Where I come from, RESULTS are expected, not just “we are listening and we care” which is the best I can get from you guys.
As a tax paying resident of Palo Alto and California — since 1980 — I’d like to read what your a) Plan and b) effective remedies are?
And directly to Lead Code Enforcement Officer Brian Reynolds: On a scale from A to F, if you were to give you and your team a performance grade, what would that grade be? Why?

Our Code Enforcement Officer Mr. Hartley visited 2251 Bowdoin Street and did not witness a leaf blower being used at the property. He did however speak to the Superintendent of the site and provided him a verbal warning. Even though this was the case, he shared that he would assure that no one else uses a gas leaf blower at the site.

Starting just after 1 PM today, ending some 15 minutes later.
Previously: On 17 Aug 2023 at 07:50, the house is woken up by a gas leaf blower literally across the street from us, specifically at the work site on 2251 Bowdoin Street. (I walked over to talk to them and was completely ignored.) Before that: Numerous! And diligent calling to Police (recently Code Enforcement) has yielded Nada.

Respectfully: I really do not WANT to have to deal with this. It’s your job.

This is an important step in our process that we have been using to identify violations by date, time, and location. So far, this strategy has been useful in many of our neighborhoods. We may find that this may not be the mosteffective strategy in your situation. I would be most appreciative if you would provide me all the dates, times, and location(s) of when you have heard the gas leaf blower(s). Then every time you hear this gas leaf blower send me an email. With your diligent assistance, I am certain we will locate this gas leaf blower and provide them with a warning and potentially anotice of violation.

Are you guys going to spend more of our tax dollars to figure out what to do with Cal Ave? I have an idea
Reopen it until you figure it out. The city of Palo Alto is being ridiculous with this restaurant favoring ideology and
it’s not good for the street at all. The cobblery is still waiting on our store front renovation that you promised would
be done by June. Of course we have absolutely no expectations from the city because you have shown nothing
valuable to most businesses on Cal Ave, especially ours. Meanwhile the restaurants are doing whatever they want
still. With the closure clearly favoring only a few of them.
By the way
The street is dead when it’s too hot out. The street is dead when it’s too cold out. The street is dead when the
restaurants close after lunch and before dinner.
The street is dead when it’s too windy. The street is dead except for a few hours for dinner a couple of times a week.
The street is dead because there is so much construction around people actually avoid the area.
The street will be dead when the next recession hits and no one can afford to eat out.
Is the city going to build any bathroom facilities?
Three and a half years of this BS seriously you guys are the worst.
But hey Zareen and Terun are stoked. Great for them. Shame on you.

The thing that holds me back is that I recall little is retained of the historical fabric except the
sense of the shell or frame. My next trip is mid-Oct., for the UCLA game, and we canundertake to take a look. I used to be very familiar with the whole area, spent at least 11 years

1. The National Trust launched the 11 Most Endangered Historic Places 2024
today and is now soliciting applications. Some information below, in case you
are aware of any sites we should encourage to apply:
a. The National Trust for Historic Preservation is now accepting Letters of
Intent for the 2024 list of America's 11 Most Endangered Historic
Places. The deadline for submissions is Friday, September 29, by 11:00
p.m. Eastern Standard Time. The National Trust will invite select
applicants to submit a full nomination in November 2023 and will
announce the 2024 list of America’s 11 Most Endangered Historic
Places in May 2024. Since 1988, the National Trust has published an
annual list of America's 11 Most Endangered Historic Places to raise
awareness about the threats facing some of our nation's greatest
treasures. The list, which has identified more than 350 sites to date, has
been so successful in galvanizing preservation efforts that less than five
percent of these sites have been lost. Letters of Intent are similar to a
mini-application, letting the National Trust know that you would like to
nominate a threatened historic place. Several factors are considered
when evaluating a site for potential inclusion on the list, including historic
significance, local support for preservation, whether there is a localgroup engaged in its preservation, the urgency of the threat, and

Dear Mayor Kou and Council Members:
Thank you for your pre-screening of 3265 El Camino. I’m sorry to have to say I cannot
support the proposal because:
The proposed rents will be at or above the market rate for comparable units (due
to their small size and lack of parking and amenities),
Few except the more highly paid Palo Alto Unified School teachers will actually
be able to afford the rent, and
How many teachers will want to live in these tiny units as they are not designed
to accommodate partners, let alone families?
As the moderator of the Ventura Neighborhood Association, I know that many in our
community very much want truly affordable housing in Ventura, as do I. We supported
Wilton Court. This new proposal, however, is very different and appears to be
conventional, underparked, market-rate microunits hoping to attain special city zoning.
Let me now detail the reasons for my concerns here.
The applicant Jason Matlof of Half Dome Capital LLC visited with the Ventura
Neighborhood Association in July and showed us his plans for providing
teacher/workforce housing. On the face of it, we were very enthusiastic about
providing teachers with affordable housing near where they work.
But how affordable really are these units? When calculated by price per square foot,
these units are at market rate or even greater than market rate. Therefore, does the
project really qualify for PHZ?
“As anticipated with the PHZ process, the applicant would likely seek to deviate
from these and potentially other objective standards in order to meet the
affordable housing obligation and achieve a higher density housing project.” (p.
4 Mini Packet)
In a follow-up email exchange with me and shared with the association, Jason shared
his vision for the rents to be charged (see full email provided below):
“The Low Income units will be ~$2200/mo for Studio and $2500/mo for 1BDR.
The Moderate Income units could be as high as $3600/mo for Studio and
$4150/mo for 1BDR according to state mandates, but as I mentioned last week
we're currently planning to price below the maximum allowable. As I mentioned,
I'm planning for those "Moderate Income" units to be below the maximum
pricing and likely be ~ $3000/mo for Studio and $3500/mo for 1BDR (current
market equivalent). In other words, I'm planning to price below the state
mandated maximum rents (subject to market changes, inflation, et cetera).”
Looking at data from the County regarding AMI and affordability as well as the range of
salaries for teachers in PAUSD, I put together the chart below. Please note the
monthly rent that an entry level PAUSD teacher can afford is $1712.00 (30% of salary
minus $200/mo for utilities allowance).
The Academy units will be charging rents between ~$2,200-$3,500, with a price per
square foot ranging from $5 to $7/sq.ft. ($2,200/425 sq.ft. -$3,500/500 sq.ft.). These
rents will be affordable only for the highest-paid teachers but not at all affordable to the
lower-paid junior teachers unless the rents are closer to $1,700 than $2,200.
In other words, teachers new to Palo Alto will not be able to afford the majority of units
in this building, even though it is presumably targeted for them.
For the teachers for whom these units might be considered affordable, they will be
among the higher-paid and thus older of our teachers. Thus, aren’t they more likely to
be part of a household of more than one person and perhaps even have children?
These apartments are clearly not designed for people in families, especially given that
there is only one-half of a parking space per unit. Do we know what percentage of
teachers that can afford these rents would be interested in living here?
A quick look on Redfin confirms that these apartments are indeed market rate. I found
these two opportunities:
The above studio at Stanford Villa apartments comes in at $4.16 per square foot
($2,455/590 sq.ft)
The above Middlefield apartment comes in at $4.12 per square foot ($3,095/750 sq.ft.)
I submit that at $5 to $7/sq.ft., the Academy is currently priced to rent at market rate.
Therefore I do not think the project should qualify for PHZ zoning.
Furthermore, although they identify rent up to 84% of AMI ($3,000/month for a
household of 1) or 85% of AMI (household of 2), the project description allows them to
charge up to $3,607 (family of 1) or $4,152 (family of 2).
By the way, on Page 2 in the Mini Packet in the Project description paragraph reads:
This proposal is described in Attachment D, Applicant’s Project Description, as
being “100% affordable to teachers”, with 20% of the units dedicated to “low
income” and 80% of the units dedicated to “moderate income”.
I was unable to find anything labeled Attachment D or anywhere where the affordability
numbers were broken down for us, which is why I felt compelled to do the math myself.
One last point: the inadequate parking uses stackers that are allegedly independently
accessible. It is unclear whether and how they would operate in a power outage to
allow someone to leave and how these would meet the requirement for electric vehicle
chargers. The proximity of the California Avenue Train Station assumes that residents
might take the train to where they teach, but there are no Palo Alto schools near the
train stations. Juana Briones is the only elementary school within 0.5 miles (at 0.4
miles) of a 22 bus stop. Palo Alto High School is the only other school accessible to
the 22 bus.
In closing, what we need in Palo Alto is truly-affordable housing that offers below-
market-rate rents to teachers and others. This project fails to achieve that and is
essentially market-rent tiny units. Part of the problem is that the city’s formulas fail to
consider the value of what a renter is receiving, and thus treat a giant unit with
generous amenities as identical to a tiny unit with none. If the Council sees fit to
encourage this project to proceed, it should add a strict proviso that this be fully
addressed and that unless the project offers a true discount off of market rents for
comparable units, it will not approve the PHZ zoning.

