails. Carolyn Smith said that a planning commission member should be at the park commission meetings like the park commission at the planning commission. When the park commission has a draft of their trail study, they will forward it to the planning commission. G. Bruer went over some of what the park commission has talked about on trails: 1 High Priority - 1-5 years: Hamel Road in the Uptown area Hunter Drive Medina Morningside County Road 101N Sioux Drive Moderately High: Hunter Lions - Holasek Hamel Road - west of Hamel area County Road 116 Tamarack Drive Medina Road Moderately Low: County Road 118 Blackfoot Trail Hackamore Arrowhead Willow Drive South Low: CP Railroad Deerhill Road Holly Bush Road Pinto Drive Pioneer/Willow Tomahawk Wolsfeld Woods Tuckborough It was discussed that the park commission chairperson would be notified when there are trail issues on the planning commission agenda. It was also discussed that when the web site is up and running again, the park commission minutes should be put on it. There was discussion of the Uptown Hamel area, of Sioux Drive going south from Highway 55, sidewalks, retaining walls, etc. The consensus was that this is the 'Gateway' to the Uptown area and is important. The park commission will submit the total trail plan to the planning commission for comment and then on to the city council. Randy Hughes talked about DNR grant money for trails and that the deadline is in February. He said that the city council had agreed to let the city apply. Jim Dillman said that Bonestroo should write the grant letter. Jerry Brost said that the trail plan should include total miles of trails, and the number of years expected to implement the plan. 2 There was discussion on the funding of trails. 2.
