PRESENT: PLANNING COMMISSIONERS RANDY BRINKMAN, JERRY BROST,
ELIZABETH WEIR, LENNY LEUER, TOM SUPEL, SHARON JOHNSON,
MARY VERBICK AND DICK PICARD. ALSO PRESENT: PLANNING
AND ZONING ADMINISTRATOR, ADMINISTRATOR -CLERK PAUL
ROBINSON, COUNCIL MEMBER CAROLYN SMITH AND PLANNING
AND ZONING ASSISTANT SANDIE LARSON.
ABSENT: PLANNING COMMISSIONER RON JOHNSON
1. Chairperson Lenny Leuer called the meeting to order at 7:05 p.m.
Loren Kohnen added an informational item to the end of the agenda.
2. HENNEPIN PARKS - 2935 PARKVIEW DRIVE - CONDITIONAL USE PERMIT
FOR 3 SMALL BUILDINGS - PUBLIC HEARING
Loren Kohnen read his memo to the planning commission. He stated that the city
engineer had no concerns with this application. He then put up an overhead of the area
and pointed out the locations for the proposed buildings. Loren also put up overheads
of the plans of the proposed buildings.
Margie Walz, director, Park Operations Services, introduced Michael Horn, landscape
architect for the project. Margie said that no tax dollars would be going into this project.
The money generated from the operation is used. She also said that the buildings are
all customer orientated buildings.
L. Kohnen said that he had driven thru the golf course and it is very neat, all is in order
and we have had no complaints about the operation.
Dick Picard asked about outside speakers.
M. Walz said there would be none, that their current conditional use permit does not
allow them.
D. Picard asked how the size of the buildings were measured.
Michael Horn said it is based on the roof area.
L. Kohnen said that the square footage shown is probably a little larger than how we
measure it.

L. Weir said that when she came on the planning commission the Near Wilderness
Center was being done and at that time, she thought it was said that the park was
almost full of the number of buildings allowed in the park.
M. Walz first of all said that the park name was changing from Hennepin Parks to Three
Rivers Park District. She said the park criteria is 80% park and 20% buildings and they
are almost there.
Lenny Leuer said that in the Park's cover letter, it stated doing these buildings over the
next few years'. He was wondering about the conditional use permit now and then not
all of the buildings being done.
L. Kohnen said that conditional use permits run with the property and there is no time
limit.
M. Walz said that the starter and teaching buildings are planned for 2002 and the range
building the next year. She said they could be done sooner, depending on the weather
and revenue.
L. Leuer asked Loren if there was adequate parking and Loren said yes, that there even
was overflow parking.
L. Leuer asked about ROW for Parkview or don't we care as it is a county road.
L. Kohnen said he will check with the county, but this is not something we deal with for
conditional use permits, only when platting is being done.
L. Leuer asked which building will have electricity.
M. Walz said they will all have some. There will be no equipment left at the teaching
building, but when something is going one, electricity will be needed for projectors, etc.
The starter building will be linked to the club house, so they can check by computer for
start times, etc. The range building will have electronic equipment for dispensing balls
and cleaning balls. Margie said that any water used in the park is treated before it goes
into any water bodies - the park statement says that no park facility can cause any
degradation of water.
MOVED BY JERRY BROST AND SECONDED BY ELIZABETH WEIR TO
RECOMMEND APPROVAL OF THE CONDITIONAL USE PERMIT FOR THREE
RIVERS PARK FOR 3 BUILDINGS AT THE BAKER NATIONAL GOLF SITE WITH
THE FOLLOWING CONDITIONS:
1. Erosion control methods be employed
2. If any exterior lighting or lighting under the roof of the instructional
shelter is to be installed, it must be downcast type with all sides
enclosed except the bottom and the light source and the globe not
visible.

3. All buildings to be A.D.A. accessible
4. Building exterior to be concrete/wood with a shingled roof.
5. All requirements of the watershed.
MOTION PASSED.
2. DISCUSSION OF PLANNING COMMISSION TRAINING GUIDE
Sharon Johnson provided the planning commission with a draft to go over.
There was discussion of what to include in the training guide, the roles of the Met
council and there was a question of excused vs unexcused absences of planning
commission members.
Paul said he would ask Ron Batty if the planning commission could change their by-
laws (operational procedures).
Staff will get some information to Sharon for the training guide and other planning
commission members will work with Sharon on different parts of the guide.
3. APPOINTMENT TO AGRICULTURE COMMISSION
Loren Kohnen explained about the task force that is being formed to discuss land use
within the rural residential and agriculture preserve areas of the city. Discussion will
include manure management, setbacks, animal units, etc.
Carolyn Smith said she would like to see members and also alternates from the
planning commission. She said that there would possibly be 2 meetings a month.
L. Kohnen said that they had talked with Marvin Johnson, the mayor of Independence.
Mayor Johnson suggested that there be a member representing lakeshore owners.
Dick Picard said that the Hennepin Conservation District is working with lakeshore
owners.
There was further discussion.

5. INFORMATION ITEM
Loren Kohnen brought the planning commission up to date regarding the Elm Creek
Interceptor. It is planned to be in service by the end of 2003.
Loren put up an overhead of the Holy Name Lake area and the parcels that would be
considered for re -zoning.
Paul Robinson said the planning commission would have a public hearing on the
rezoning of part of Rolling Green from MR to UR.
Loren gave an update of the Willow Drive/ Highway 55 intersection.