Hi, Becky! Sorry for the slow response. The official state income affordability numbers come from the CA Housing
and Community Development (HCD) office. I've included a copy (below my signature line) of their income table for
Santa Clara County for FY2023 below, which lists the maximum allowable income per affordability category in our
County. You can find the entire HCD original report here. One thing that I've learned is that SCC is one of the
highest income counties in the state, so there's that. But the income categories are exactly as I described last
weekend, per below. Here's more detail:
- Single Person Household (applicable to Studio)
- Low Income: $62,451 - $96,000
- Median: $126,900
- Moderate Income: $96,001 - 152,300
- Two Person Household (applicable to 1BDR)
- Low Income: $71,401 - $109,700
- Median: $145,050
- Moderate Income: $109,701 - 174,050
"Affordable Rents" are mandated by the State HCD to be 30% * monthly gross income - (minus) $150 - 200 for
Utilities (there's specifics in the regulations per housing and location).
Following that methodology, the state mandated maximum "affordable rents" for each income category as follows:
- Studio / 1 Person:
- Low Income: $96k / 12 * 30% - $200 = $2200/mo
- Moderate Income: $152k / 12 * 30% - $200 = $3600/mo
- 1BDR / 2 Person:
- Low Income: $109k / 12 * 30% - $200 = $2525/mo
- Moderate Income: $174k / 12 * 30% - $200 = $4150/mo
The Low Income units will be ~$2200/mo for Studio and $2500/mo for 1BDR. These will be well below market rates
for comparable size and quality. I think you'd be shocked at the quality of listings for anything in the $2000-2500
range in Palo Alto.
The Moderate Income units could be as high as $3600/mo for Studio and $4150/mo for 1BDR according to state
mandates, but as I mentioned last week we're currently planning to price below the maximum allowable. As I
mentioned, I'm planning for those "Moderate Income" units to be below the maximum pricing and likely be ~
$3000/mo for Studio and $3500/mo for 1BDR (current market equivalent). In other words, I'm planning to price
below the state mandated maximum rents (subject to market changes, inflation, et cetera).
Last, affordable rents are determined by income band and applicant eligibility within that income band. They are not
dynamically priced based upon the applicant's income on the day of their application for a variety of reasons
(complexity, changes in income/variable salaries, et cetera). That is a state / city mandate - not mine.

and full disclosure so there's not a misperception later that I intended to dupe you. As I mentioned, I live in this

Klaus Schwab, founder of the World EconomicForum, promotes the agenda of human gene editing. He openlysays it will change what it means to behuman. In the Netherlands, the government recentlyannounced the destruction of 3,000 farms in orderto make room for a monstrous Smart City called theTriState City Network, which will house 40 millionpeople from Belgium, Germany and The Netherlands.
Their ‘logic’ for seizing the land and destroying the animals of3,000 farms is that they “emit too much CO2”,which is “destroying the planet”. And yet, replacinggreen pastures with a monstrous Smart City is good forthe environment?! Currently, most of the Netherlands
is beautiful countryside with green pastures, windmills, creeks andhistoric farms. Unique in the world,truly beautiful and full of history.
The government wants to transform all of thatbeautiful scenic countryside into one massive SmartCity called Holland City.
In Australia, the government has passed a law thatallows residents of rural areas to be forcefully movedto Smart Cities when their area has been contaminatedwith dangerous toxins.
With the Ohio train derailment,we have seen how easy it is for a vast area to becontaminated. Are we seeing a precedent here? Withthe organization of a few train crashes, millions couldbe removed from the rural areas and forced into SmartCities.

Shortly before the Governor approved the bill on September 29,2022, the City Manager prepared the agenda for the September12,2022 City Council meeting at which the City Council removedColumbus Day from the list of holidays, and decided torecognize the second Monday in October as both "IndigenousPeople's Day" and "Italian Heritage Day"
I don't recall any mention in the staff report, staff commentsat the meeting, or any input from the City's contract lobbyistabout the State action related to the proposed Council action.
Don't act on this recommendation now, but first get a completereport that includes the relation between state and city datesof celebration.

