struction safety, the degree of lake front development, and

We recognize that the following issues should be re-

allowed within the Sewer District.
The panel recommends that the Payette Lakes liomeowners
Association conditionally'agree to enter into a stipulation with
the Environmental Protection Agency providing, among other things,
thatits lawsuit against the EPA will beautomatically •dismissed
when EPA has completed its review of certain additional studies.
