Mayor Reiman and Borough Council Borough of Carteret 61 Cooke Avenue Carteret, NJ 07008 Via hand delivery Attn: Ms. Judy Leshko Re: Civic Center Park Improvements Report of Bids Received CME File: H-CA-00200-01 Dear Mayor Reiman and Council Members: Enclosed herewith please find a summary of bids receive on September 12, 2006, for the above referenced project. Five (5) bids were received anging from a low base bid of $1,664,617.55 from Northstar Enterprises, Inc., to a high se bid of $2,550,707.00 from Berto Construction, Inc. It is our understanding that there is adequate funding avail ble to award a contract in the amount of the base bid and Addition Items ADD-1 throu h ADD-6. Applying these six (6) items does not change the order of the bids: Northsta Enterprises would remain the low bidder with a total bid amount for the base bid and Addition Items 1 through 6 of $2,253,927.55 Three of the bids had minor irregularities, including that 0 the low bidder, in that the bid packages were not submitted intact and one bid containe a math error. As a matter of procedure, our office has contacted the ap their bid The representative of Northstar Enterprises we comfortable with the bid prices as submitted and has no project based on those prices. arent low bidder to review poke to indicated that he is jection to completing the CME has worked with the low bidder before on similar pr jects and has found their work, experience and references to be satisfactory. This contr ctor has performed municipal/public contracts throughout the area and has e perience with the provisions of the Local Public Contracts Law, prevailing wage rate req irements and project workforce reporting - - Mayor and Borough Council Re: Civic Center Park Improvements September 19,2006 H-CA-00200-01 Page 2 Pending a confirmation by the Chief Financial Officer that ad quate funding is available and based on the aforementioned facts, we recommend the ollowing: 1. Award of a contract to Northstar Enterprises Inc., 80 Mal Street - Second Floor, West Orange, New Jersey 07052, within 60 days of bid ceipt on a unit price basis in the total amount of $2,253,927.55 for Bid Items 1 thro gh 32 and Addition Items ADD1- through ADD-6, subject to a review of the bid by he Township Attorney, waiver of the aforementioned minor irregularity and the cceptance of insurance certificates and performance bonds for the project. 2. Bid of the second responsive, responsible bid (Landtek roup, Inc.) be retained and held open pending execution of a contract by the low bi der. Under separate cover, we are returning the bid packages of the second through fifth bidders to the Borough Clerk for return of bid securities and further handling as recommended above. We will retain the bid package of the low bidder for the preparation of contracts. We trust this is the information you require at this time.