We write in strong support of the proposed 44-unit affordable housing development on a vacant
lot at 3265 El Camino Real,including the reasonable exceptions to the Zoning Ordinance and
design standards being requested through the Planned Home Zoning (PHZ)process.
In addition to helping meet our Regional Housing Needs Allocation numbers,construction of
44 affordable units for local teachers with ZERO public funding or subsidies is a win for
our city.Students benefit when their teachers live in the community and can dedicate their
intellectual and emotional energy to teaching,without having to endure long and expensive
commutes each day.Districts can attract and retain the best employees when affordable
housing like this is available.
The project site is the perfect location for housing with its proximity to California Avenue retail
and services,area transit and bikeways,and local schools.This type of housing directly helps
our environment (with lowered vehicle miles traveled),economy (more residents to shop locally
consistent with recommendation #10 from the City's Economic Development Strategy),and
equity (housing at all income levels makes for a stronger community where people thrive).
We also fully support the reasonable zoning and design deviations being requested by the
project as part of this PHZ process.Consistent with the City’s Economic Development Strategy,
the City is over-retailed already and more retail at this location does not make sense at the site.
The parking that will be provided is adequate to meet the project needs given its location near
major transit stops,Caltrain,local schools,services,and retail.
Please allow for this project to move forward and allow our city to demonstrate our
commitment to creating housing (and especially affordable housing for our teachers)a
priority.As recommended in the Santa Clara County Grand Jury Report on Housing from
December 16,2021,we urge you to expedite the review process for housing projects that
include Below Market Rate units (Recommendations 9a,9b,10a,14)-such as the proposed

The owner's recent landscape job, after years of neglect and indifference, will need future water and maintenance tothrive. The current owner has not been a stellar performer in that regard.

Dear Members of the Palo Alto City Council,
We hope this communication finds you in good health. We, the Palo Alto Public Art
Commission (PAC), are reaching out to humbly request your valued support for the
proposal to reinstate the commission's membership to seven individuals. Through
thoughtful discussions, we have identified compelling reasons that merit serious
consideration for revisiting the size of our Commission:
1. Public Art is subjective, necessitating diverse voices for informed decisions in Palo Alto.
With a reduced number of commissioners, the decision-making process has been
narrowed, potentially limiting representation. A larger panel ensures a more thoughtful and
consistent decision-making process, which is crucial for the sometimes non-advisory nature
of PAC's actions.
2. Continuity and historical knowledge are essential for multi-year public art projects. With
five members, the Commission may experience volatility, especially if a significant number
of the commissioners are new. PAC Members are limited to three terms. Three of the
current five member PAC will be termed out by March 31, 2025. It takes time for a new
commissioner to familiarize themselves with ongoing projects, best practices, and policies,
and to contribute to sound decision-making.
3. In recent years, the Palo Alto Public Art Program has expanded to include many
temporary installations, art festivals, private development projects, and percent-for-art
initiatives. Commissioners play vital roles as listening conduits, tour guides, and program
ambassadors. Expanding the Commission ensures greater availability and attendance to
support events such as the recent nine-day murals event.
4. Moreover, Public Art is actively fostering discussions about equity and belonging in Palo
Alto, leading to the successful launch of the second King Artist residency and ongoing
deliberations about artist outreach, training efforts, policies, and language used in open
calls. Increasing the number of voices on the Commission will better promote equity efforts
and enhance inclusivity in public art.
5. Lastly, attracting qualified applicants has never been an issue for the Public Art
Commission. By expanding the number of members, we can welcome more enthusiastic
participants, leading to a richer and more inclusive artistic community for Palo Alto.
We earnestly beseech you to contemplate supporting the reinstatement of the Public Art
Commission's membership to seven individuals. We extend our gratitude for your attention
to this matter and eagerly anticipate your forthcoming response.

Last week it was a serious back flow malfunction & another emergency water shut.off. And then a water
temperature State violation risking LEGIONNAIRES disease, etc. And before, water leaks & fire hazards,
& strewn garbage.
When is the City of Palo Alto & its elected representatives going to act to examine the chronic negligence
& incompetent behavior of Owner/Investor Go Sasaki Sr, and his property manager Prodesse Property
Group. Figure out if they're Crooks or Schnooks, or both.
Earlier this week, for three days, to conserve their profits, they brought in a seemingly cheap unlicensed
carpet cleaner that spread harmful toxins, VOCs & exhaust fumes throughout the building.
The City building officials & the water hazards division were notified, but it is not yet known if the brazen
anti-residents acts were taken seriously, or steps were enacted to stop the uncontrolled mishaps. Please
check it out.

If proposers are sincere in their intention to gain landmark status forthe cannery then application should be made before any changes areintroduced. A noted in the presentation demolition of part of thecannery might preclude landmark designation. Therefore, landmarkdesignation should be achieved as an initial step with proposedchanges offered in the context of that designation
Although some housing in the form of townhouses is proposed forthe site, there was no mention in the presentation of whether it wouldhave a significant impact on meeting the Element requirement for 6kadditional units. Given the extent of the site (15 acres)
any proposal should be evaluated on its contribution to meetingElement objectives
Air rights, mentioned by an architectural review board applicant as apossible solution for funding train relocation should be considered tomeet public needs for affordable housing. The so-called “buildersremedy” provides a way forward for market rate housingconstruction. We suggest a “renters remedy” of 40% or more of anyhousing proposal to be funded by sale of air rights created byincreased building height to provide for all levels of affordablehousing, allowing teachers, firefighters, children of current residents,seniors and others the opportunity to live in a multi-class, diversecommunity.
There was no discussion of why townhouses, rather than a mix of housing typeswas the optimum use of the site. Given that an industrial building is available forreuse, it would seem that “lofts” combining living and working space would be asolution that takes advantage of large interior space rather than viewing it as anobstacle. New York’s SOHO and other similar reuse of industrial space provide apossible model for the cannery

September Sale notes
The end of summer is normally a strong month for FOPAL in terms of donation volume and
this year is no exception. The Main Room has been blessed with a large volume ofdonations and will also have dozens of rare and collectible books offered for September,reasonably priced. Look for books from FOPAL's High-Value August sale now to be found intheir respective sections.
Thanks to a huge donation of books on European Languages, Italian & French and FOPAL's
European Language Section Manager Susan S. suggestion, FOPAL has created an Italian
& French September Special. Check out the specials shelves for books included from the
Art and History sections with Italian and French themes, some in English and many in
Italian & French. History received a large number of books on the Italian renaissance this
month so you'll see these offered in the specials area. Included is a very nice copy of The
Greater Journey, about Americans in Paris in the 19th century, mostly artists. Art is
contributing 20+ art books either in French or Italian, plus a nice selection about
French/Italian art. And, from Art History look for art or history books in Italian that have
a high value - $30 to $60 - described as esoteric. These will be marked down for the
September sale.
Our Puzzles & Games manager reports a generous selection this month, including several
that are Fall/Autumn inspired. The Music section has a higher than normal volume of
offerings, look for full shelves in both the Main and Bargain Rooms.

Art
Several art history books in French and Italian have been added to the foreign language
special for September. The highlights include a 12-volume history of art in Italian with nicecolor photographs, a sumptuous catalogue from a 2014 exhibition of the sculpture ofBaccio Bandinelli, and a 7-volume boxed edition of Vasari's Le Vite, the lives of Italianartists. Everything is very, very reasonably priced, far below the online values.

History
A varied selection this month, from Freud's analysis of US President Woodrow Wilson to
ancient Greek and Roman politics and a lot in between. We got a large donation of books
on medieval and Renaissance Europe, including several on women's roles and lives. There
are also some older books (one from 1827!), many of which have nice-looking bindings
(and the holiday season is coming up).

European Languages
We received several shelves of scholarly books on Italian (especially Venetian) literature
and poetry. We also received a lot of fiction in French, mostly translations (lots of Auster,
Asimov, Mishima, McBain, and other mysteries/thrillers).

Puzzles and Games
Puzzles this month features a special section at the entry in the case to the right of Fall
and Halloween puzzles. In addition, the corner puzzles section is again jammed full.
Lots of great games including all those named in a Board Night survey for a game night ata local library--Code Names (Pictures and Words), Bohnanza, Carcasonne. Plus, we have adozen other strategy games. The big find, though, is a Base Game of Warhammer 40000with Corebook and 14 Code X books being sold as a set.

The September Home section includes beauty and wedding guides, including The Wedding
Dress, as well as In Vogue: 75 Years of Style. You'll also find costume design theory plus
The Kimono as Art. Other shelves feature home building and remodeling, as well as home
maintenance planners, such as The Home Edit: A Guide to Organizing and Realizing Your
House Goals. Look for interior design concepts for kitchen and bath, color theory and
painting furniture, and styles from Safari Chic to Living with Zen. Other titles range from
country homes and arts & crafts style to modern home design.
The Crafts shelves provide books on floral arts and arranging, featuring Inspired Floral
Arrangement by Toshiro Kawase. Enjoy craft designs and art crafts, including watercolor
and oil painting guides: The Art of Oil Painting and Different Strokes Watercolor. You'll also
find a delightful number of coloring books, like Seashore Life, and other titles such as The
Joy of Origami. This month these shelves include: sewing, knitting (curious titles like
Knitting from the Center Out), multiple crochet titles, needlepoint, and embroidery books.

after some weeding through the Nature Section. In September, new sub-categories
highlight butterflies and some gorgeous vintage hardback donations we received with
subjects ranging from geology to entomology. For funghi lovers (and fun guys), copies of
the pantheon book Mushrooms Demystified by David Arora adorn our shelves, as well as
Mushrooms of the Redwood Forest. Get them while they're here, at an unbeatable price.

Browse the Judaica section for books on the Jewish religion and culture including editions
of the Torah and other basic texts, Kabbalah, Jewish history, the Holocaust, memoirs,
Israel, Jewish Women, the Jewish American Experience and other related subjects.

Children's Room
The theme for the September sale in the Children's Room is Abundance. All our sections
are fully stocked (over-stocked, even), thanks to our donors. Keep it coming, and come to
the sale!
Look in the Picture Book section for multiple copies (5 to 20 of each book) of all thefollowing titles, all in new condition: Mr. Peabody's Apples by Madonna, Smoky Night byEve Bunting, Mailing May by Michael O. In the World Languages section you'll find lovely traditional Chinese picture books,
including the wildly popular 屁屁偵探 series, and the manga/chapter books section is full of
both simplified and traditional Chinese. The Korean shelves continue to be well stocked,
and the French and German shelves are also quite full.
The Activities sections are packed with games, science kits, hands-on science and math
books, and gobs of graphic novels for all ages and interests. Lots of toys, too.
Look for books for Rosh Hashanah, Yom Kippur, Sukkot, and Simchat Torah in the Religion
section. We have a great variety of Beginning Readers, including lots of sets that could add
to classroom libraries. And on the DVDs shelves, Disney movies from "Cinderella" to
"Frozen" and more, all priced at a dollar or less.
School-age Fiction offers boxed collections in excellent condition of the following titles: inClassics, Dr. Dolittle, and a hardback set of The Chronicles of Narnia; in Fantasy, fivedifferent boxed sets of Erin Hunter's best-selling Warriors series; on the Popular Authorscart, sets of Keeper of the Lost Cities by Shannon Messenger, and a complete set of Landof Stories by Chris Colfer; in Early Chapter Books, sets of The Boxcar Children, JigsawJones mysteries, My Weirder School, and Junie B. Jones. In addition, there's a beautifulhardback copy of Percy Jackson's Greek Heroes by Rick Riordan and a lovely illustratedcopy of Pippi Longstocking.

It's September and the Health section offers a great array of books. A brand new addition
is The Facemaker, by Lindsey Harris. This is the account of a surgeon in Britain whodevoted his practice to healing and improving the facial wounds suffered by World War Isoldiers. Dr. Harold Gillies became known as 'the Father of Plastic Surgery.'
Five Days at Memorial (Sherri Fink, et al) recounts the struggle to care for hospital patients
during hurricane Katrina, New Orleans. Another addition is Teeth: The Story of Beauty,
Inequality, and the Struggle for Oral Health in America (Mary Otto) which discusses the
general view that oral health problems 'are seen as a failure of individual responsibility
rather than misfortune.' An interesting read.

Children's Vintage
Another good month to browse through the children's vintage section! Some of the
highlights for younger kids are a first edition This Is London signed by the author, M.
Sasek. Also featured are several oversized Platt and Munk/Watty Piper books from the
1950s, two copies of Sylvia Plath's The Bed Book, and an early edition of When the Root
Children Wake Up. Older kids can find some beautiful Black Stallion and Island Stallion
books by Walter Farley (in dust jacket and mylar protective covers) as well as sports books
written by Tex Maule and others (also with dust jackets, some in mylar). Donna Parker and
Doc Savage in series books and several Danny Dunn books might be good additions to

Dear Honorable Mayor Kou and councilmembers,
The League of Women Voters of Palo Alto strongly recommends that the City encourage the
applicant’s proposal to develop 100% rent-restricted housing for teachers at 3265 El Camino
Real.
Our comments are based on our League’s local housing position which supports actions by the
City of Palo Alto that improve the diversity of housing opportunities for all economic levels,
ages, and ethnicities and which ensure that all housing is open to everyone without
discrimination, and on state and national League policies:
● Housing and Homelessness
● Meeting Basic Human Needs
Our city suffers from an extreme shortage of housing available for low and moderate income
households, as high land prices, construction costs, the absence of adequate and/or available
public or private financing, and land use policies that force developers to focus on luxury
homes.
This private developer proposes to help alleviate the shortage of housing affordable to teachers
by constructing studio and one-bedroom units in an area well-served by public transportation
and near bicycle routes. Significantly, without precedent for 100% below market units, no
outright public subsidies are being requested (other than a relaxation of land use regulations).
We urge the City to act so that this project remains economically feasible.
The benefits of encouraging this project are many. Teachers’ unions support this proposal.
Local housing for teachers will eliminate hours-long commutes, help reduce greenhouse gas
emissions, and help restore the city’s economic diversity. It will also improve the quality of life
in our community by having our essential teachers live where they work.

Hi,
Unfortunately I cannot attend the city council meeting on Monday, but I wanted to write toexpress my support for the academy project @ 3265 ECR. Palo Alto will only be able to
remain a great city if it can continue to recruit excellent teachers, and this project willsignificantly help with that goal. Unless there is affordable housing available for teachers in
Palo Alto, we will not be able to recruit the best teachers given the extreme cost of living here.Furthermore, this project is ideally situated - in an area along El Camino Real where an
apartment building will look much nicer than yet another nameless commercial building. Inaddition, the location allows easy commutes via bike or bus to the local schools. I believe the
city council should be doing everything it can to help promote non-car commutes, not just toreduce congestion but also to reduce our collective greenhouse gas emissions. Thus, I hope the
city council will approve this project

Dear City Council,
I am a Palo Alto resident writing to express my enthusiastic support for the housingproposal at 3265 El Camino that is scheduled to come before the City Council next week.
This is a much-needed affordable project that will benefit teachers. I have reviewed the site
and architectural plans. They are thoughtfully designed given the constraints.
This is a project that will benefit our schools, teachers, and students. As a teacher myself wholives close to work, I can tell you that having an easy commute makes me a good teacher
because I am rested, have time to engage, and am not stressed. Every teacher should have thatopportunity. This will also benefit recruitment and retention in the long-term.
The projection will also benefit residents of the City and region by reducing congestion and
emissions. Teachers will be able to easily commute via bike or bus to seven PAUSD schoolsalong the El Camino Real corridor. Many of the City's schools are easily accessible from this
site.
I want to emphasize that I would like to see the City approve many more projects like this (andquickly) on the many vacant lots on El Camino. Please stop blocking much-needed housing.
I am a parent of a young child who cannot attend this meeting. I hope my comments will be
given equal weight to those who attend in person.

horribly expensive. This makes it hard to attract and keep good teachers. And most teachershave a long commute which contributes to congestion and greenhouse gasses. This is a

Council members,
Action Item #11 asks you to consider additional holidays for City staff. I think you would
best be served by breaking the discussion into two components - which holidays to
recognize and separately how many total paid holidays there should be. I suggest that if
you add additional paid days with our labor groups that you secure transparency in labor
negotiations in exchange for the added benefits.
The council and HRC have had multiple discussions on holidays, and I am confident that
you will have a vigorous discussion and recognize all the appropriate days. I am writing to
you because of my concern on the second issue - the number of paid holidays in total.
Discussion of additional paid holidays are best handled as part of the labor negotiation
process in order to discuss trade offs and concessions for additional benefits. As the staff
report highlights, the cost of an additional holiday is $735,000 in salary, plus additional
overtime cost required in several departments that must be staffed during holidays plus the
loss of productivity from one fewer day of work in the calendar year. You should also
consider the impact of the city being closed while businesses and other agencies are open
and doing business.
While the total is unstated in the report, it is clear that this is a significant total cost. By any
standard, but particularly when comparing Palo Alto to other California cities, we have a
quite rich benefits program for our employees. Additional paid vacation days are not
required from a benefit perspective or to be “competitive” with other cities.
On Feb 26, 2018, the City Council unanimously approved a colleagues memo regarding
transparency in labor negotiations. I’m attaching the follow up finance committee report
from Sept of that year. I hope you will read it, it includes verbatim minutes of the council
meeting discussion.
The idea was to copy several other cities that make their labor negotiations more
transparent by making formal offers public within 48 hours with accompanying fiscal
analysis. The memo noted that such a change was subject to “Meet and Confer”
discussions which would be held at the “appropriate time”. That time has yet to come.
While transparency in itself is a benefit for the public, the feeling was that something would
need to be given to employees in order for labor groups to agree to transparency.
If Council wants to consider an additional paid holiday, I think Palo Alto residents would be
well served by including in the meet and confer discussion the requirement to adopt the
council approved labor negotiation transparency changes in exchange for an additional
paid day off.

Please work with the developer to create conditions that make this important project
financially feasible.
The project is a 100% BMR project requiring no financial assistance from the city.
It is located on a currently vacant lot on ECR, one of the city's priority areas for newhousing.
The findings from the extensive public meetings with teachers that Joe Simitian led and
Sarah Chaffin, Liz Kniss and I attended years ago that led to the teacher housing project on
county land that is now being developed are true here:
--helping more teachers/staff live close to where they work benefits them but also
benefits students because teachers will have more time before and after school and
therefore helps their parents
--helps the environment by reducing the pollution, congestion and GHG emissions related to
long commutes
--and should help the district more easily recruit new teachers and staff
I realize the project will require waivers so it will be an interesting test of whether with the
new HCD letter, council will be willing to use their discretion on a PHZ proposal in a positive
way to incentivize new housing.
And as the staff report points out, this proposal is not using the builder's remedy approachas two other projects panned by council in similar PHZ prescreens have now started.

I am a renter on Middlefield Road near the Safeway. I'd like to be able to continue to affordliving in Palo Alto with my wife and baby daughter. For that reason, I strongly support
changing city rules to promote more affordable housing in Palo Alto, including:1) Allowing more housing to be built on more sites all around the city
2) Upgrading zoning standards, and eliminating strict floor area, parking, height, and densityrequirements that are holdovers from the mid-century era of racist redlining, and which drive

I am urging you, public officials and policy makers for the City of Palo Alto, and in the
strongest manner possible, to cease the official use (which is paid for by publicfunds) of the social media site X (formerly Twitter). The City of Palo Alto has an
official twitter account and uses the site for announcements and for disseminating
information to the residents of Palo Alto. This is commendable, but the use of X
(formerly Twitter) is no longer appropriate. There are other outlets and ways to informthe public.
Unfortunately, the social media site X (formerly Twitter) is now home to trolls and
scammers, conspiracy theorists, and bigots. This is not a place where the citizens ofPalo Alto want to go for information about our town. The new owner, Elon Musk, fired
much of the content moderating team, and himself has entered into discussions with

Hello Palo Alto city council.
My name is Jayme Chew and I am the great granddaughter of Thomas Foon Chew. I amwriting to implore you to preserve the Bayside Cannery site in Palo Alto and vote NO on the
proposed development by Sobrato.
This site is a testament to the perseverance and grit it takes for immigrants to make it in thiscountry. My great-grandfather provided jobs and housing to those who had little opportunityand was a pioneer in the canning industry. By demolishing 40% of this site will destroy thehistory of the building and diminish Thomas Foon Chew’s legacy. The residents of Palo Altodeserve the chance to learn about Thomas Foon Chew and to experience the cannery withoutlosing out on the historical significance.
If this project goes through then I ask that proportions of the Cannery be preserved in the PaloAlto history museum, as requested by my father Thomas Chew.
Please consider alternatives to the proposed development that would preserve more of theintegrity and historical significance of the Cannery. The city of Palo Alto should be invested inhonoring the Chinese heritage of the area. Thank you.

My name is Alexis Jade Links and I am the great granddaughter of Thomas Foon Chew. I am also an Emmy
nominated Casting Director - I work everyday to diversify the stories you’re told on television both about peoplelike you and unlike you. I try to follow in my great grandfather’s footsteps to be inclusive and open minded in all ofmy work.
I'm sure you will agree that it is essential that we acknowledge the land upon which we stand - the native landgenerations before us stole. It is important to me that those who step upon 3200 Park know precisely where theystand.
It is imperative to me that the next generation of young people in Silicon Valley can visit the site either intentionallyor even unintentionally - now either to shop or to live or to work, and that when they do, they know where they are.
They are not just at a local coffee shop.They are not just at a Payless.* They are not just working in a cubicle loft with a skylight.
*Post 2020, it’s my experience and understanding that retail is one of the top failing businesses globally. The developers themselves admit actuallythat filling the space with retail is an uphill battle.
My point is, I don’t want those people who live here and work here to feel it’s just another building. I don’t want the
one shopper that you’ll be lucky to patronize these businesses to think they’re "just getting a latte."
I want them to know they are on safe ground. Where being diverse was and is welcome. I want the beautiful art
being proposed to be accessible to the public and visible to those who may be unable to enter. I do not want, as
Madame Mayor so aptly put, "random asian art" to represent this story. I want this space and its message to be clear
in its design. The images proposed look like any other set of condos or shopping areas throughout California. I'd
never know, looking at these images that this was The Cannery. I want people who come here to know that these
new homes and offices are built on innovative, fertile, inclusive, ground.
I should be able to look at this building and point to it and tell people what it stands for. As a community, we should
be able to point to it. At minimum, we should be able to recognize it.
Like my uncle, Thomas William Chew, who spoke moments ago, I beg you to make every effort to conserve any
and all character defining features. To save them, if you don’t use them for display in a museum.
If you vote to move forward with this project I will clearly understand that you’d prefer to lose money on retail
space and build what Silicon Valley does not need - office space - than proudly display and preserve an emblem of
inclusion; this undeniably historical site.
Before you vote, think of what you knew of Thomas Foon Chew before you heard of this proposal. I doubt any of
you read of him in a history book. You have the privilege and opportunity to vote on this - and with this vote you
either erase this story and personally aid in burying it forever, or, you keep yourselves open to preserving or even
celebrating this historical and essential site in your and my history.

We have a national office in Washington DC and will be celebrating 50 years anniversary
It important to preserve history and honor the work and legacy of the people who have made
our state and Bay Area great, whether it is hi tech, agriculture, fishing, etc
We need to preserve our Chinese American history for our children and future generations.They need to
know the stories and the struggles of those early Chinese immigrants amid a backdrop of Anti-Asian
bias, feel a sense of connection to their Chinese roots and people, and maintain a sense of cultural pride
when they see that the broader community values saving their cultural icons.
Palo Alto is about 35% Asian (22,600 out of 64,000 residents), and 21% are Chinese.
There is a real emphasis in DEI and honoring our ethnic immigrant communities at this time inhistory.
Please keep the cannery intact. It could eventually be a center for history of AANHPIs and
immigrants who have made our area great as it is. What a treasure for our area.

As a former cannery worker, I support the effort to preserve the Bayside

I studied Chinese American history in my spare time. In the late 19th and
early 20th century, thousands of people were employed in the canning
industry in the Bay Area, including approx. 1500-2000 Chinese from theBay Area who sailed from SF to Alaska every spring to work in the salmon
canneries. During the Chinese Exclusion Era, the majority of Chinese
were laborers, and it is quite remarkable to learn of Thomas Foon Chew's
cannery and his achievement. There are very few historical buildings withChinese heritage in the Bay Area, and this cannery is definitely something
worthwhile to preserve for future generations.

Good Evening Council Members,
My name is Talya Schube. I hope you are doing well. I am a junior at Gunn High School and part
of the Palo Alto Student Climate Coalition or PASCC.
Right now the state and country as a whole are experiencing unprecedented climate events and
disasters. I worry about the current and future wildfires in California. We have recently
experienced smoke from nearby fires and Palo Alto is not safe from the fires themselves. I would
also like to call to attention Hurricane Hillary in southern California and Hurricane Idalia in
florida. While these do not affect us directly, it is partly our responsibility to prevent events like
these from happening in the first place.
I bring this up not simply to point out the negative, but to re-emphasize the importance of
making progress on climate policy, especially relating to natural gas. As you know, natural gas use
is the city’s second highest source of greenhouse gas emissions. The city has taken powerful steps
forward when it comes to reducing natural gas use, such as the Heat Pump Water Heater
electrification initiative, and I would like to express my support for this. This is not only a
powerful step in reducing natural gas, but it shows that shutting it off is attainable. That said,
climate change doesn’t wait for us. In order to fast track our natural gas reduction, we must set a
gas shut-off date.
Shutting off natural gas needs to be a goal in the near future, and before we get there we must set
a date to work toward. This forces us to create a timeline and make as much progress as possible,
as fast as possible. Climate change is a time sensitive issue, so setting goals without a timeline will
only get us so far.
We realize that you have heard this before, but it is crucial that we continue to pay attention to
and work on this issue. PASCC is here to support the city in any way we can.
In order to build upon the city’s momentum when it comes to electrifying and reducing natural
gas, we urge the council to set a gas sunset date by the end of this year.

intertwined in the development of California and America.
It was unfortunate that Chew died of pneumonia at the age of 41. As a
testament to the respect that he received and his kindness, more than
25,000 people in San Francisco Chinatown attended his funeral.
Educator Terry Holzmer said "Understanding Thomas Foon Chew is very
important, and unfortunately history has all but forgotten him. He should
be recognized for what he accomplished in an environment of
unimaginable racial prejudice and discrimination," …. "We tend to forget
this important point, if our next generation forgets where they came from,
it will be a great loss to the whole society."
Karen Holman, the former mayor of Palo Alto, said, "It is very important
to have a physical historical site that everyone can visit. People will deepen
their understanding of history because of the real experience of the
physical site.
Thomas Foon Chew’s legacy is an amazingly true “rags to riches” story that
happened right here in Palo Alto. More people need to know of this
inspirational person, Thomas Foon Chew, The Bayside Cannery and his
legacy.
DO NOT DEMOLISH the Bayside Cannery. We cannot allow this
significant legacy to be erased from Palo Alto.

His story is timely, as Thomas Foo came to California as an 8-year-old in 1897
during the era of the Chinese Exclusion Acts and was a multimillionaire when
he died of pneumonia in San Jose in 1931 at age 42.

I am a Bay Area architect and a second generation Chinese American. It has come to my attention that
40% of the historic Bayside Cannery is slated for demolition to be replaced by townhouses. While I
certainly understand the need for more housing in Palo Alto, in this case this is coming at the expense of
removing a very historically significant building. As per the Rincon Consultants and Page and Turnbull
Cultural Resource study below, this is a very rare industrial agricultural building owned by a Chinese
American immigrant, Thomas Foon Chew. What makes this story even more compelling is that the
cannery was the third largest after Delmonte and Dole. (see highlighted excerpts below from the Cultural
Resource Study.)
What makes this story even more amazing is Thomas Chew managed to build and run a large successful
business during a time of open and legislated racial discrimination when Chinese and Asians were
prohibited from owning property in CA due to the 1913 Alien Lands Law that was only repealed in1956,
and when Chinese were also unable to immigrate to our country due to the 1882 Chinese Exclusion Act
that was only abolished in 1965.
Also it is my understanding that the CA Historic Resource Commission is scheduled to review this very
building for including in the CA Historical Buildings Register and the Nation Historic Building Register next
week on 09/14/2023.
Reviewing the project site plan, the project can be reconfigured to place the new housing to the north
and south of the existing historic building in the existing parking lots. These north and south parking lot
portions site could accommodate equal and maybe even more housing units than currently proposed if
done with denser apartment/condo style buildings. Parking can be shared between the residential and
commercial use in the historic building. Alternatively, the inside of the historic building could be adaptive
reused, maintaining historic features into desirable loft style apartments/condos. Part of the historic
structure can be devoted to public use in lieu of the two proposed public parks at the NE and S part of the
sites.
Given
the historical significance and rarity of the building, the upcoming review by the CA Historic Resource Commission,the fact that the housing can be built on the open parking lots to the north and south of theexisting historic building and the historic building could be adaptive reused into housing,and the study's conclusion of a significant impact to historic resource,
I strongly urge the City Council to deny this project as designed and require thedeveloper to retain the historic building and redesign the project to be in
compliance with the cultural resource study's recommendations.

"340 Portage Avenue and the associated office building were previously
recorded and evaluated for historic significance for the City of Palo Alto by
Page & Turnbull, Inc. and found eligible for listing in the CRHR. The site’s
significance was described in the Page & Turnbull evaluation as follows:
340 Portage Avenue and the associated former office building to the
southeast appear to be individually significant under Criterion 1 in association
with historical events important to the history of Palo Alto. Agricultural
industries, including fruit and vegetable canning, were once the dominant
industries in Santa Clara County. The oldest portions of the cannery
building, itself, were constructed in 1918 for the Bayside Canning
Company, which was owned by Chinese immigrant and prominent
canning mogul, Thomas Foon Chew. Under Chew, the Bayside Canning
Company rose to become the third largest fruit and vegetable cannery
in the world in the 1920s, behind only Libby and Del Monte.
After Chew’s death, the cannery was subsequently purchased and operated
for more than twenty years by the Sutter Packing Company, another fruit and
vegetable cannery. The Sutter Packing Company significantly expanded the
cannery building and its operations throughout the 1930s and 1940s as it
prepared for and raced to meet the demands of World War II. The expansion
projects included the construction of the extant office building at 3201-3225
Ash Street to the southeast of cannery building at 340 Portage Avenue. For a
time, the cannery was the largest employer in the Mid Peninsula, and when it
closed in 1949, it was the largest employer in Palo Alto. The trajectory of
canning operations at the plant —which began in the early twentieth century,
peaked in the 1920s, increased production to meet the demands of World
War II, and then quickly declined as residential development and new
industries began to replace agricultural industries in the postwar period—
corresponds closely to the broad pattern of the history of the canning industry
in Santa Clara County.
The building is a rare surviving example of Palo Alto’s and Santa Clara
County’s agricultural past. As a result, the building at 340 Portage
Avenue does appear to be individually significant at the local level
under Criterion 1. The period of significance under this criterion begins in
1918, when canning operations began at the site under the Bayside Canning
Company, and ends in 1949, when the Sutter Packing Company’s canning
operations at the building ended."

Dear Members of the Palo Alto City Council,
The historic Bayside Cannery building built in 1918 must not be demolished.
Thomas Foon Chew, a first-generation immigrant was smart and worked hard, saved money and opened factories in Alviso, Palo Alto and other cities in the Bay Area. Chewwas one of the largest employers in the Santa Clara Valley area.
Chew's business became the 3rd largest cannery operation in the world, behind only Del Monte and Libby. He was a critical player in California’s agricultural and canning
industries and revolutionized asparagus canning technology. Canned goods were so important to the housewives at the turn of the twentieth century and even today in 2023.
He was a humanitarian and an exceptional businessman who achieved so much in spite of extreme difficulties dealing with racial discrimination and bigotry toward all Chinese
Americans before and since the Chinese Exclusion Act of 1882 (which was repealed in 1943).
Acknowledgement of Chinese Americans for their contributions, accomplishments in building the railroads, involvement in agriculture, fishing, canning industries and
technology should be recognized as intertwined in the development of California and America.
It was unfortunate that Chew died of pneumonia at the age of 41. As a testament to the respect that he received and his kindness, more than 25,000 people in San Francisco
Chinatown attended his funeral.
Educator Terry Holzmer said "Understanding Thomas Foon Chew is very important, and unfortunately history has all but forgotten him. He should be recognized for what he
accomplished in an environment of unimaginable racial prejudice and discrimination," …. "We tend to forget this important point, if our next generation forgets where they
came from, it will be a great loss to the whole society."
Karen Holman, the former mayor of Palo Alto, said, "It is very important to have a physical historical site that everyone can visit. People will deepen their understanding of
history because of the real experience of the physical site.
Thomas Foon Chew’s legacy is an amazingly true “rags to riches” story that happened right here in Palo Alto. More people need to know of this inspirational person, Thomas
Foon Chew, The Bayside Cannery and his legacy.
DO NOT DEMOLISH the Bayside Cannery. We cannot allow this significant legacy to be erased from Palo Alto.

I am writing you as a native Palo Alton to urge you to preserve the entire Bayside Cannery and not permit the
developer to demolish any portion of the structure. Why?
Thomas Foon Chew’s success was an anomaly and is significant in our city’s history. His cannery contributed to our
war effort during WWII to name one benefit to our country.
In an earlier email to you Jon Jang, the renowned composer, cites “What is remarkable about the making of the
Thomas Foon Chew’s Bayside Cannery in 1918 is that it became one of the major canneries in the world during the
Chinese Exclusion Act era where in a few short years, the dominant image of Chinese lurched from despised
oriental ‘other’ to wartime ally to dangerous communist threat.” Mae Ngai’s book, IMPOSSIBLE SUBJECTS:
Illegals Aliens and the making of Modern America.
It is your responsibility to preserve the cannery in the development agreement in its entirety exemplifying its role in
Palo Alto’s history. Chew was a paper son who rose up via his brilliant entrepreneurship and defied the restraints of
the racist epoch.
Therefore I urge you to seize the day and declare the Bayside Cannery merits being saved in its entirety.

Dear City/County Officials,
On behalf of Getting it Right from the Start, a project of the Public Health Institute, we arepleased to share the 2023 California Local Cannabis Scorecard for your jurisdiction. Today,
we would like to invite you to review your score and provide us with any necessary revisionsbefore the formal, public release of the scorecards. Please note, this 2023 scorecard onlyreflects laws made on or before January 1, 2023. Any changes made after will be in the2024 scorecard.
Since 2019, we have developed and publicly released a series of “scorecards” for every
California jurisdiction that allowed cannabis storefront or delivery-only retail sales. The scoresare based on six public health and equity-focused categories, that capture recommended
policies to protect youth, reduce problem cannabis use, and promote social equity. If 2022 wasnot your first year of legalized retail sales, you would have received one of these scorecards
for a previous year. With the help of feedback from cities and counties, we strive tocontinually improve our methods to reflect local policies more accurately and
comprehensively. This may have resulted in changes to previous years’ scores that yourjurisdiction received.
Some areas we have welcomed revisions in the past include general bans on billboards and
revenue dedicated to youth or prevention programs. If your jurisdiction does either of theseand you do not see points reflecting these activities in your scorecard, please let us know. We
realize these scorecards can’t capture all the ways local governments are implementing theirlaws, inspecting cannabis businesses, or funding prevention and implementation, which many
local governments’ staff work hard to do, but they seek to accurately reflect your laws.
Please address any questions or feedback on your scorecard to Jason Soroosh,
at jsoroosh@phi.org. If we do not hear from you by September 12th, 2023, we will assumeour record of the cannabis regulations passed in your jurisdiction through January 1, 2023, is
accurate.
We will be publicly releasing the 2023 Scorecards sometime in October, which will be sharedwith you as well.

upon request, which details how we came to these measures and scores. You can learn more

Mayor and Members of the City Council,
My comments are for agenda item 7 (3200 Park Blvd/340 Portage). Given the
documented interest in the historic significance of the cannery building (in the council
staff report and public comment) and the formal application to the city’s Historic
Resources Board (HRB), I am requesting that the city council postpone action until
the HRB has made a determination on the application.
Throughout the staff report and attachments there is documented reference to the
historic significance of the cannery building to the city and region. The staff report is
also clear that there are negative historic designation consequences to anydisturbance or alteration to the integrity of the building and site.
Seeking historical designation post construction to almost half of the building is
backwards and counter productive. If anything, that approach will most likely eliminate
any chance of a fair assessment of any formal historic designation at the local, state,and federal level.
An historic maintenance covenant is a nice gesture, but is after the fact that 40% of
the building has been altered. The covenant also lacks the full weight of a formal
historic review, designation, and mitigation to an undisturbed and unaltered building.
Aside from the physical structure, there is also the issue of what kind of message the
city wants to send to current and future generations on how it remembers residents
who have made significant contributions to the city and region when all that is left is a
building that may disappear.

Mayor Kou and City Council Members,
Palo Alto and the Sobrato Group have a unique opportunity to preserve the Thomas Foon Chew cannery and to
support its designation as a California historical site. The very existence of the cannery in Palo Alto and its historicalprominence both locally and nationally speaks volumes about the extensive and relatively unacknowledgedcontributions of the Chinese and of Chinese Americans in California as well as nationally.
This is a major omission parallel to the failure to recognize the work of Chinese railroad workers on theTranscontinental Railroad — a story that repeats itself over and over again when it comes to the contributions ofminorities and other marginalized groups in this country—a country whose greatness is built upon its diversecitizenry and their belief in the American dream.
The cannery also speaks to Thomas Foon Chee’s belief that his entrepreneurial spirit could be successful in Palo
Alto.
The Chinese Historical & Cultural Project (CHCP) and the Chinese American Historical Museum is the most
prominent Chinese American Historical organization in the South Bay Area. Our mission is to promote and preserve
Chinese American history and culture through outreach activities. It is my personal belief that preserving this
former cannery site as a designated California Historical Site would be a most important centerpiece in furthering
this mission.
